Abstract
Based on a postal survey in 1995 of all front‐line staff in Wales with an assessment and/or care management role, findings are reported about how tasks and roles were operationalised following the full introduction of the new community care in April 1993. Further information was obtained by interviews with managers in health and social services. Only a fifth of social services posts were designated or titled as care management posts. The majority of these workers were located in services for elderly and physically disabled people. Although few had a specific budget, the majority considered that they had greater control over financial resources than before April 1993. The analysis of tasks undertaken by front‐line staff shows that there remains a broad overlap between the roles of care managers and social workers. The results highlight the nature of increasing demands on staff and raise issues about the impact of increased workloads and administration on service quality. They also highlight tensions between care management and traditional professional roles. Some pointers for continuing debate are provided.

Abstract
This paper describes how front‐line workers in Wales experience care management. A minority of workers felt that the aims of community care were being achieved whilst few of the core tasks of care management were felt by a majority of respondents to be working well. Lack of time and resources were viewed as major constraints upon good care management practice and infrastructure supports were found to be inadequate. The findings raise key questions over the structure and practice of care (case) management and point to a number of areas in which policy and practice might be improved.

Abstract
Adopting an EU policy lens, this chapter primarily addresses the proposed pivotal role of firm-level innovation capability (FLIC) in small and medium-sized enterprises (SMEs) as a stimulant of sustainable development (SD) and green growth in Ireland/Wales. The chapter specifically examines the scale and scope of the green economy (GE), and considers the importance of organizational inherent “green” innovation capabilities (GICs) to achieve it. Underpinning the study is the methodology and concept of utilizing a facilitated cross-border multi-stakeholder learning network to enable knowledge transfer and exchange practices to flourish between partners, acting as a significant predictor of the development of SME GICs structures. Specifically, against the backdrop of the Green Innovation and Future Technologies (“GIFT” hereafter) INTERREG 4A Project, the research assesses how academic–industry partner exchange and inter-group learning and cooperation facilitates the development of GICs in smaller enterprises to realize a sustainable smart green economy in Ireland.

Abstract
Cycle tourism is considered as a trendy opportunity of local development that should be taken into consideration by several destinations to (further) increase tourism according to the sustainable development approach. It is a broad and complex phenomenon that involves various social and economic actors. Cycle tourists are looking for new and deep experiences to better benefit from the local identities and the uniqueness of the landscape of a territory. Cycle tourism gives sustainable access to environmental and cultural resources of territories often neglected. Despite its evident potentialities, the lack of studies represents a drawback that could compromise the local development. The aim of this chapter is first to describe the characteristics of this form of tourism both in terms of its contribution to the sustainable development and of demand and supply features. Second, the study focuses on an Italian area that is strongly investing in the development of this form of mobility: an area called “Insubria,” which is located in the Lombardy region, near the Swiss border and includes, as main cities, Varese and Como. The work explores whether the supply of the tourism product in this area is aligned with the current and future demand trends of cycling and tourism. The analysis ends with some suggestions about possible improvements in the area and for the long-term industry competitiveness.
