Abstract
Purpose
This paper highlights that extant project management (PM) bodies of knowledge have not fully addressed organisational transformation enabled by information systems projects. The purpose of this paper is to examine the transformation context in the PM disciplines. The authors argue that the execution-oriented PM bodies of knowledge are limited, as they place too much emphasis on the delivery outputs by the supplier rather than the achievement of beneficial outcomes by the project owner.
Design/methodology/approach
As a conceptual paper, this paper reviews extant PM bodies of knowledge, life cycle models, the context of organisational transformation and benefits realisation, and the distinction between a project owner’s and the project supplier’s capabilities.
Findings
A new PM knowledge framework is provided as an advanced research frame for future works by enhancing Peter Morris’ Management of Projects framework by employing the conceptual lens of Winch’s Three Domains of Project Organising model.
Originality/value
The advanced model emphasises the necessity of distinguishing a project owner’s and a supplier’s PM capability and knowledge to achieve successful IS-enabled organisational transformation. Through this effort to resolve the fragmentation and specialisation problems in PM disciplines, the model can be used as a theoretical groundwork for the advancement of PM research.

The student revolt of 1967 to 1974, which finally expired about 1978, retains its fascination and much of its significance in the twenty‐first century. But the seven or so years which preceded it are often passed over as simply a precursor, the incubation of a subsequent explosion; they deserve a higher status. The concentration of interest on the late 1960s and early 1970s arises from the driving role of students in the cultural revolution whose traumatic impact still echoes with us. As late as 2005 some commentators saw federal legislation introducing Voluntary Student Unionism as the culmination of struggles in the 1970s when Deputy Prime Minister Costello and Health Minister Abbott battled their radical enemies. Interest in these turbulent years at a popular, non‐academic level has produced a succession of nostalgic reminiscences. In the Sydney Morning Herald’s ‘Good Weekend’ for 13 December 2003 Mark Dapin pondered whether the Melbourne Maoists had changed their world views (‘Living by the Little Red book’.) In the Sydney University Gazette of October 1995 Andrew West asserted that the campus radicals of the 1960s and ‘70s had remained true to their basic beliefs (‘Not finished fighting’.) Some years later, in April 2003, the editor of that journal invited me to discuss ‘Where have all the rebels gone?’ My answer treated this as a twofold question: What has happened to the former rebels? Why have the students of today abandoned radicalism?

Abstract
Purpose
This article examines the role the Australian Trade Union Training Authority (TUTA) played in international education through the provision of trade union courses and exchanges. We consider how an investigation of trade union networks contributes to a richer understanding of international education linkages.
Design/methodology/approach
This paper is based on research conducted for an Australian Research Council (ARC)-funded project: Trade union training: reshaping the Australian industrial landscape (ARC LP180100500). This research involved a critical analysis of 60 semi-structured oral history interviews and textual archives, including the official records held by the National Archives of Australia and papers held by the Noel Butlin Archives, the Australian Council of Trade Unions and in private collections.
Findings
TUTA was established primarily as a national union training organisation, but from its inception, it also acted as a hub for the development of regional and international labour networks. The nature of TUTA’s work placed it at the intersection of international trade union and educational domains. Although there were some points of contact with formal international programs (e.g. Japan–Australia and Kellogg Foundations, the Colombo Plan and US Department of Labour exchanges schemes), the specific contribution of TUTA is overlooked in the educational exchange literature. The role of TUTA is revealed through institutional connections and individual experiences.
Research limitations/implications
Further research is required to gain a deeper understanding of the impact of TUTA from the perspective of former participants in international TUTA course and current and former trade unionists in the Asia–Pacific.
Originality/value
This article builds new knowledge by examining the connections forged in the Asia–Pacific region at the intersection of trade union and educational networks, an area often overlooked in the literature on educational exchange.

