Abstract
Purpose
Blighted and vacant properties represent a persistent and costly problem for cities and local governments throughout the USA. The purpose of this paper is to identify data needs and requirements for value creation in the context of urban blight. The main assumption is that sharing and opening data through a robust and effective code enforcement program will facilitate more informed management, mitigation and remediation of blighted and vacant properties. Code enforcement programs must be grounded on organizational and technical infrastructures that enable data sharing and value creation for the city and the communities that share its space.
Design/methodology/approach
In this paper, the information needs and realities of a city’s code enforcement environment are described, based on data gathered through a series of workshops and focus groups with a range of stakeholders, which included city government departments, police, fire, bank representatives, realtors and community groups.
Findings
The analysis reveals key data elements that could potentially help to build a code enforcement program to better manage the cycles and costs of urban blight. Although some of these data elements already exist, and are public, they are not easily accessible to key stakeholders. The paper ends with sets of short-term and long-term recommendations for establishing an information-sharing infrastructure, which would serve as the main conduit for exchanging code enforcement data among a number of city government departments and the public that may play a role in managing urban blight and its consequences.
Originality/value
In this paper, the authors are connecting extant literature on sharing and opening data with literature on the creation of public value. They argue that sharing and opening government data constitute effective ways of managing the costs and cycles of urban blight while creating value. As a result of an initial assessment of data and information requirements, the authors also point to specific data and its potential value from stakeholder perspective.

Abstract
To explain the persistent abhorrent perspective society holds of sex offenders, the concept of sex offenders, the evolution of salient sex offender legislation, and the relationships between sex offenders and social control with a focus on the current and emerging socio-legal issues are discussed. As one of the most vilified criminal offenders, sex offenders are inextricably related to social control as demonstrated by the disproportionately imposed legal restrictions they have experienced compared to offenders without a history of sex crimes. Public support of excessive punishments toward sex offenders has been bolstered by societal depictions that have induced perceptions of sex offenders as monstrous beings.
Aversions toward sex offenders unfold when it is perceived that the solidarity of society is dissolute and volatile. During these periods of perceived social disintegration, mass media emerges as a source that can contextualize the depraved actions of sex offenders, though the media have arguably perverted their role as an educator and contributed to misinformation. Education and revised evaluative assessments of sexual recidivism are suggested as approaches to redefine how sex offenders should be portrayed, as a heterogeneous group of individuals that vary in their amenability to rehabilitative treatment.

Evidence-based practice is an essential component of special education and provides a framework for promoting the use of research to inform policy and practice. Despite the importance of evidence-based practice to special education, the research-to-practice gap remains a persistent challenge to the successful dissemination of effective, research-based practices. Given the underuse of research in special education, the next big thing in evidence-based special education is to develop effective mechanisms for disseminating research and practice. The purpose of this paper is, therefore, to introduce research utilization as a concept to special education and present a preliminary analysis on special education teacher perceptions of research. Results suggest that special education teachers value evidence-based practice but remain unsure of their skills to distinguish between studies with more and less rigorous methods. Moreover, we found that special education teachers tended to use sources with lower self-reported ratings of trustworthiness, such as social media and teacher exchange websites, due to time efficiency and accessibility. Respondents provided recommendations for ameliorating the research-to-practice gap and increasing the usability of research overall.

Abstract
Purpose
The purpose of this paper is to explore whether challenging experiences on development programmes would simulate leadership challenges and therefore stimulate the body’s autonomic nervous system response. The authors also aimed to determine whether increase in autonomic arousal would be related to learning, and/or moderated by personality variables.
Design/methodology/approach
The research used heart rate (HR) monitors to measure HR continuously over a two-day simulated learning experience. This was used to calculate autonomic arousal which was taken to be the difference between resting HR measured during sleep and HR during critical incidents (CIs) (HR). The authors correlated this with self-reports of learning immediately after, and one month after, the programme to assess the impact of autonomic arousal on perceived learning, as well as with variety of psychometric measures.
Findings
The research found significant correlations between (HR) during CIs and perceived learning which were not related to personality type. The research also found a significant correlation between (HR) and learning during a control event for individuals with “approach” personalities.
Research limitations/implications
Whilst a significant result was found, the sample size of 28 was small. The research also did not empirically assess the valence or intensity of the emotions experienced, and used only a self-report measure of learning. Future research should replicate the findings with a larger sample size, attempt to measure these emotional dimensions, as well as obtain perceptions of learning from direct reports and line managers.
Practical implications
The findings from the research help clarify the mechanisms involved in the effectiveness of experiential learning, and contribute to the understanding of the influence of personality type on perceived learning from experiential methodologies. Such understanding has implications for business schools and learning and development professionals, suggesting that development experiences that challenge leaders are likely to result in learning that is longer lasting.
Originality/value
The research extends the literature regarding the value of learning through experience, the role of autonomic arousal on learning, and the impact of negative emotions on cognition. The research makes a unique contribution by exploring the impact of experience on arousal and learning in a simulated learning experience and over time, by demonstrating that simulated experiences induce emotional and physiological responses, and that these experiences are associated with increased learning.

