Abstract
At the opening of the twenty‐first century, developments of digital libraries have been attracting the attention of many countries and Taiwan is no exception. The purpose of this article lies in delineating recent developments of digital libraries in Taiwan. This article first quotes a definition of a digital library, and based on this definition, an overview of some of the digital library programs in Taiwan is presented. These programs are divided into four categories: preservation of Chinese and Taiwanese culture; establishment of domestic research digital libraries; provision of foreign research digital libraries and integration of conventional and digital libraries.

Abstract
The potentialities of information technology, together with economic concerns, have been forcing various organizations to go electronic in order to reposition themselves toward a sustainable future. This has also happened to libraries, whose primary value lies not only in their collections but also in their contribution to education through smart organization and management of collected information, which they make easily usable and accessible to users. The paper addresses these issues and discusses such aspects as what is meant by “learning”, how can it be pursued and managed in the library environment, what is the functionality of the e‐learning library, and how the e‐learning resources are included and organized in the e‐learning library.

Abstract
Concerns the logistics system of the Taiwan power company, Taipower, and the problem it faces of coal allocation and fleet deployment of dedicated coal carriers. The coal allocation problem can be viewed as a multi‐index transportation problem requiring the formulation of a coal allocation model. Owing to the high uncertainty of shipping operations, formulates a dynamic fleet assignment model to dispatch vessels and maximize ship usage. An integrated coal allocation and fleet assignment decision support system based on these models was developed to assist the decision maker. It not only guides Taipower marine operations management in annual schedule planning, but also assists operating personnel to allocate vessels to the schedules and to make rapid adjustments. Demonstrates the potential for substantial cost improvement in Taipower coal trade.