Videoconferencing, which uses live television to permit face‐to‐face business meetings between executives at separate locations, has been brought within the reach of many companies following the introduction of a portable videoconferencing unit. The concept has been successfully used over the last few years by many international companies, including BP, Ford, Barclays, Hewlett Packard, Boeing Aircraft Corporation and British Gas, and it played a key role in the merging of the Royal Bank of Scotland and Williams & Glynns. Essentially it permits groups of people in one location to have a face‐to‐face meeting with colleagues at another site, in the same country or abroad. However while many users of videoconferencing — and there are over 1,000 installations in the USA alone — have reported substantial benefits, costs of acquiring an in‐house facility have up to now involved a significant investment.

Abstract
Purpose
While the dynamic capabilities perspective is the most cited strategic theory in the information systems field of research, little effort has been made to review and integrate the associate literature of this perspective in the field. Accordingly, this paper aims to systematically analyze the information systems literature on dynamic capabilities and provide a holistic understanding of the topical composition and trend of dynamic capabilities studies in information systems research.
Design/methodology/approach
Using latent Dirichlet allocation as the text analysis algorithm, the author conducted a topic modeling of the dynamic capabilities corpus in the information systems field of research to quantitatively review, summarize and classify the prior literature. The review covered 191 articles published on dynamic capabilities between 1998 and 2018 in pioneering information systems journals and conference proceedings.
Findings
In accordance with the topic modeling results, the topical composition of the dynamic capabilities corpus in information systems research dominantly includes seven themes titled T1. Information systems value, T2. Information systems change, T3. Digitalization, T4. Information systems agility, T5. Big data, T6. Information systems innovation and T7. Information systems alignment. Also, the overall and topical trend of dynamic capabilities studies in the information systems field of research were revealed. The trends indicated that the investigated domain and its prominent sub-domains have generally had positive productivity over the past years.
Originality/value
The current study contributes to the domain by developing knowledge and improving literature on dynamic capabilities in information systems research, discovering the main topics of interest for information systems researchers to deploying the dynamic capabilities perspective in their studies, and prioritizing the future information systems research on dynamic capabilities based on the identified trends of topics.

Abstract
This paper focuses on the strategic role of elites in managing institutional and organizational change within English public services, framed by the wider ideological and political context of neo-liberalism and its pervasive impact on the social and economic order over recent decades. It also highlights the unintended consequences of this elite-driven programme of institutional reform as realized in the emergence of hybridized regimes of ‘polyarchic governance’ and the innovative discursive and organizational technologies on which they depend. Within the latter, ‘leaderism’ is identified as a hegemonic ‘discursive imaginary’ that has the potential to connect selected marketization and market control elements of new public management (NPM), network governance, and visionary and shared leadership practices that ‘make the hybrid happen’ in public services reform.

Purpose
The cultural imperative for public buildings in countries like Australia to maintain their intrinsic “openness” – physically and symbolically – faces particular challenges in the context of current global terrorism concerns. Building regulations and counter-terrorism guidelines coexist uneasily, with implications for both public amenity and safety. This is particularly evident in the context of current approaches to hostile vehicle (HV) mitigation.
Design/methodology/approach
Based on a review of comparative literature, this multidisciplinary project assimilates design aesthetics and security expertise to assess the advantages and limitations of current counter-terrorism design approaches in Australia, the UK and the USA. The research focusses on public buildings of high cultural symbolic value (e.g. concert halls) in the context of HV mitigation.
Findings
Two key recommendations emerge. The first presents the benefits of adopting a layered security strategy tailored to a building's security and symbolic profile mix. The second proposes enhancements to the existing counter-terrorism guidelines based on a model that accounts for both symbolic value and openness.
Originality/value
The research presents new strategies for urban design and security stakeholders to balance openness and security in the design of publicly accessible buildings. While existing research addresses the challenges of terrorism in the design of public space, a literature (and practice) gap exists in Australia, the UK and the USA regarding current approaches to the design of public buildings. Using Australia as a case study, the findings will inform government and industry practitioners seeking more complementary approaches to public amenity and safety in comparable counter-security design contexts globally.
