Abstract

The potential of flexible retirement will not be realised until the fear of substantial income loss is allayed. At present, for people looking at flexible retirement options, the occupational pension is not the vehicle to use, as the SFO (Superannuation Funds Office) does not look favourably on those planning in advance to wind down their career gradually insisting, as it does, that a fixed retirement age constitutes part of the scheme. Norman Fowler's consultative document on Personal Pensions (1984) aims to encourage more take‐up of occupational schemes through the individual being given freedom to choose the type of benefits suiting individual needs; in effect, this will allow people to contract out of the State earnings‐related scheme. Greater attention needs to be given to training trade union representatives in pension matters — many, at the moment, being expected to discuss very complex issues with little or no training.

Abstract

It is no secret that Britain has failed to keep up with most of its European partners in the quantity and quality of both its public and private sector training. For many years now, commentators have not been slow to point out that British firms consistently undervalue their most valuable resource — people. There are clear commercial consequences of this policy failure: most notably a lack of international competitiveness, the inability to maximise available skills, a failure to adapt to change, and a pervasive problem with employee morale.

Abstract

This article aims to review UK policy to industrial training over the post‐war period and its relationships with employment generation is reviewed. The focus is on evaluating current training schemes, which have evolved throughout the 1980s via a series of significant Government White Papers on this subject. The economic theory debate over whether a monetarist supply‐side approach to tackling the unemployment problem is preferable to a traditional Keynesian demand‐side approach is addressed.

Abstract

Posits that every enterprise must institutionalize its workplace learning systems and opportunities in such a way that it radiates what it has already achieved and from this moves on to realize its full potential – in short, the enterprise itself is the key. Examines in successive chapters: the individual manager and questioning insights (Q); the major systems which the enterprise uses to capture and structure its learning; a SWOT analysis of the enterprise′s total learning; action learning, its contribution to the achievement of enterprise growth, and the role of programmed knowledge (P); the Enterprise School of Management (ESM) as a phoenix of enlightenment and effectiveness rising from the ashes of traditional, less effective management training initiatives; and, finally, the practical realization of the action learning dream, as evidenced by emerging examples of successful and profitable implementation worldwide. Concludes with a selection of pertinent abstracts.

Abstract

A ‘psychologically informed environment’, or PIE, is the first of many new concepts that have spun off from the Royal College of Psychiatrists' Enabling Environments (EE) initiative. Based on the early developments in the therapeutic community movement, and adapting these values and principle to the 21st century world of community mental health, the EE initiative attempts to identify the key features in any setting that fosters a sense of connected belonging; and suggests a process by which these principles can then be customised for specific settings. The implications for a new social psychiatry at the heart of any future public mental health and social policy are clear; and to be pursued further in the final paper in this trilogy.

A country no stronger than its information As a result of the new Gramm‐Rudman‐Hollings law which mandates a balanced federal budget by 1991 (a cut of $9.9m), and an $8.4 in budget reduction by Congress, the Library of Congress is suffering a total cutback of 7.6% from last year. This means a loss of $1 in every $13. The total number of hours open will be reduced by 30% per week; evening and weekend hours by 59%. The Library will be unable to purchase some 80 000 new books.
