Abstract
Purpose
Blighted and vacant properties represent a persistent and costly problem for cities and local governments throughout the USA. The purpose of this paper is to identify data needs and requirements for value creation in the context of urban blight. The main assumption is that sharing and opening data through a robust and effective code enforcement program will facilitate more informed management, mitigation and remediation of blighted and vacant properties. Code enforcement programs must be grounded on organizational and technical infrastructures that enable data sharing and value creation for the city and the communities that share its space.
Design/methodology/approach
In this paper, the information needs and realities of a city’s code enforcement environment are described, based on data gathered through a series of workshops and focus groups with a range of stakeholders, which included city government departments, police, fire, bank representatives, realtors and community groups.
Findings
The analysis reveals key data elements that could potentially help to build a code enforcement program to better manage the cycles and costs of urban blight. Although some of these data elements already exist, and are public, they are not easily accessible to key stakeholders. The paper ends with sets of short-term and long-term recommendations for establishing an information-sharing infrastructure, which would serve as the main conduit for exchanging code enforcement data among a number of city government departments and the public that may play a role in managing urban blight and its consequences.
Originality/value
In this paper, the authors are connecting extant literature on sharing and opening data with literature on the creation of public value. They argue that sharing and opening government data constitute effective ways of managing the costs and cycles of urban blight while creating value. As a result of an initial assessment of data and information requirements, the authors also point to specific data and its potential value from stakeholder perspective.

Purpose
Many governments are working toward a vision of government-wide transformation that strives to achieve an open, transparent and accountable government while providing responsive services. The purpose of this paper is to clarify the concept of transparency-by-design to advance open government.
Design/methodology/approach
The opening of data, the deployment of tools and instruments to engage the public, collaboration among public organizations and between governments and the public are important drivers for open government. The authors review transparency-by-design concepts.
Findings
To successfully achieve open government, fundamental changes in practice and new research on governments as open systems are needed. In particular, the creation of “transparency-by-design” is a key aspect in which transparency is a key system development requirement, and the systems ensure that data are disclosed to the public for creating transparency.
Research limitations/implications
Although transparency-by-design is an intuitive concept, more research is needed in what constitutes information and communication technology-mediated transparency and how it can be realized.
Practical implications
Governments should embrace transparency-by-design to open more data sets and come closer to achieving open government.
Originality/value
Transparency-by-design is a new concept that has not given any attention yet in the literature.

Abstract
Purpose
The purpose of this paper is to demonstrate how rural schools and communities responded to the COVID-19 pandemic through compassionate care.
Design/methodology/approach
This paper provides “compassion narratives” (Frost et al., 2006, p. 851) from five educators (i.e. the authors) working and/or living in rural communities. Each narrative describes how compassion was witnessed and experienced from various professional positions (which include classroom teacher; building-level leader; district-level leader; special services director and school psychologist; and assistant professor of educational leadership).
Findings
The compassion narratives described in this paper demonstrate how various organizations and communities responded to COVID-19 through compassionate care. They also provide a lens for considering how rural schools and communities might sustain compassion in a post-pandemic world.
Originality/value
This paper extends disciplinary knowledge by considering the healing, transformative power of compassion within rural schools and communities – not just in response to COVID-19 but in response to all future adversities.

