This case was developed to explore what social entrepreneurship looks like in an emerging market context. It tells the story of Neil Campher, a self-identified social entrepreneur working in South Africa, a country that has recently been awarded middle income status by the World Bank despite sharing a ranking with Syria on the Human Development Index. In environments of deep market failure, what does social enterprise look like? and can you sustain change in communities of extreme poverty? The case looks at the academic characteristics of social entrepreneurs and applies them to Neil to see if he “qualifies”. It has a particular focus on the bricoleur social entrepreneur. It explores concepts of poverty, and looks at sustainability, achieved through asset-based community development. It explores the need for organisations to transition in response to the environment and provides a tool to assess sustainability. The value of the paper is in exploring what social entrepreneurship looks like in an emerging market context. It also raises important questions on sustainability in environments which are inherently constrained.
Study level/applicability
This case study is aimed at students of social entrepreneurship, development studies, sustainable livelihoods and asset-based development. It is written at an Honours level and is therefore appropriate for use in customised or short programmes. The case study is a good introduction for students with a background in business (e.g. Diploma in Business Administration/MBA/custom programmes) who are wanting to understand social enterprise and blended theories of social and economic change.
Case overview
The case study follows self-identified social entrepreneur Neil Campher in the grime and crime-ridden township of Helenvale, outside Port Elizabeth, in South Africa. Campher has given up his glitzy career as a financier in the economic hub of Johannesburg and returned to his home town, drawn by a need to give back. Helenvale used to be where he and his school friends would hide from the apartheid police, but as an adult, his friends are focused on strengthening and progressing the community. Campher’s entry point to change is a small waste recycling project, and the case study looks at how he uses this as a lever to achieve deeper structural change in the community. The teaching case exposes several questions around social entrepreneurship and change: what is social entrepreneurship in an emerging context and is Campher a social entrepreneur? What is community led change and can it be sustainable? Campher’s dilemma is around sustainability – has his extensive involvement of the community been enough to achieve progress in Helenvale?
Expected learning outcomes
The case study gives insight into social entrepreneurship in a developing country context. It highlights the nuances in definition and introduces the importance of context in shaping the social entrepreneur. The case is an opportunity for students to interrogate ideas on poverty and classical interpretations of social entrepreneurship and relate them to a small community that mirrors the macro country context in South Africa. The case study shows how asset-based approaches to development are interlinked with basic principles of social entrepreneurship. It shows that sustainability is more than a secure and predictable income stream and the need for community engagement and commitment to the solution. In tackling these issues, the case questions sustainability potential and the need for the organisation to transition to respond to opportunity and the changing environment.

Abstract
Purpose
The purpose of this paper is to present a case study demonstrating the role of performance measurement systems (PMS) in driving strategic transformation.
Design/methodology/approach
Using a case study approach this paper analyses how Babcock Marine, a service provider to the Ministry of Defence (MoD), is using performance measurement as a catalyst to bring about strategic transformation at Her Majesty's Naval Base – Clyde. Transformation is required to facilitate a new public‐private sector contractual and financial relationship.
Findings
This paper highlights the differences between the use of PMS in static and dynamic (transformational) environments. It proposes that the balanced scorecard is a useful tool to monitor the pace of change and communicate the status of the change. It indicates that during the transformation program care must be taken to ensure that the measures used stay aligned with strategic objectives and that the balanced scorecard does not become cumbersome in terms of number of measures and administrative overhead. Finally it suggests that even in the absence of other critical success factors normally associated with transformation (such as a clear transformation plan and a strong ongoing communication mechanism), the balanced scorecard can provide structure and focus which will help to maintain the pace of change. It therefore demonstrates that the introduction of a performance management system can be complementary to the process of strategic transformation.
Originality/value
The paper provides empirical evidence of PMS supporting transformation even in the absence of other critical success factors normally associated with strategic transformation.

