Abstract
Purpose
This paper aims to overcome the limitations of studies on work-life balance, which have focused on Western countries without considering “mental” dimensions of gendered childcare. By concentrating on South Korea as a case study, this paper also aims to examine how the gendered division of childcare changed when Korea's work-life/family policy followed European work-family conciliation policy.
Design/methodology/approach
The Korean Time Use Survey (KTUS) in 2009 and 2019 are used for multiple regression analyses. Based on discussions about theories on unpaid work distribution within households and its stratification effects, this study examines the relationship between wife's and husband's behaviors and the stratification effects in the gendered division of childcare alongside the work-life/family policy change.
Findings
Substantial findings indicate the necessity of strengthening various legal and institutional structures that might increase husbands' characteristics of caring masculinities. Additionally, while policies developed to support flexible working arrangements, low-income women at risk of being trapped in dual poverty of time and income should be carefully considered.
Originality/value
This study focuses especially on South Korea, thereby contributing to understanding how national policy and gendered distribution of childcare are related. Notably, this link has not been widely discussed in the literature on work-life balance. It also suggests viable directions for future policies depending on gender and socioeconomic status.

Abstract
Purpose
The records surrounding the assassination of President John F. Kennedy (JFK) have been subject to unique treatment in their management and opening. The John F. Kennedy Assassination Records Collection Act of 1992 (JFK Records Act) mandated that the records would be opened in full by 2017, unless there was intervention from the sitting president. This study aims to examine the extent to which access to the JFK assassination records has been granted. It evaluates how open the archive is, and the consequences of withholding government records. It examines how the continued non-disclosure of this archive has helped to fuel the controversy and conspiracy theories surrounding Kennedy’s death.
Design/methodology/approach
This research was approached as traditional historical document analysis, reviewing the JFK assassination records releases from 2017–2018 and the broader landscape of access to information in America. A random sampling of the open and redacted records was used to undertake a statistical analysis on the amount of information that has been withheld. It was supplemented with freedom of information requests intended to reveal further information on the approach taken to redaction. The work was situated within a broader global literature review.
Findings
The research identified the limits to access to the JFK assassination records that exist because of the continued postponement and redaction of information by US federal government agencies. It found that the ambiguous language used for exemptions in the US Freedom of Information Act (FOIA) and the JFK Records Act has allowed agencies the freedom to interpret and limit access to information if they desired. Furthermore, agencies have had the power to hold and sanitise their own records. The work identifies how these approaches have caused questions, inconsistences, a lack of transparency and accountability in the US government. The lack of centralised processes and related explanations can be seen to fuel further controversies and conspiracies.
Originality/value
Using a systematic research methodology, this work presents a careful analysis of the varying processes and their implications for understanding of the events that surrounded Kennedy’s assassination. Lessons learnt can be applied to the general management of freedom of information and access to information.

Explores why it is that archivists and records managers rarely discuss important aspects of the highest ranking record‐keeping job in any country. There are plenty of issues about what is or should be one of the most critical positions in any democratic society, whether at the national, state/provincial or local government level, worthy and in need of open discussion and debate within the professional community and more broadly in the public domain.
Design/methodology/approach
Using the controversial, ongoing case of President Bush's nomination of a new Archivist of the United States (historian Professor Allen Weinstein), this article focuses on some of the above issues.
Findings
Largely out of sight or earshot of the US public, US historians, archivists, librarians and information managers have united in community force to challenge President George W. Bush's nomination for the next Archivist of the United States. Discusses the possibilities of real or perceived political interference in the management of the nation's archives and especially ready public access to its Presidential records.
Originality/value
The dispute highlights changing thinking about what constitutes proper selection process and qualifications for national archivists that could stimulate professional debate world‐wide.

Purpose
Many libraries and archives maintain collections of research documents, such as administrative records, with paper-based formats that limit the documents' access to in-person use. Digitization transforms paper-based collections into more accessible and analyzable formats. As collections are digitized, there is an opportunity to incorporate deep learning techniques, such as Document Image Analysis (DIA), into workflows to increase the usability of information extracted from archival documents. This paper describes the authors' approach using digital scanning, optical character recognition (OCR) and deep learning to create a digital archive of administrative records related to the mortgage guarantee program of the Servicemen's Readjustment Act of 1944, also known as the G.I. Bill.
Design/methodology/approach
The authors used a collection of 25,744 semi-structured paper-based records from the administration of G.I. Bill Mortgages from 1946 to 1954 to develop a digitization and processing workflow. These records include the name and city of the mortgagor, the amount of the mortgage, the location of the Reconstruction Finance Corporation agent, one or more identification numbers and the name and location of the bank handling the loan. The authors extracted structured information from these scanned historical records in order to create a tabular data file and link them to other authoritative individual-level data sources.
Findings
The authors compared the flexible character accuracy of five OCR methods. The authors then compared the character error rate (CER) of three text extraction approaches (regular expressions, DIA and named entity recognition (NER)). The authors were able to obtain the highest quality structured text output using DIA with the Layout Parser toolkit by post-processing with regular expressions. Through this project, the authors demonstrate how DIA can improve the digitization of administrative records to automatically produce a structured data resource for researchers and the public.
Originality/value
The authors' workflow is readily transferable to other archival digitization projects. Through the use of digital scanning, OCR and DIA processes, the authors created the first digital microdata file of administrative records related to the G.I. Bill mortgage guarantee program available to researchers and the general public. These records offer research insights into the lives of veterans who benefited from loans, the impacts on the communities built by the loans and the institutions that implemented them.

