Abstract
Purpose
The purpose of this paper was to undertake a review of selected adult safeguarding policy and guidance documentation to establish the level of guidance provided in relation to financial abuse; identify similarities and differences between the guidance given to professionals working in different contexts; and report gaps or inconsistencies in the guidance given.
Design/methodology/approach
Qualitative documentary content analysis was undertaken to identify key issues and themes in documents selected from 25 local authorities in England.
Findings
Little variation was found in the content of the documents, which were all heavily influenced by “No Secrets” guidance. The victim and perpetrator were largely invisible and there is no reference to the possible medium to long‐term impact of abuse on individuals. There is no research evidence underpinning the use of the notion of “significant harm” when used in the context of adults. In addition, there is no means of comparing safeguarding decisions across different local authorities to evaluate consistency of decisions and outcomes.
Research limitations/implications
The lack of any mechanisms to compare safeguarding decisions and outcomes across local authority areas is a serious limitation of the way safeguarding works. Also, the failure to address the aftercare and support of victims means they are left to manage the psycho‐social consequences.
Practical implications
Safeguarding boards should evaluate the outcomes of interventions in a standardised way to enable comparison. They should also do more to ensure the longer‐term wellbeing of victims.
Social implications
The paper raises awareness of elder financial abuse.
Originality/value
This is the only policy review that focuses specifically on financial abuse.

This paper explores the dynamics and issues associated with system change oriented at developing collaboration with local communities within a university. The effort involves attempts to integrate theory, research, and practice across multiple disciplines, professional training initiatives that bring multiple disciplines into conversations on problems in the lives of children, families, and communities, and outreach to develop significant external community‐university collaboration. All five of the university's professional schools plus the graduate and undergraduate College of Arts and Sciences are involved in this discipline to develop communities of practice and inquiry around resolving complex social problems. The opportunities and hurdles faced in developing the initiative are discussed.

The government's vision for children's services in England and Wales, Every Child Matters (DfES, 2003), and the subsequent Children Act 2004 are ground‐breaking in that they encourage local authorities to focus on child outcomes and demand the integration of previously separate services, such as social care and education. Previous articles in this series were by Herbert Laming (2006), whose inquiry helped pave the way for the 2004 legislation, and Tom Jeffery (2006), the Director‐General of the central government Directorate for Children, Young People and Families. In this article, John Coughlan, one of the new Directors of Children's Services, gives his perspective on implementing the new legislation at local authority level. Abstract
Rape is one of the most heinous and underreported crimes against women. However, if women knew about recent technological advances in the war on rape, maybe they would report the crime more often. For example, biting incidents in connection with violent rapes are not rare. Consequently, bite mark evidence should be carefully searched for and uncovered early on in the beginning stages of all violent rape/murder investigations. The present case study analysis of nine serial rapists and murderers reveals and captures these criminals through the modern use of odontology. Modern technology in the form of alternate lighting, the skills of the criminal investigator, odontologist, and pathologist are combined in a team effort to bring these offenders to justice. Thus it is necessary to train law enforcement officers and to educate women to make them more aware of such crucial evidence, since many of these rapists are often repeat offenders.

Abstract
Purpose
The purpose of this paper is to explore the detection and prevention of elder financial abuse through the lens of a “professional bystander intervention model”. The authors were interested in the decision cues that raise suspicions of financial abuse, how such abuse comes to the attention of professionals who do not have a statutory responsibility for safeguarding older adults, and the barriers to intervention.
Design/methodology/approach
In‐depth interviews were conducted using the critical incident technique. Thematic analysis was carried out on transcribed interviews. In total, 20 banking and 20 health professionals were recruited. Participants were asked to discuss real cases which they had dealt with personally.
Findings
The cases described indicated that a variety of cues were used in coming to a decision that financial abuse was very likely taking place. Common to these cases was a discrepancy between what is normal and expected and what is abnormal or unexpected. There was a marked difference in the type of abuse noticed by banking and health professionals, drawing attention to the ways in which context influences the likelihood that financial abuse will be detected. The study revealed that even if professionals suspect abuse, there are barriers which prevent them acting.
Originality/value
The originality of this study lies in its use of the bystander intervention model to study the decision‐making processes of professionals who are not explicitly charged with adult safeguarding. The study was also unique because real cases were under consideration. Hence, what the professionals actually do, rather than what they might do, was under investigation.

Purpose
This book review seeks to clarify the contribution of the (2022) edited collection, International Models of Changemaker Education, to the field of work-applied management. It proposes that the many international models of changemaker education described in this book offer management professionals an array of innovative methods which support workplace learning and change by fostering organizational and educational flexibility.
Design/methodology/approach
This book review frames the collection's contribution in the context of work-applied management by systematically reviewing its chapter in order to present their relevance to conversations in and adjacent to the field.
Findings
This book review provides insights into how changemaker education might be conceived of and utilized in work-applied management contexts as drawn from the many innovative and demiurgic methods described in the collection and its chapters.
Research limitations/implications
Changemaker education is a wide-ranging theoretical perspective, which is often loosely defined across contexts. However, this lexical amorphousness provides important flexibility for an expanded range of theoretical application.
Practical implications
This review includes important implications for the development of work-applied management theories drawn from models of changemaker education that demonstrate methods for achieving organizational agility and flexibility.
Originality/value
This review provides new and innovate models of use to work-applied management theorists and professionals.