Abstract
Purpose
The purpose of this paper is to examine Toshiba’s fraudulent financial reporting in relation to the fraud diamond (pressure, opportunity, rationalisation and capability).
Design/methodology/approach
A quantitative empirical research, analysing secondary data from Toshiba’s published annual reports before restatement, from 2008–2014 has been used. A simultaneous equations approach was used to test the hypothesis. Excel software was used to analyse secondary data and to carry out correlation analysis and descriptive statistics analysis.
Findings
This study uncovers evidence that pressure proxied by return on assets (ROA), the opportunity proxied by ineffective monitoring (BDOUT), rationalisation proxied by audit opinion (AO) and capability proxied by board member changes (BCHANGE) had moderate to strong relationship to financial statement fraud (FSF) (proxied by Beneish M-score model). However, ROA has a negative and significant effect on Toshiba’s FSF. BDOUT, AO and BCHANGE have positive and significant effect on Toshiba’s FSF. Furthermore, there is no multicollinearity problem within the four variables. Overall, this study has statistically proven that all dimensions of fraud diamond are required for the explanation of Toshiba’s accounting scandal.
Originality/value
Although a few studies discuss the four dimensions (fraud diamond), none, to our surprise, exists which explain the circumstances led Toshiba’s high-level executives to commit fraud. This study is the first thorough investigation of Toshiba’s accounting scandal that uses all four dimensions to explain Toshiba’s FSF.

Abstract
Purpose
This article is drawn from doctoral research exploring the identity struggles faced by professionals who take on management and leadership roles. The research focused on the experience of medical directors – the most senior doctor‐manager with board responsibility for medical affairs. Based on the fact that a medical director is a hybrid manager this research has implications for any professional who takes on a managerial or leadership role while continuing to practice their profession. Some challenges of working as a hybrid are associated with the difference in orientations between professionals and managers. While the notion of who and what a professional is has changed and new forms of accommodation have been forged the hybrid identity remains a site of potential conflict for the individual and those they work with. The purpose of this paper is to explore the experience of the hybrid identity.
Design/methodology/approach
The experience of the hybrid identity is explored through social identity theory (Tajfel and Turner).
Findings
The analysis reveals that the medical director role is ambiguous, that medical identity is robust and that medical management is difficult compared to clinical work. Managerial identity in general is constructed negatively and from the perspective of doctors. The importance of maintaining clinical credibility is both embraced as a resource which bolsters and maintains medical identity and so distinguishes medical directors from the taint associated with the pejorative managerial identity that doctors construct of managers.
Originality/value
The implications for the selection, training and development of doctors and medical directors are raised as are those for the relationship between doctors and patients, and doctors and the organisation. Some implications identified, specifically for leadership in practice are as follows: leadership/management is challenging and difficult compared to professional work; language use is significant for how leaders are perceived; language use has implications for leader effectiveness; early exposure to leadership for professionals is important; and leadership role definition is important for consistency and role credibility.

Abstract
Criminal background checks are used widely in the U.S. to screen applicants for employment, licenses, housing, and government benefits. State lawmakers instituted many of these requirements, ostensibly with the aim of managing criminal risk in various areas of social life. The present study examines the development of this legal form. Drawing from legislative discourse in the Illinois General Assembly, this study puts forward an endogenous account of constructing criminal risk, showing that lawmakers justified new background check laws largely as a means of filling security loopholes created by prior legislation. While the laws respond to identified criminal risks, the process of expanding background checks itself draws attention to other dimensions of vulnerability, necessitating the addition of new screening requirements. Incremental expansions are further justified on the basis of background screening’s low cost, which, lawmakers argue, creates an obligation to extend the requirements wherever vulnerabilities are identified, particularly when children are potential victims and sex offenders the possible villains. The study shows how security and vulnerability are mutually generative in the area of background screening and discusses implications for understanding this legal form in the context of contemporary American penality.

Purpose
Corporate crimes in Malaysia are increasing each year. These issues are bothersome to the investors, creditors and the public as a whole because of the huge impact on all of them. Employees lose their jobs, investors do not get optimal return on their investments and creditors are unable to get their payments, and as a result, the public lose their faith on the legislation. The purpose of this study is to analyze the cases charged under Securities Commission and Bank Negara Malaysia.
Design/methodology/approach
This study analyzes the cases in Securities Commission and Bank Negara under four criteria which are the corporate profiles, details on crime committed, perpetrators profile and, finally, the offence.
Findings
The findings show that top-level management, especially the directors, usually commit such crime and many of them are male.
Originality/value
This study looks into the criteria of the cases charged under both institutions, Securities Commission and Bank Negara, which can be used to create awareness among the organizations in Malaysia.

In this issue of Studies in Symbolic Interaction, I am pleased to announce the publication of the first set of papers in our newly created “blue-ribbon paper” series. The series is dedicated to publishing cutting-edge papers done from a broadly defined interactionist's perspective. We particularly want to publish the works of new and seasoned scholars that display not only a creative, but also a humanistic bent. We want our series to provide scholars who think “outside the box” about the human condition with a chance to “push the envelope” in their special areas of expertise and interest without fear of having their work rejected for being too avante grade. Thus, our main objective is to help beginning and veteran interactionists whose work “breaks the mold” carve out or expand their niche in the research literature. In the immortal words of Robert Park, the journalist turned sociologist and early interactionist, we want to help scholars who fall into this category find their “spot in the sun.”
