Abstract
A GREAT deal is being, and has been, said about the role of public libraries in the provision of information of all kinds to the community. Sometimes there are full blown experiments such as that in Sunderland, but more likely is the gradual, evolutionary approach that most libraries have taken in recent years. Examples of libraries taking initiatives abound, ranging from stocking leaflets, to actually getting into an advice giving role, or to seeing information as simply an adjunct to more radical experiments in community librarianship. The gradualism may however be replaced, in such places as Corby, Shotton and Consett, to name three steel towns, with a more sudden push into the consideration of the underlying purpose of information services to a community.

‘To MEET the threat, and to realize the potential, we do not need a doctrine of salvation. We have the weapons we need, our minds. Reasoned analysis, imaginative designing and an experimental approach to action form a rational, or at any rate reasonable, triptych which has always served men well. This is the method of liberty; its substance is defined by the new conditions in which we live today. The new liberty means that we have to change our attitudes in order to pass through the turbulence ahead in a manner which enhances human life‐chances. A few years ago, in an effort to promote co‐operation between the two professional associations of librarians in Ireland, a Liaison Committee, consisting of members nominated by the Council of the Library Association of Ireland and members nominated by the Committee of the Northern Ireland Branch of the Library Association was formed. The first fruit of its endeavours was found in the establishment of an Annual Joint‐Conference of the two bodies, the first one being held at Portrush, in Northern Ireland in 1963.

IT is always something of an embarrassment for a West German librarian to address his British colleagues on the problems of public libraries. What is there of interest in a system which in almost every respect is years behind the development of the English libraries? When I begin to think along these lines of the considerable and, indeed, natural role which the library plays in British society (almost a traumatic experience for a German librarian), then the inequalities of the situation become particularly clear. Even though there are many historical and political causes for this state of affairs, it is still impossible for any correspondent to free himself of a certain psychological handicap.

Abstract
Purpose
This paper aims to provide an overview of the development of learning organization concepts from the perspective of Professor Bob Garratt and presents an interesting evolution toward his work on learning boardroom members.
Design/methodology/approach
Through a conversation with Professor Garratt, the authors capture several topics pertaining to his evolution of learning organization concepts, those who have differing views and ultimately what led him to develope his theories on the impact of the most senior members of an organization on the learning constructs.
Findings
The learning organization debate has many foundations that today have led to differing perspectives. Professor Garratt provides his particular background and how he developed his opinions, which he admits have not always been embraced in practice.
Originality/value
The discussion with Bob Garratt reveals his understanding of the learning organization concept and how it developed from a lifetime of practical application. Ultimately, the reader will understand, in Professor Garratt’s own words, where he was confronted with challenges and why his concepts evolved to where they are today.

Reflects on the development of the concept of a learning organisation as a tool for business success. Argues that, unlike many management ideas, organisational learning is not a “fad” but is increasingly accepted as a vital strategy for organisational survival and development in a continually changing environment. The learning organisation is seen as an aspiration for a continuous process with the potential to energise people for very long periods of time, rather than providing a quick‐fix solution. Whilst creating sustainable knowledge which can be valued as an asset on the balance sheet it also makes organisations more productive, profitable and more humane places to work.
