Abstract
Health planners in Wales are developing the notion of “health gain” as the key to shaping health care provision in Wales over the coming decade. One of the twin components of “health gain”, the idea of “adding life to years”, is both crucial and controversial. The assumptions behind, and the planning implications arising from, the notion of “adding life to years” are examined and it is argued that health gain is essentially plural, diverse and contested. It is concluded that planning for health gain offers both moral dangers and moral gains.

Abstract
The unacknowledged and obscure mechanisms which “inflate” demand for health care provisions, thereby exacerbating the persistent gap between demand and the resources available to meet it, are considered. It is suggested that the structural scrutiny of emergent medical research ‐ alongside health promotion measures ‐ could be used as a means to moderate health care demand. It is argued that anti‐utilitarian objectives to this approach may be equally levelled at laissez‐faire justifications for unfettered research.

Three main contexts are identified and issues examined: marketisation and globalisation, convergence and regrouping, the Scottish Parliament and democratic renewal within the political context; the new agenda for learning within education; and the rise of electronic networks within technological change, are all discussed in the context of papers delivered at the conferences.

Abstract
Word‐oriented databases of potential relevance to the multidisciplinary field of emergency management were identified by the University of Illinois, Information Retrieval Research Laboratory under contract to the United States Federal Emergency Management Agency (FEMA). This article is an extension and outgrowth of that contract. It analyzes forty databases for relevance to emergency management by searching each database using an emergency management subject profile, printing a random sample of citations to determine percent of false drops, and ranking the databases according to number of relevant citations. Bradford's law of scatter is shown to apply to this multidisciplinary field, using databases instead of journals and citations instead of articles. No one database provides more than 19% of the literature, however, illustrating that the literature in the field is widely scattered throughout databases. These findings can help in the choice of the specific databases containing emergency management citations and in the determination of how many databases need to be searched in order to retrieve a given percentage of the literature. Abstract
This paper focuses on academic, scientific publishing, as a form of documentation and communication of scientific findings in the changing world of converging information and communication technologies. It assesses the current state of technologies and forms of publishing electronically, and future trends and possibilities. This is linked to a discussion of the nature of the publishing industry, its form in relation to economic issues in demand and supply within publishing and specifically electronic publishing in this area. The paper suggests that the recent policy document from the European Commission, Strategic Developments for the European Publishing Industry towards the Year 2000 may present a number of difficulties for the scientific publishing industry. This strategy outlines a number of possibilities for increasing the extent of electronic publishing. These possibilities conflict with the particular situation of scientific publishers, which are generally small businesses with limited resources and expertise, and without the financial stability to be able to set up or initiate electronic publishing. The analysis of the policy suggests that the publishing industry and its representatives may need to work more closely with small publishers, so that the infrastructure may be developed to overcome these problems for these exciting new technologies, and methods of utilising them for electronic publishing, exchange of information and communication, to be fully utilised.

Abstract
The overall goal of science is to build a valid and reliable body of knowledge about the functioning of the world and how applying that knowledge can change it. As personnel and human resources management researchers, we aim to contribute to the respective bodies of knowledge to provide both employers and employees with a workable foundation to help with those problems they are confronted with. However, what research on research has consistently demonstrated is that the scientific endeavor possesses existential issues including a substantial lack of (a) solid theory, (b) replicability, (c) reproducibility, (d) proper and generalizable samples, (e) sufficient quality control (i.e., peer review), (f) robust and trustworthy statistical results, (g) availability of research, and (h) sufficient practical implications. In this chapter, we first sing a song of sorrow regarding the current state of the social sciences in general and personnel and human resources management specifically. Then, we investigate potential grievances that might have led to it (i.e., questionable research practices, misplaced incentives), only to end with a verse of hope by outlining an avenue for betterment (i.e., open science and policy changes at multiple levels).

A considerable portion of Dr. G. S. BUCHANAN'S report on the work of the Inspectors of Foods of the Local Government Board during the year 1908–09 deals with work carried out in special relation to the Public Health (Regulations as to Food) Act, 1907. A large amount of the meat consumed in this country is imported from the continent of Europe, the United States, and the colonies, and it may almost be said that the fact of our having to rely on the foreign producer for so much of our meat supply accounts for some of it being derived from diseased animals, or being in other ways unwholesome, or bearing evidence of having been prepared under conditions in which the needful sanitary precautions have not been taken.

Purpose
The purpose of this paper is to review apprenticeship policy in the UK and to present examples of good practice.
Design/methodology/approach
The approach takes the form of a review of three cases.
Findings
Apprenticeships are not an easy option. An apprenticeship scheme, and indeed any training initiative, will not command support within an organisation unless it can be seen to assist the business in economic terms. Context is critical.
Practical implications
The paper argues for a more realistic assessment of the role of apprenticeship at the level of government policy and in the organisation.
Originality/value
The paper offers a different and more measured perspective on apprenticeships, which contrast with current uncritical hype and over-selling.