Purpose
Breast cancer support businesses, retail stores selling mastectomy-related products, are playing an expanding role within healthcare in the USA. As commercial spaces separate from the medical settings where most cancer treatment occurs, these businesses have been largely overlooked in studies of medical care providers and their experiences. The purpose of this paper is to seek to bring to light the meanings and dimensions of the care work provided by breast cancer support staff to newly diagnosed patients.
Design/methodology/approach
This project employed an ethnographic approach centered on the workers at one breast cancer support business. The first author carried out participant observation over a 20-month period and supplemented the observations with staff member interviews.
Findings
The analysis of field notes and interviews revealed two themes or purposes as central to the employees’ understanding of their work: defining the organizational setting as a nonmedical space and balancing image enhancement with comforting care. The findings show how values of client-centered care can be enacted in a for-profit healthcare setting.
Research limitations/implications
This study is limited to one for-profit support business in the southeastern USA.
Practical implications
Mastectomy supply businesses appear to offer a kind of support that patients may not be finding elsewhere or at the particular time they need it. Thus the study holds relevance for practitioners and health policy makers who are seeking to develop more comprehensive care for surgical patients within the established healthcare system.
Originality/value
This study gives a detailed picture of breast cancer support work, including the value premises and meanings it holds for support workers.

Abstract
Low-income mothers who use welfare benefits are frequently portrayed as “faces of dependency” in the prevailing public discourse on America’s poor. This discourse, often anchored in race, class, and gender stereotypes, perpetuates the assumption that mothers on welfare lack skills to employ constructive agency in securing family resources. Scholars, however, have suggested that their welfare program use is embedded in complex survival strategies to make ends meet. While such studies emphasize maternal inventiveness in garnering necessary resources and support, this literature devotes little attention to the costs of these strategies on maternal power as well as how mothers negotiate gender and the oppression that usually accompanies such support. Feminist scholars in particular point to the importance of exploring these issues in the contexts of mothers’ romantic unions and client–caseworker relationships. Guided by an interpersonal, institutional, and intersectional framework, the authors explored this issue using longitudinal ethnographic data on 19 Mexican-immigrant, low-income mothers from the Three-City Study. Results showed mothers negotiated gender and power by simultaneously “doing,” “undoing,” and/or “redoing” gender using three strategies that emerged from the data: symbolic reliance, selective reliance, and creative nondisclosure. Implications of these findings for the future research are discussed.

Abstract
Purpose
The purpose of this paper is to provide a historical overview of compassionate release policies in the USA and describe how these policies have been used during the COVID-19 pandemic. The authors then describe how these programs have been shaped by COVID-19 and could be reimagined to address the structural conditions that make prisons potentially life limiting for older adults and those with chronic illness.
Design/methodology/approach
This paper is primarily descriptive, offering an overview of the history of compassionate release policies before and during the COVID-19 pandemic. The authors augmented this description by surveying state Departments of Corrections about their utilization of compassionate release during 2019 and 2020. The findings from this survey were combined with data collected via Freedom of Information Act Requests sent to state Departments of Corrections about the same topic.
Findings
The findings demonstrate that while the US federal prison system saw a multifold increase in the number of individuals released under compassionate release policies in 2020 compared to 2019, most US states had modest change, with many states maintaining the same number, or even fewer, releases in 2020 compared with 2019.
Originality/value
This paper provides both new data and new insight into compassionate release utilization during the COVID-19 pandemic and offers new possibilities for how compassionate release might be considered in the future.

Abstract
Economists and sociologists have proposed arguments for why there can exist wage penalties for work involving helping and caring for others, penalties borne disproportionately by women. Evidence on wage penalties is neither abundant nor compelling. We examine wage differentials associated with caring jobs using multiple years of Current Population Survey (CPS) earnings files matched to O*NET job descriptors that provide continuous measures of “assisting & caring” and “concern” for others across all occupations. This approach differs from prior studies that assume occupations either do or do not require a high level of caring. Cross-section and longitudinal analyses are used to examine wage differences associated with the level of caring, conditioned on worker, location, and job attributes. Wage level estimates suggest substantive caring penalties, particularly among men. Longitudinal estimates based on wage changes among job switchers indicate smaller wage penalties, our preferred estimate being a 2% wage penalty resulting from a one standard deviation increase in our caring index. We find little difference in caring wage gaps across the earnings distribution. Measuring mean levels of caring across the U.S. labor market over nearly thirty years, we find a steady upward trend, but overall changes are small and there is no evidence of convergence between women and men.
