Abstract

Describes the authority′s strategy, recording system, visiting programme, and guide to monitoring. Describes four developments in detail which South Lincolnshire′s review of its quality monitoring approach has stimulated. The strategy identifies three levels of monitoring activity: an overview, a means of identifying when closer monitoring is indicated, and causes for concern; a selective view, a means of assessing the severity of causes for concern; and an investigative view, to examine and identify solutions to confirmed problems. Explains how the strategy identifies corporate responsibility for quality monitoring, and how this may be achieved; how the “monitoring matrix” enables a comparative overview of each provider′s compliance to purchaser standards. An up‐to‐date record of progress on individual standards is constantly available. Quality monitoring visiting can be hit or miss. The South Lincolnshire approach attempts to minimize this through the management of the visit and the use of a pocket guide to monitoring. The guide′s objective is to provide a practical guide to monitoring. An attempt has also been made to unveil some of the mystique surrounding quality.

Abstract

Purpose

The purpose of this empirical case study is to study and explain the role of public leadership in the expansion of municipal climate action in Canada.

Design/methodology/approach

In 2017 and 2018, the authors conducted13 semi-directed interviews with municipal staff and elected officials from three municipalities, a documentary analysis of primary and secondary sources. Interviews and documentation collected were also coded using the software NVIVO 12. The authors compared three municipal case studies: the City of Toronto (Ontario), the City of Guelph (Ontario), and the Town of Bridgewater (Nova Scotia).

Findings

The authors found that leadership is a prominent factor explaining the expansion of municipal climate action in Canada. Municipal climate action is initiated and championed by an individual, elected officials or municipal staff, who lead and engage in the development of policy instruments to mitigate and/or adapt to climate change. These leaders facilitate the formulation and implementation of instruments, encourage a paradigm shift within the municipality, overcome structural and behavioural barriers, and foster collaboration around a common vision. Optimal municipal climate leadership occurs when the leadership of elected officials and municipal is congruent, though networks play a significant role by amplifying municipal sustainability leadership. They support staff and elected officials leadership within municipalities, provide more information and funding to grow the capacity of municipalities to develop instruments, to the point that conditions under which municipalities are driving climate action are changing.

Research limitations/implications

This paper hopes to contribute to better understand under what conditions municipalities drive change.

Originality/value

There is an international scholarly recognition that municipalities should be further explored and considered important actors in the Canadian and international climate change governance. Gore (2010) and Robinson and Gore (2015) highlighted that we are yet to understand the extent to which municipalities are involved in climate governance in Canada. This article directly addresses this gap in the current scholarly literature and explores the expansion of climate municipal leadership with the aspects of interviews.

Abstract

Purpose

Output stability or drift overtime has long been a major performance deficiency for gas sensors irrespective of what technology or methodology is used for their conception. Software correction may alleviate the problem somewhat but it is not always applicable. It has long been the objective of many researchers in this field to overcome this problem fundamentally and for good. The purpose of this paper is to show that this objective has now finally been achieved.

Design/methodology/approach

Conventional non‐dispersive infrared (NDIR) dual beam methodology utilizes the ratio of signal channel output over reference channel output for signal processing. The signal filter overlaps the absorption band of the gas of interest while the reference filter does not. However, this ratio changes as the source ages. The current methodology uses an absorption bias between signal and reference channel outputs. This absorption bias is created by using a path length for the signal channel greater than that for the reference channel. Both the signal and reference detectors carry an identical spectral filter overlapping the absorption band of the gas to be measured.

Findings

Implementation of the currently patented NDIR gas‐sensing methodology has been carried out in different gas sensor configurations for over a year in the laboratory. Performance results for these sensors showing insignificant output drifts overtime have been repeatedly demonstrated via simulated aging for the source.

Originality/value

The paper puts forward the view that the recent breakthrough of the Near Zero Drift methodology for NDIR gas sensors will very quickly change the hierarchy of technology dominance and utility for gas sensors at large.

