The paper discusses the reasons for putting a project out to tender. Emphasis is given to the need for realistic timescales. The preparation of the invitation is described and advice given on selecting suitable suppliers to be approached. Indications are given about how to set out clearly what is required and acceptable. The purpose and conduct of various meetings between customers and tenderers are outlined. A list of 6 skills is given on which the preparation of a tender relies. The paper goes on to demonstrate how to evaluate a tender, and concludes with 3 rules for inclusion in the invitation to tender.

To provide a broad overview of the history of the journal Program: electronic library and information systems and its contents over its first 40 years.
Design/methodology/approach
Analysis of content from the original published material, as well as from abstracting and indexing publications and from minutes of Editorial Board meetings.
Findings
The publication has grown from modest beginnings as a newsletter for UK university librarians to a respected refereed journal with a wide international readership.
Originality/value
An analysis of the content of articles published on computer systems in libraries and information units over the last 40 years.

In the current climate where the automation goal of most libraries is the ubiquitous integrated library system, it is easy to forget that there are often alternative solutions to particular problems, some of which may not, in any case, be best dealt with in an integrated systems environment. Big is not necessarily beautiful, nor is online and integrated. Meckler Publishing has announced the acquisition of Micro Software Reports and Micro Software Evaluations from Nolan Information Management Services of Torrance, California. Alan M. Meckler, President of Meckler Publishing, stated that “Micro Software Reports is the world's largest and most comprehensive index to microcomputer software with specific library applications”. He went on to say that “the publication indexes 110 library and computer oriented journals concentrating on information that includes pricing, installation locations and complete system descriptions”.

The processes of management control in a variety of formal settings within a small engineering company are examined in this second of a series of articles. The range of arguments commonly used by workers in order to challenge managerial authority is focused on. Resistance was based around a series of legitimising principles, such as efficiency, profitability, precedent, ethics and morality. Whilst use of these arguments may influence the subsequent behaviour of management in a committee, it may not enable them to “win” the issue.
