Abstract
Reports a case study concerning two individual defendants, SK and F, who were intermediaries in a case of large‐scale fraud during the Gulf War; the Grupo Torras SA (GT) sued them in order to recover money lost, and the case illustrates the circumstances in which intermediaries can be held liable in such frauds. Outlines first the case of SK; he was Deputy General Manager of GT and claimed to have received money because of a supposed management buyout; the court accepted that his explanations might be true and he was acquitted of conspiracy in the fraud. Moves on to F, a lawyer who gave advice which enabled shell companies to be set up fraudulently, and failed to ask questions about the transactions; he was found to be liable for the losses.

Abstract
In preparing this report, the compliance sub‐group has set out to (a) summarise the current compliance regime as a matter of law and practice, (b) identify particular problem areas within that regime concerning public sector officials (PSOs), and (c) suggest recommendations for change. The result may be seen as providing features of a ‘model’ compliance structure designed to cause difficulties for corrupt PSOs seeking to launder the proceeds of their corruption; UK law and practice has formed the springboard for the model, but it should be stressed that in order to be of any utility any suggested changes would have to be adopted (effectively) universally throughout the financial world. Piecemeal adoption by one or a few states would merely be likely to drive the tainted monies elsewhere, and would not serve the desired purpose of reducing the extent/profitability of corruption.

Abstract
A full and adequate Systematic Quantitative Literature Research Analysis of the academic literature and research on creating shared value (CSV) is long overdue. This chapter commences this process by introducing some of the academic literature currently on CSV and examining the strengths and weaknesses of this literature, while identifying gaps for future research. The chapter builds on current academic literature to include writing and research from the business community in an attempt to make this chapter both topical and accessible to anyone interested in CSV, including practitioners interested in implementing these types of projects as direct CSV projects or as part of already existing CSR strategy. It is expected that the inclusion of this type of business literature will add value to academic research going forward. The Appendix brings the chapter together by presenting examples of a variety of CSV case studies to provide ideas for future project implementation and opportunities for future research in both implementation and measurement.

Abstract
Purpose
The study explains why Parliamentarians in the United Kingdom (UK) focused on accountability through data during the COVID-19 pandemic, as well as on how data could be used to improve the government’s response to the pandemic.
Design/methodology/approach
Understanding the implications of accountability for COVID-19 is crucial to understanding how governments should respond to future pandemics. This article provides an account of what a select committee in the UK thought were the essential elements of these accountability relationships. To do so, the authors use a neo-Roman concept of liberty to show how Parliamentary oversight of the pandemic for accountability was crucial to maintaining the liberty of citizens during the crisis and to identify what lessons need to be learnt for future crises.
Findings
The study shows that Parliamentarians were concerned that the UK government was not meeting its obligations to report openly about the COVID-19 pandemic to them. It shows that the government did make progress in reporting during the pandemic but further advancements need to be made in future for restrictions to be compatible with the protection of liberty.
Research limitations/implications
The study extends the concept of neo-Roman liberty showing how it is relevant in an emergency situation and provides an account of why accountability is necessary for the preservation of liberty when the government uses emergency powers.
Practical implications
Governments and Parliaments need to think about how they preserve liberty during crises through enhanced accountability mechanisms and the publication of data.
Originality/value
The study extends previous work on liberty and calculation, providing a theorisation of the role of numbers in the protection of liberty.

Abstract
WHETHER the political pendulum is to swing in the direction of the Right or not in the coming year we do not know. Local electors are not the only key to national ones whatever politicians may argue. That there will be a move towards that direction is probable as our people tire of the monotonies of any government. Any change will not affect libraries greatly at present as the world problems are too pressing to allow any practical discussion of domestic ones. Our only fear is that “economy” may become a cry, which means, of course, the lopping of things which are educational, cultural and otherwise not money‐making and it is only too probable that public libraries and indeed other libraries might suffer from the modern equivalent of the Geddes axe which some are hopefully expecting. On the other hand the strength of the organizations which control wages from below is such that the disastrous “cuts” of the first Geddes experiment are not likely to be repeated. And on wages the whole of our financial tructure rests. Moreover libraries have now assumed the right to exist in adequate condition and to displace them may not be so easy as it was thirty years ago; but, nevertheless on vigilance our safety still depends. The conditions are not likely at present to be propitious to any real advance. The much‐desired new Library Bill is being drafted—and should be—but its hearing does not seem imminent; the chances of building new libraries are bleak, and even repairs are to some librarians a nightmare. Confronting all these conditions is the greatly increased use of libraries which is reflected in every kind of public, university, national and commercial library. This strengthens faith in the future in spite of the immediate prospect.

Abstract
Purpose
This study proposes a novel method utilising a speech-word pair bipartite network to examine the correlation structure between members of parliament (MPs) in the context of the UK- China relationship.
Design/methodology/approach
We construct MP-word pair bipartite networks based on the co-occurrence relationship between MPs and words in their speech content. These networks are then mapped into monopartite MPs correlation networks. Additionally, the study calculates correlation network indicators and identifies MP communities and factions to determine the characteristics of MPs and their interrelation in the UK-China relationship. This includes insights into the distribution of key MPs, their correlation structure and the evolution and development trends of MP factions.
Findings
Analysis of the parliamentary speeches on China-related affairs in the British Parliament from 2011 to 2020 reveals that the distribution and interrelationship of MPs engaged in UK-China affairs are centralised and discrete, with a few core MPs playing an integral role in the UK-China relationship. Among them, MPs such as Lord Ahmad of Wimbledon, David Cameron, Lord Hunt of Chesterton and Lord Howell of Guildford formed factions with significant differences; however, the continuity of their evolution exhibits unstableness. The core MP factions, such as those led by Lord Ahmad of Wimbledon and David Cameron, have achieved a level of maturity and exert significant influence.
Research limitations/implications
The research has several limitations that warrant acknowledgement. First, we mapped the MP-word pair bipartite network into the MP correlation network for analysis without directly analysing the structure of MPs based on the bipartite network. In future studies, we aim to explore various types of analysis based on the proposed bipartite networks to provide more comprehensive and accurate references for studying UK-China relations. In addition, we seek to incorporate semantic-level analyses, such as sentiment analysis of MPs, into the MP-word -pair bipartite networks for in-depth analysis. Second, the interpretations of MP structures in the UK-China relationship in this study are limited. Consequently, expertise in UK-China relations should be incorporated to enhance the study and provide more practical recommendations.
Practical implications
Firstly, the findings can contribute to an objective understanding of the characteristics and connotations of UK-China relations, thereby informing adjustments of focus accordingly. The identification of the main factions in the UK-China relationship emphasises the imperative for governments to pay greater attention to these MPs’ speeches and social relationships. Secondly, examining the evolution and development of MP factions aids in identifying a country’s diplomatic focus during different periods. This can assist governments in responding promptly to relevant issues and contribute to the formulation of effective foreign policies.
Social implications
First, this study expands the research methodology of parliamentary debates analysis in previous studies. To the best of our knowledge, we are the first to study the UK-China relationship through the MP-word-pair bipartite network. This outcome inspires future researchers to apply various knowledge networks in the LIS field to elucidate deeper characteristics and connotations of UK-China relations. Second, this study provides a novel perspective for UK-China relationship analysis, which deepens the research object from keywords to MPs. This finding may offer important implications for researchers to further study the role of MPs in the UK-China relationship.
Originality/value
This study proposes a novel scheme for analysing the correlation structure between MPs based on bipartite networks. This approach offers insights into the development and evolving dynamics of MPs.