Abstract
This study identified and analyzed the 29 empirical articles which created 65 new scales that were published from 1996–2004 within the Spirituality, Religion, and Work (SRW) domain. Utilizing Hinkin's (1995) methodology for evaluating questionnaire scale development as a model, this study reviewed: (1) item generation issues such as inductive vs. deductive approaches; (2) scale development issues such as sampling and validity/reliability assessment; and (3) scale evaluation issues such as convergent validity testing. The study found that the vast majority of studies (86%) reported detail on the item development process for the new scales used; the primary method for item development was deductive, based on existing theory. In the area of scale development, only 45% of the studies reported using factor analysis for evaluation of constructs; of those that did, less than 25% of those reported information regarding factor retention criteria, such as eigenvalues. With regard to the internal consistency, the coefficient alpha was reported in only 45% of the studies. However, in those cases where scale development practices were described, the information was generally quite detailed and reflected statistical rigor. Few studies (38%) reported any information related to scale evaluation. Similar to Hinkin's (1995) conclusions from his review of scales in the management field, this study found scale development practices within the SRW domain to be inconsistent. The article reports detailed findings using Hinkin ‘s (1995) detailed methods and discusses practical implications for editors, reviewers and SRW researchers.

Abstract
Purpose
The purpose of this paper is to contribute to existing critiques of workplace spirituality and organizational culture. The paper links the two by problematising definitions of workplace spirituality that employ a “culture approach” to change, in which the construct is limited to a set of values that gives particular meaning to the workplace.
Design/methodology/approach
Properties of Weick's sensemaking model combined with a critical sensemaking approach are used to analyze texts in order to show how a spiritual culture may shape the actions of its members by serving as an implicit form of managerial control.
Findings
The paper reveals how some texts, Mitroff and Denton's, in particular, advocate workplace spirituality as necessary for organizations and the individuals who work in them to prosper. Simultaneously, such texts may imply a form of pastoral power, the purpose of which is to re‐affirm a positive self‐image, due to the cueing effects of language that is voiced in specific contexts.
Practical implications
The paper suggests that a cultural approach to understanding workplace spirituality influences how people can make sense of the organization in which they are members. The potential inordinate reverence of work and one's contribution toward enhanced organizational performance is of interest to all members of organizations because it highlights how control is achieved.
Originality/value
The paper offers some insights into the conditions that promulgate the linkage between work and spiritual fulfilment, and it promotes the continuing development of critical spirituality in organizations in order to overcome the potential managerial instrumentality that is highlighted in this paper.

Abstract
Purpose
This work deals with social representations of gender equality in the workplace. Little academic work deals with the way workers define gender equality. My research also deals with the implications of this definition in terms of policy implementation.
Design/methodology/approach
This work is based on a mixed-method approach. A quantitative study based on an online survey conducted in 2015 at a French company is mobilized to identify and measure the main representations of gender equality among the workers. Then, a qualitative study is used to explore these representations in depth and to examine how they influence the implementation of policy on gender equality.
Findings
This work shows that for French workers, equal pay and equal access to responsibilities are the most important dimensions of gender equality, while gender diversity and work-life balance seem less important. The representation of gender equality varies according to gender, professional field and managerial status. These variations help to understand the difficulty of implementing such policy.
Practical implications
Managerially, these results would strongly indicate that companies in France, but also in other developed countries, should consider carrying out awareness campaigns aimed at employees in order to promote a common culture and definition of gender equality. Indeed, the coexistence of various representations of gender equality partly explains the insufficient implementation—and thus the poor performance and general effectiveness of gender equality policies, both in theoretical and practical terms. Companies should also consider introducing awareness campaigns that specifically target men, who grant less importance to gender equality than women.
Originality/value
This study deals with social representations of gender equality in France, a subject which has been largely neglected or overlooked in existing fields of gender research. The international literature on gender equality shows that variations in representations of gender equality constitute a major subject for research and policies about gender, whatever the country. However, this topic still remains inadequately addressed. This research aims to strengthen such research literature dedicated to the issue of gender equality.

