Abstract
Purpose
Coronavirus disease 2019 (COVID-19) has had global repercussions on use of e-learning solutions. In order to maximise the promise of e-learning, it is necessary for managers to understand, control and avoid barriers that impact learner continuance of e-learning systems. The technology, individual, pedagogy and enabling conditions (TIPEC) framework identified theoretical barriers to e-learning implementation, i.e. grouped into four theoretical concepts (7 technology, 26 individual, 28 pedagogy and 7 enabling conditions). This study validates the 26 theoretical individual barriers. Appreciating individual barriers will help the e-learning implementation team to better scope system requirements and help achieve better student engagement, continuation and ultimately success.
Design/methodology/approach
Data were collected from 344 e-learning students and corporate trainees, across a range of degree programs. Exploratory and confirmatory factor analysis was used to define and validate barrier themes. Comparison of results against the findings of Ali et al. (2018) allows comparison of theoretical and validated compound factors.
Findings
Results of exploratory and confirmatory factor analysis combined several factors and defined 16 significant categories of barriers instead of the 26 mentioned in the TIPEC framework.
Originality/value
Individual learner barriers, unlike technology and pedagogy barriers which can be directly identified and managed, appear abstract and unmanageable. This paper, considering implementation from the learner perspective, not only suggests a more simplified ontology of individual barriers but presents empirically validated questionnaire items (see Appendix) that can be used by implementation managers and practitioners as an instrument to highlight the barriers that impact individuals using e-learning factors. Awareness of individual barriers can help the content provider to adapt system design and/or use conditions to maximize the benefits of e-learning users.

Abstract
Purpose
This study aims to explore the steps carried out in the implementation of Islamic Quality Management System (QMS) MS 1900 in Malacca zakat institution.
Design/methodology/approach
A case study strategy was used to explore the process of MS 1900 implementation at Malacca Zakat Center (MZC). Semi-structured interview with Top Management Officers, Managers, Shar’iah Officer, Quality Systems Officers and Auditors was used as main data collection method, and it was triangulated with data collected from documents and observations. The data were analysed by employing thematic analysis method.
Findings
The study found that there are 12 steps involved in MS 1900 implementation at MZC, namely, identifying gaps, understanding MS 1900, outlined quality policies and objectives, team work establishment, management representative establishment, management commitment, documentations, determining the quality scope system, implementing the MS 1900, internal audit, evaluating QMS performance and surveillance audit. All steps were carried out effectively with the cooperation of management and employees at MZC.
Research limitations/implications
The findings from this study can be employed by managers who intend to implement MS 1900 effectively in their organizations.
Originality/value
This study adds to the knowledge of the emergence of the first ever Islamic QMS MS 1900. It also contributes meticulous insights into the MS 1900 implementation particularly in the zakat centre.

Abstract
Purpose
This paper aims to provide an understanding of agripreneurs motivation from the Islamic perspective. The objective of this paper is to explore the proposition that motivations to become agripreneurs is directly influenced by religious intentions and Islamic values, which would indirectly have an effect on entrepreneurial behaviour.
Design/methodology/approach
An exploratory qualitative approach was used to capture the respondents’ Islamic values and intentions, which motivate them to become agripreneurs. In-depth face-to-face interviewing technique was adopted whereby the respondents were asked to share their thoughts, views and understanding of the issues presented. A sample of five Muslim agripreneurs were interviewed for this study.
Findings
The study found that Islam plays a significant role in influencing the agripreneurs entrepreneurial motivation. Their entrepreneurial behaviour is also underpinned by some Islamic values, which have a positive impact on their mindsets and the growth of their businesses; such as having utmost faith in Allah (taqwa) and believing that Allah is the sole provider, makes them fearless in the business environment and results in a healthy competition amongst agripreneurs.
Research limitations/implications
The study has several limitations. Firstly, the study is based on a small sample of five Muslim agripreneurs who are willing to be interviewed in a specific Islamic environment such as Brunei. Thus, the findings cannot be generalised and may not be a true reflection of all Islamic countries and to Muslims residing in countries in which they are not the majority. Secondly, cultural differences within a country may influence the attitude towards entrepreneurship and entrepreneurship intentions. As this study focusses on Brunei, which is based on Malay Islamic Monarchy, the motivations might be different in other countries because of the cultural differences. Thirdly, agriculture types in this study are limited. Finally, the methodology is purely qualitative.
Practical implications
The findings may assist the government to devise strategies and policies to attract more youth into agriculture particularly in creating a supportive environment for the farmers.
Social implications
The findings of this paper have shown that their Islamic motivations and values result in a more socially responsible entrepreneur in shaping the economy and community at large and more importantly, it also brings them closer to Allah.
Originality/value
This paper highlights the role of Islam in influencing and motivating the respondents to become agripreneurs and persevere in the challenging business environment.

