NOP's problem was that they had insufficient interviewers in London generally and particularly in certain areas; those they had are not fully mobile in the sense that they cannot oblige them to work in certain areas if they choose not to; and the quality of the work produced, in terms of response rates, is poor compared with elsewhere.