Purpose

In the past, leadership scholars have tended to focus on leadership as a force for good and productivity (Ashworth, 1994; Higgs, 2009; Padilla, Hogan, & Kaiser, 2007). However, recently attention has been given to the ‘dark side’ of leadership (see Higgs, 2009; Judge, Piccolo, & Kosalka, 2009). The aim of this chapter is to explore dark leadership from the perspective of the narcissistic leader using a fictional character from a popular film.

Methodology/approach

Using the Diagnostic and Statistical Manual of Mental Disorders, 4th edition, 1994 (DSM-IV) (American Psychiatric Association, 2000) as an operational definition of narcissistic personality disorder we explore the psychology of the narcissistic leader through a fictional character study in a popular film.

Findings

We have created a psychological profile of a narcissistic leader which identifies specific behavioural characteristics within a toxic organizational culture.

Social implications

This study has implications for employees within any organizational culture. It is significant because it can illustrate how dark leadership can impact negatively within organizations.

Originality/value

The use of actual living persons on which to base case study material in the study of dark leadership is problematic and constrained by ethical issues. However, the use of characters in fiction, such as contemporary film and drama, represents an excellent source of case study material. Given that little empirical works exists on narcissistic leaders and leadership, the chapter adds originality and value to the field.

Abstract

Since 1997, the Labour Government sought to respond to the dilemmas and consequences of the earlier New Public Management reforms, according to the two principles of joined‐up government and public service delivery. A key aspect of its reform programme has been the public service agreement (PSA) framework, a target‐based performance regime that acts as a vehicle for the majority of spending and policy decisions across government and on the ground. Analysing its implementation and success, the article suggests that, in theory, the PSA regime provides an important example of steering at a distance as a form of political leadership, wherein the role of the centre is to provide the strategic framework for policy delivery. However, there are several structural constraints that have impeded the effectiveness of the framework, such as the pervading Whitehall departmental culture, and the tensions between top‐down performance management and devolved autonomy on the ground.

Abstract

Purpose

Psychological ownership (PO) theory and extended self theory explain why someone feels like the owner of his/her job or organization. Yet, there is limited prior research examining whether PO differs as an individual versus collective phenomenon, and in different cultural contexts. The authors extend this literature by examining the dimensionality of PO, multiple outcomes and cultural values as boundary conditions.

Design/methodology/approach

Data from surveys of 331 supervisors from Mexico and the US were collected to examine the relationships between the theorized constructs. The authors apply two-stage least squares (2SLS) regression analysis to alleviate endogeneity concerns and produce robust results.

Findings

Both individual and collective PO (IPO and CPO) are positively associated with organization-based self-esteem (OBSE) and a new outcome, paternalistic leadership behavior. Cultural values are significant moderators with an individualistic orientation enhancing and a power distance orientation attenuating these relationships.

Originality/value

This study extends PO theory and extended self theory by investigating whether IPO and CPO have different outcomes considering contextual differences in cultural values. Additionally, the authors capture the frequency of paternalism instead of its mere occurrence.

Abstract

Purpose

This paper seeks to examine how the biodiversity comprising a tropical forest ecosystem is being protected as a result of having its conservation brought into financial accounting calculations by constructing a greenhouse gas emissions offset product to sell on the voluntary over‐the‐counter carbon markets.

Design/methodology/approach

The research examines a single embedded case study of a biodiversity conservation project in Kenya. The resulting discussion builds upon the existing accounting and organisation studies literature regarding the construction of markets.

Findings

Whilst the case examined does successfully bring tropical forest biodiversity conservation into the financial accounting calculations of the sellers and buyers of the offset product, via processes of objectification and singularisation, there are considerable accounting obstacles to constructing a calculative mechanism capable of achieving this on a global scale to facilitate financing of the conservation of all the world's remaining tropical forest biodiversity.

Originality/value

The paper contributes to the debate on accounting for biodiversity by examining market construction as a theoretical framework for turning the loss/conservation of biodiversity from an externality into an entity that is taken into account in organisations' calculations of profit and loss.
