Abstract
Purpose
The purpose of this paper is to discuss how experimentation with open Internet of Things data can be institutionalised in an inclusive manner at scale.
Design/methodology/approach
The approach is conceptual, addressing key challenges discussed in the literature on experimental cities. This exposition of the problem of scaling experimentation is anchored in findings from two projects (Dampbusters and OrganiCity), which seek to implement experimentation as a practice of sustainable digital urban development.
Findings
One central finding is that local interventions need transferable frameworks and mechanisms to achieve scaling effects of experimentation as a practice. In addition, experimentation must embed common engagement principles, structures of data and interfaces, and governance principles across use cases to be scaled.
Originality/value
The authors outline how and why experimentation can be a useful approach to address challenges of implementing urban informatics into concrete uses and procedures for co-creation. Based on reports from two projects, the authors develop recommendations for experimentation at scale that reflect the need for engagement principles, the need for common data structures and interfaces, as well as governance principles.

Abstract
Purpose
The purpose of this paper is to trace how the relationship between city governments and citizens has developed over time with the introduction of urban informatics and smart city technology.
Design/methodology/approach
The argument presented in the paper is backed up by a critical review approach based on a transdisciplinary assessment of social, spatial and technical research domains.
Findings
Smart cities using urban informatics can be categorised into four classes of maturity or development phases depending on the qualities of their relationship with their citizenry. The paper discusses the evolution of this maturity scale from people as residents, consumers, participants, to co-creators.
Originality/value
The paper’s contribution has practical implications for cities wanting to take advantage of urban informatics and smart city technology. First, recognising that technology is a means to an end requires cities to avoid technocratic solutions and employ participatory methodologies of urban informatics. Second, the most challenging part of unpacking city complexities is not about urban data but about a cultural shift in policy and governance style towards collaborative citymaking. The paper suggests reframing the design notion of usability towards “citizen-ability”.

Abstract
Purpose
The purpose of this paper is to explore social living labs as a participatory methodology and context for fostering digital literacy and community well-being. This approach is examined through a case study of Food Rescue Townsville, a voluntary community organisation in North Queensland, Australia.
Design/methodology/approach
Using qualitative case study methodology, the research investigated volunteers’ experience of a social living lab where they selected, installed and used open source Food Rescue Robot software.
Findings
The social living lab enhanced volunteers’ digital literacy and the organisation’s efficiency. The participatory nature and transformative intentions of social living labs are similar to action research as both promote social change through collaboration.
Research limitations/implications
The case study intentionally focuses on one community organisation to gain in-depth insights of a real-life social living lab.
Practical implications
The paper models an innovative approach that contributes to community learning and well-being. It presents a social living labs framework for digital literacy development that is underpinned by participatory action research cycle and integrates informed learning principles. Social living labs provide a learning context and approach that extends beyond digital skills instruction to a holistic process of using information to learn. They enable individuals to participate as digital citizens in the creation, curation and use of digital information.
Social implications
Informed digital learning through social living labs addresses the digital divide by fostering digital participation, volunteering and community engagement.
Originality/value
The paper is of interest to researchers, information literacy educators and community groups. Theoretical insights and participatory practices of the Food Rescue Townsville case, and the proposed social living labs framework are transferable to other communities.

Abstract
Purpose
In recent years, the public sector has faced the challenge of digitalisation. This has significantly impacted the relationships between citizens and public organisations and, thus, it widely affects participatory processes, such as participatory budgeting (PB); in fact, digital tools (DTs) have emerged as a solution, increasing citizen engagement whilst improving efficiency, reducing costs and saving time. This contribution analyses PB in Rome, which is also implemented with DTs, seeking to understand how DTs impact citizens’ role in creating public value.
Design/methodology/approach
The study is based on a qualitative approach, precisely by analysing a descriptive and exploratory single case study of PB’s first adoption in Rome in 2019. The information is obtained from multiple sources and examined through document analysis.
Findings
In the Roman context, DTs in PB primarily facilitated cost-effective information sharing, offering citizens basic participation. Unfortunately, the potential for more interactive DTs was overlooked, failing to enhance citizen engagement in critical phases like deliberation, evaluation or monitoring. Therefore, the tools did not fully support citizens becoming co-creators of public value instead of just users in governance.
Originality/value
The novelty of this study lies in exploring the difference between the use of DTs that assist citizens/users in improving service quality and those that support citizens in creating a public and shared value. It ventures further to assess various tiers of participation, meditating on the digital elements that stimulate active engagement and value creation instead of simply expanding the participant pool or process efficiency.