Purpose
This paper analyses the leadership approach and practices of the Brunei Government, in response hitherto to the coronavirus disease 2019 (COVID-19) pandemic.
Design/methodology/approach
A review of the available resources and existing literature on COVID-19 and crisis management in Brunei is conducted, consequently drawing lessons on effective measures of Brunei experience in combating the COVID-19 pandemic.
Findings
The main key lessons of Brunei's success factors in tackling the COVID-19 outbreak are the “Whole of Government Approach” and “Whole of Nation Approach”. It is to be noted that the approach would not be successful without the approval and full support of the monarch himself and, more importantly, the public's cooperation. Engaging in constant updates with the government's willingness to have themselves be led by recognised experts has gained public trust, which leads to the success of containing COVID-19, which resulted Brunei not needing to opt for a lockdown, which in turn did not lead Brunei to succumb to the second wave of COVID-19.
Research limitations/implications
Brunei experiences in containing novel coronavirus will help international scholars, especially in Muslim countries, to understand the lessons and develop a robust pandemic leadership model.
Practical implications
The lessons and strategies used by Brunei can be used as an exemplary approach to prepare for any future uncertainties by other countries.
Originality/value
The literature on pandemic leadership during COVID-19 in Brunei is scarce. This study might be considered as the first attempt to exhibit strong crisis leadership capacity in Brunei which resulted in the success of containing COVID-19.

Abstract
Purpose
This paper aims to discuss the potential of al-Wasatiyyah (hereafter, AW) value concept for human sustainability (hereafter, HS) values and its applicability to civil service practice (CSP) in Malaysia. AW is a derivative of an Arabic word that means excellent, moderate, just and professional.
Design/methodology/approach
This paper explains the potential of AW concept for HS both in epistemological and ontological perspectives with a focus on CSP. It focuses on the AW value concept according to Ibn Miskawaih and its applicability in CSP in Malaysia. Using content analysis and “integration perspective” between AW and contemporary Malaysia CSP practice, several questions were unlocked in this paper. They include the following: what are AW values for HS? What is the standard of value for sustainable CSP in Malaysia? And how HS from AW perspective can generate quality CSP in Malaysia?
Findings
It is found that AW can extend and enrich the meaning of value for HS and subsequently the civil service quality in Malaysia. Findings showed that AW can offer a holistic approach through four AW core values. The study also showed that AW is embedded indirectly in Malaysia CSP before it was highlighted under Najib Razak administration. This study suggests continuous emphasis on AW values in three service areas, namely, service requirements (SR), service priorities (SP) and service quality (SQ).
Research limitations/implications
The limitation is to bring the value concept into the HS parameters. HS is indexed by quantitative indicators including economy, health and education achievements, rather than value concept. This study tries to expand the potential and importance of value as an indicator for HS. That is through a concept named as AW.
Practical implications
AW values and approaches are perceived to be a potential focus system for HS and resource building in Malaysian civil service.
Social implications
Extending the meaning of HS through the application of AW concept is perceived to enrich social values and development.
Originality/value
This paper argues that current discussion on HS is not fit for all purposes because it lacks human great values. This paper subsequently argues AW concept as potential HS values, especially for CSP, in Malaysia.

Purpose
This study aims to investigate religiosity and entrepreneurial motivation roles in the goal-specific, involving Muslim students’ entrepreneurial intention and self-efficacy. Besides, it examines the robustness model based on group context.
Design/methodology/approach
Partial least square structural equation modelling is employed to examine 502 data collected from Muslim students in Indonesia through an online survey. Meanwhile, partial least square multigroup analysis tests the robustness model.
Findings
Religiosity plays a powerful role in increasing goal-specificity. Meanwhile, entrepreneurial motivation and self-efficacy perform as full mediations in the pathway mechanism of religiosity's effect on entrepreneurial intention.
Research limitations/implications
The current study is conducted based on the previous recommendations and contradictions. Therefore, it clarifies and develops a study on the role of religiosity and entrepreneurial motivation in the goal-specific motivation of Muslim students.
Practical implications
To increase the goal-specificity of entrepreneurship activities, policymakers in the ministry of education and universities must implement and revitalize Muslim students' understanding of the relationship between religiosity and entrepreneurship.
Originality/value
This study defines the role of religiosity in goal-specific, especially Muslim students’ entrepreneurial intentions, by gender, faculty/department and age. Furthermore, it completes the opportunity for research agendas on the relationship between religiosity, entrepreneurial motivation, self-efficacy and entrepreneurial intention.