Abstract
Purpose
The purpose of this paper is to examine the current school‐based management (SBM) policy reform in Indonesia, with an emphasis on the impacts of shifting authority and responsibility to school level, as well as challenges confronted by the school council members, followed by remedial measures to minimize the problems.
Design/methodology/approach
The paper employed a mixed‐method research design comprising an extensive empirical survey followed by semi‐structured and focused group interviews and examination of relevant documents. The data reported here are on the basis of an empirical survey involving 504 school council members from Ngada‐Flores, followed by 42 interviews and focus group discussion (FGD) with all relevant stakeholders.
Findings
The research findings demonstrate how devolution of power and authority to school level can create partnership in participatory school decision making in terms of setting a school mission, shared‐vision, annual programs, school budget, school textbooks, school buildings, school‐based curriculum and even students’ discipline policies. In turn, devolving power and authority to school level has created several changes in schools, including in‐school culture changes, and increased participation of school communities. These factors have led to the improvements in teaching‐learning environments and student achievements.
Research limitations/implications
The findings of this study are specific to the context of Ngada‐Flores, Indonesia. The possibility for the general applicability of the findings is limited by the scope, the sample, and the cultural context of this study. Accordingly, even though there could be common features, the findings may not have general applicability to other systems.
Practical implications
The paper suggests that capacity building in school level is required for the effective implementation of SBM policies and programs, including in‐service training, regular professional development sessions and workshops on effective school leadership and management, as well as school development planning.
Originality/value
This paper could be significant because of the absence of similar studies in the Indonesian context. The findings could be helpful in informing practitioners, the local and national authorities and all those interested in school education on how SBM with devolution of power and authority to school‐level decision makers assists in‐school improvements and student achievements, as well as problems and challenges confronted by school leaders in the implementation of SBM.

Abstract
We start from the assertion that the concept of “global citizenship” is neither simple nor stable. Rather, it is a contentious idea that is often uncritically based upon assumptions of the “global” and “citizenship” as positives. In geography, however, the “global” and how it relates to the idea of the “local” is a complex and debated concept. Drawing upon critical geographic theories of scale, we suggest that the concept of global citizenship should be thoroughly interrogated to understand its problems and paradoxes as well as its possibilities. In this chapter, we offer one such interrogation grounded in the experiences of designing and implementing the Parks and People experience. We identify tensions within the program such as how to sell the program, how to navigate between individual and group experiences, and how to simultaneously support one-time encounters and ongoing relationships. In exploring these tensions, we demonstrate how the everyday practices of “global citizenship” are enmeshed in uneven geographies of privilege. We suggest that our goal should not be to separate ourselves from such inequality, but, rather, to face the complexities of the relationships we are trying to foster in the name of promoting social justice.

Abstract
Purpose
This paper seeks to reflect on the importance of surprise in qualitative research on information‐technology initiatives. It also aims to consider how the use of social theory in the context of surprise can help to shape and guide field methods, data transformation, and substantive findings.
Design/methodology/approach
The discussion is personal and reflective. The paper considers the significance of surprise surrounding events within two of the authors' own research projects. It also reports on a perusal of the literature for explicit treatments of surprise.
Findings
Surprise in qualitative research is twofold. First, the research subjects experience surprise; indeed, surprise appears to be quite prevalent in IT‐related projects. Second, researchers too can be surprised in the course of their own work. Where these two kinds of surprise come together, one can find especially fruitful occasions for insight. In the authors' own projects, the element of surprise helped establish their respective commitments to actor‐network theory (ANT) as an effective approach for recognizing and understanding the crucial events in the emergence and evolution of information systems projects. Based on a literature search, the paper can add a third category of surprise to the first two: the authors' surprise at finding that surprise, despite its practical prevalence, remains largely unrecognized in information systems research.
Originality/value
The value of the paper lies in calling forth the element of surprise as an important kind of research event that deserves qualitative researchers' explicit attention. It also points toward the usefulness of social theory in systematizing the researcher's response to surprise.
