Abstract

Purpose

The recognition of practice in online instruction is still subject to interpretation and different approaches as a result of the rapid changes in technology and its effect on society. The purpose of this paper is to address these differences through a synthesis that can be easily accessed and consulted by educators in the field of e-learning.

Design/methodology/approach

This paper reviews different examples of rubrics and instruments in higher education to propose a more comprehensive rubric that constitutes a synthesis of how some institutions in HE approach best practice in this field.

Findings

The proposed comprehensive rubric emanating from the synthesis of different approaches supports the development, remixing, sharing and integration of online modules and courses by providing a single reference point with as wide a range as possible of potential pedagogical tools, facilities and approaches to e-learning.

Research limitations/implications

It is not within the scope of this paper to review quality assurance processes and administrative components, but to propose a rubric for course design and self-review of faculty and higher education institutions for a better alignment with what is regarded as current standard best practice.

Practical implications

Instructional designers in e-learning have a new comprehensive rubric that can consult at design stage.

Originality/value

Different approaches towards what is called “good practice” are brought together and analysed to provide a synthesis and a single source that can be consulted by practitioners in the field of e-learning.

Abstract

Purpose

This paper seeks to analyse the different characteristics a bill of lading holds as a document of title, including the proprietary effects a transfer of goods in transit can have and the bill's use as a means of security as well as its limitations in mo6dern international commerce.

Design/methodology/approach

The paper examines the document's nature and the evolution of its traditional legal functions. The analysis includes, among other things, the implications different types of bills have as an instrument in commercial trade. Special attention is given to the attributes that are likely to limit the bill's application in modern international trade, concerning both its scope and value. Finally, the paper offers a set of conclusions and suggests reform measures.

Findings

The paper shows how technological innovations in recent years have resulted in the emergence of new forms of transport documentation that might challenge the bill's role in the future. The paper provides a clear understanding of the problems associated with the bill's current form and outlines the main approaches proposed to meet its need for reform.

Practical implications

The paper offers a conceptual analysis of the bill's weak points and discusses how simplification and standardisation, a central registry system and electronic transmission of information may be able to increase efficiency.

Originality/value

Critical assessment undertaken may pave the way for an open discussion on the subject. Legal culture and mercantile customs should be taken into consideration if a successful and sustainable reform is to be achieved.

Children experience toxic stress if there is pronounced activation of their stress-response systems, in situations in which they do not have stable caregiving. Due to their exposure to multiple poverty-related risks, African American children may be more susceptible to exposure to toxic stress. Toxic stress affects young children’s brain and neurophysiologic functioning, which leads to a wide range of deleterious health, developmental, and mental health outcomes. Given the benefits of early care and education (ECE) for African American young children, ECE may represent a compensating experience for this group of children, and promote their positive development.

Abstract

Purpose

This study aims to establish the online teaching behaviour of university lecturers as well as examine issues and challenges for online teaching in universities in Zimbabwe during the COVID-19 era and beyond.

Design/methodology/approach

The study assumed a quantitative approach that employed a structured questionnaire for data collection. Structural equation modelling using AMOS version 22 and independent samples t-test were used for data analysis. Confirmatory factor analysis was used for data purification.

Findings

The results of the study showed that organisational factors, technological factors, pedagogical factors, student factors and the gender of lecturers have a significant influence on the behavioural intentions of lecturers to teach online. The results also showed that the behavioural intentions of lecturers to teach online has a significant influence on the actual online teaching behaviour of the lecturers. The results also showed that lecturers mostly used the WhatsApp platform for teaching. Issues and challenges affecting the online teaching behaviour of lecturers in universities in Zimbabwe were also identified.

Research limitations/implications

The results of this study have implications for policy and practice with regard to online teaching and learning during periods of pandemics and beyond.

Practical implications

The results showed that for effective teaching to be done in universities, universities should not continue focusing on single platforms such as blackboard, Moodle and others, but should allow for a multimedia approach that factors in platforms such as WhatsApp, Google Classroom and others. This will ensure that even universities with limited technology infrastructure will be able to have online teaching occurring.

Social implications

The study demonstrated the influence of gender in online teaching by showing that there are gender differences in the way university lecturers conduct online teaching. This also has implication on teaching and policy as these results demonstrate a need for universities to come up with strategies and policies that ensure despite gender differences, university lecturers should be able to effective teach online.

Originality/value

While the unified theory of acceptance and use of technology has been widely used in research, the current study represents the first opportunity that the theory has been used to establish the online teaching behaviour of university lecturers in the context of Zimbabwe.

Abstract

Purpose

To gain an in-depth understanding and provide direction to governments on their quality measurement practices related to open government data (OGD), this paper aims to develop a common frame of reference for quality assessment of OGD.

Design/methodology/approach

Qualitative meta-synthesis was used to synthesize previous studies on the quality measurement of OGD. This paper applies a meta-synthesis approach to integrate 10 qualitative studies into a common frame of reference for quality assessment of OGD.

Findings

Based on a seven-step meta-synthesis, the paper proposes a common frame of reference for quality assessment of OGD, which includes six indicators, namely, accuracy, accessibility, completeness, timeliness, consistency and understandability.

Originality/value

A common frame of reference for quality assessment of OGD will help researchers better understand the quality assessment of OGD and government agencies to improve the quality of OGD that they publish.

Abstract

Purpose

The purpose of this paper is to evaluate ontologies with respect to the linked data principles. This paper presents a concrete interpretation of the four linked data principles applied to ontologies, along with an implementation that automatically detects violations of these principles and fixes them (semi-automatically). The implementation is applied to a number of state-of-the-art ontologies.

Design/methodology/approach

Based on a precise and detailed interpretation of the linked data principles in the context of ontologies (to become as reusable as possible), the authors propose a set of algorithms to assess ontologies according to the four linked data principles along with means to implement them using a Java/Jena framework. All ontology elements are extracted and examined taking into account particular cases, such as blank nodes and literals. The authors also provide propositions to fix some of the detected anomalies.

Findings

The experimental results are consistent with the proven quality of popular ontologies of the linked data cloud because these ontologies obtained good scores from the linked data validator tool.

Originality/value

The proposed approach and its implementation takes into account the assessment of the four linked data principles and propose means to correct the detected anomalies in the assessed data sets, whereas most LD validator tools focus on the evaluation of principle 2 (URI dereferenceability) and principle 3 (RDF validation); additionally, they do not tackle the issue of fixing detected errors.