Since the late 1970s, US employers have increasingly drawn upon legal temporary labor under the H-2 visa to address their labor needs in low-waged sectors. Ever since, what Clark calls migrant labor activism and conflict in the courts has similarly erupted. However, as she argues in this chapter, making “adversarial legalism” the H-2 way of law has also been a story of comparative state formation. For, the litigation largely reflects the structure of labor migration created after the demise of government-run migration. In this regard, activists wrestle with the problems created by the new role of global labor intermediaries in the recruitment process, absolute employer control over hiring and firing, and the coercion produced in the shadow of a now minimally interventionist state. Drawing upon archival research, interviews with legal professionals, and the entire case law docket in this area, this chapter puts “adversarial legalism” under the H-2 visa in its historical and political context.

In the context of an analysis of stopgap and reactionary presidential library and records act, the purpose of this paper is to consider how the separation of the Obama Presidential Library from the Obama Presidential Center illuminates fundamental flaws in the public-private model that demand a more comprehensive legislative solution.
Design/methodology/approach
Drawing upon government, academic and public sources, this paper examines the legislation of presidential records and libraries to gain perspective on the presidential library system and the Obama Presidential Center, the first post-Presidential Records Act institution to operate independently of the National Archives and Records Administration (NARA).
Findings
This paper traces the evolution of presidential library statutes and standards to reveal how the genesis of an independent Obama Presidential Center strained an already stressed system, creating significant questions about its future.
Originality/value
This paper offers an original treatment of the statutes governing NARA’s administration of presidential libraries, framing a cycle of calls and responses, with the acts of individual presidents eliciting acts of Congress. Also original, and timely, is the treatment in this paper of how these laws created the conditions for an independent Obama Presidential Center.

Purpose
The purpose of this paper is to demonstrate that there was a non-Eurocentric approach being attempted at Borobudur in the 1970s and 1980s. From the case of Borobudur, this research aims to provide lessons for better management practices by clarifying the development of the buffer zone concept and its potential impact on communities.
Design/methodology/approach
The paper will examine an empirical literature study using topographic maps, contracts between Governments of Indonesia and Japan, documents concerning the Park Project and local newspapers as well as a sequence of one-to-one and group interviews with the key persons who were involved in the Park Project including villagers at Borobudur.
Findings
The development of the Borobudur Archaeological Park began in 1979 and marks an important shift in thinking about buffer zones from a monument-centric approach to the consideration of the wider context and approaches to community participation in the context of international heritage management.
Originality/value
There has not yet been a detailed study concerning the progression of the Borobudur Park establishment and implementation of the buffer zone concept per se, and its impact on local community members. Furthermore, crucial management planning documents for the establishment of the Borobudur Archaeological Park have yet to be analysed by scholars. One of the documents is entitled the Updated Former Plans and Schematic Design for Borobudur and Prambanan National Archaeological Parks Project (Updated Plan). The Updated Plan is in principle not disclosed to the public and can only be viewed with permission of the Indonesian authorities thereby lessening opportunities for research to be undertaken on how the Japan International Cooperation Agency Master Plan was modified and the Park Project was executed in the 1970s and 1980s. The author opportunely received permission to access to the Updated Plan by the authorities on 23 November 2012, which made this study possible to pursue.

In this article, the author describes fundamental archival concepts and theories and their evolution in recent times. Basic archival functions—appraisal, arrangement, description, reference, preservation, and publication—are also introduced. Finally, early applications of automation to archives (including SPINDEX, NARS‐5, NARS‐A‐1, MARC AMC, presNET, CTRACK, PHOTO, and DIARY) and automation trends for the future are discussed. The article presents a cogent introduction to archival operations, thereby providing 1) a basis for understanding distinctions between current archival and library practices and 2) insight concerning the possible convergence of selected roles and functions.

The Center for Electronic Records of the National Archives and Records Administration was established in 1988 as the custodial unit for the permanent electronic records of the U.S. federal government. The program for the long‐term preservation of electronic (or machine‐readable) records by the National Archives goes back to 1968, and the acting archivist of the United States has recently acknowledged the thirtieth anniversary of the first formal appraisal of electronic records. This article will highlight both the Center for Electronic Records' program and the various levels of access to information about the records in its custody.