Abstract
Purpose
The purpose of this study is to propose a contemporary human resource management (HRM) framework by zakat institutions, which collect and manage religious alms, both obligatory (zakat) and voluntary (ṣadaqah), in Malaysia.
Design/methodology/approach
In doing so, discussions pertaining to the key elements of zakat institutions’ HRM including recruitment, selection, performance appraisal, training and development and compensation are gathered from the existing literature and other sources of information such as zakat institutions’ websites and publications. In addition, zakat officers’ insight on how HRM is practiced at their institutions is gathered through a series of semi-structured interviews and incorporated in the findings of this study.
Findings
The paper finds that the state government, by virtue of the State Islamic Religious Council (SIRC), which is the sole trustee of all waqf properties in Malaysia, may have significant influence in formulating the human resource strategies and policies in zakat institutions.
Research limitations/implications
The proposed HRM model can be a useful reference for SIRC in enhancing the current human resource practice in its respective zakat institutions.
Originality/value
The novelty of this study lies in the proposed HRM model applicable to zakat institutions. The model emphasizes the alignment between the zakat institutions’ HRM practice and their zakat collection and distribution goals, as well as zakat management objectives in general.

Purpose
This paper aims to evaluate the responses taken during the pandemic of COVID-19 in sustaining agricultural activities and safeguarding local food supply via digital platforms by applying the case study method.
Design/methodology/approach
This paper uses a case study approach due to its systematic way of collecting data, analysing information and reporting results to understand the particular problem. For this study, secondary data consisting of government reports and documents are used to give a broader understanding of the impact of COVID-19 on the local food system and digital platform for agricultural produce.
Findings
The impact of COVID-19 on the agri-food sector is the move towards a more resilient and sustainable local food system, whereby nations emphasise food security by encouraging local food production. This is done by boosting micro, small and medium enterprises’ (MSME) output, “supporting local” initiatives and leveraging digital platforms and FinTech in business transactions.
Research limitations/implications
This study highlights that MSMEs’ adoption of digital platforms, particularly in the agri-food sector, demonstrates their willingness to embrace new business models that leverage technological advancements while maintaining the personal touch that attracts customers.
Practical implications
This study implies that although the pandemic outbreak created prolonged uncertainties with an immediate impact on the economy and ways of doing business transactions, digital platforms and FinTech ensured continuous food supply during the period.
Originality/value
This paper provides initial valuable insight to academics, practitioners and policymakers in agriculture and innovation management. It can be observed that digital platform and FinTech plays an essential role in ensuring safety and undisrupted food supply, especially in the case of fresh produce grown by local small-scale farmers and MSMEs. This creates a more resilient agri-food system and reduces the pressure from the conventional model of food purchase and social distancing requirements.

Detailed analysis is conducted on Malaysian fishery management framework particularly domestic country's trawl fishery status, legal structure, input-control strategies, ecosystem protection plan, pollution, law enforcement, and complementary measures that designed to reduce and prevent overfishing in the exclusive economic zone (EEZ) of Malacca Straits. Abstract
Purpose
The purpose of this paper is to study the thermal behavior of radial porous fin surrounded by water-base copper nanoparticles under the influence of radiation.
Design/methodology/approach
In order to optimize the response variable, the authors perform sensitivity analysis with the aid of response surface methodology (RSM). Moreover, this study enlightens the applications of artificial neural networks (ANN) for predicting the temperature gradient. The governing modeled equations are firstly non-dimensionalized and then solved with the aid of Runge–Kutta fourth order together with the shooting method in order to guess the initial conditions.
Findings
Numerical results are analyzed and presented in the form of tables and graphs. This study reveals that the temperature of the fin is decreasing as the wet porous parameter increases (m2) and the temperature for 10% concentration of nanoparticles are higher than 5 and 1%. Physical parameters involved in the study are analyzed and processed through RSM. It is come to know that sensitivity of temperature gradient to radiative parameter (Nr) and convective parameter (Nc) is positive and negative to dimensionless ambient temperature (θa). Furthermore, after ANN training it can be argued that the established model can efficiently be used to predict the temperature gradient over a radial porous fin for the copper-water nanofluid flow.
Originality/value
To the best of our knowledge, only a few attempts have been made to analyze the thermal behavior of radial porous fin surrounded by copper-based nanofluid under the influence of radiation and convection.
