Espouses the “Head Start” programme in the USA, which serves low‐income children and families through a network (in 1995) of 2,112 agencies. Shows how the Head Start programme has helped as a training guide for staff and parents on key elements of quality and quality services. Sums up that the implementation of changes to improve Head Start programme standards will be a difficult, but worthwhile, operation, as they will provide solutions to most problems.

Abstract
American choral music of the present day reflects the variety of styles found in vocal and instrumental music throughout the Western world during the twentieth century. However, the majority of choral music is more conservative in form and tonality than is instrumental music, due probably to the heritage of American choral music. Approximately the first two hundred years of choral singing in America were based on religious texts and simple tunes. Choral music in America did not “flower” until the nineteenth century, when composers began to write in a variety of styles, using secular as well as sacred texts.

Abstract
Purpose – This chapter analyzes landowner business development and economic sustainability in the context of large-scale mining in Papua New Guinea with a focus on the Lihir gold mine. It pays particular attention to the social implications of success or failure of business development in mining contexts.Methodology/approach – This chapter is based upon ethnographic research and social impact monitoring studies conducted by the authors in Lihir between 1994 and 2012, as consultants and employees of the Lihir mining operation and as independent researchers. This chapter is also based upon broader research and consulting work undertaken by the authors at other mining locations throughout Papua New Guinea. The research is intended to explore the social changes generated by large-scale mining and related forms of business development, and the factors and strategies which constrain or enable landowners to get what they want from capitalism.Findings – Business development in resource extraction enclaves is structurally different from other nonresource development contexts and produces a more dependent and client-based approach to capitalism. In Lihir, research and ethnographic observations indicate that landowner business development is highly territorialized, which is captured by the landowner catch cry “My land, my work.” Ultimately, mining has provided significant economic opportunities for the local community, but these economic changes, especially through the distribution of mine-derived benefits and opportunities for business development, have involved processes that have divided people and entrenched inequalities.Practical implications – In Papua New Guinea, the close relationship between property ownership, landed interests, and capitalist engagement creates steep challenges for sustainable business development in resource enclaves. This research provides a strong foundation for exploring alternative strategies for economic development.Originality/value – Provides detailed insights into the social, economic, and political factors which influence sustainable business development in Papua New Guinean mining enclaves.

Abstract
While feminist scholars have highlighted the fact that citizenship should not simply be equated with political representation, they have also emphasized the importance of equity of participation for women in the formal sphere of politics (e.g., Lister, 2003; Staeheli & Kofman, 2004). Thus, the focus of this chapter is on women's representation in mainstream politics and more particularly, within the political arena of local governments in rural and regional areas. The aim of the chapter is to use a feminist theoretical lens to examine gender and representation in rural local governments in Australia. To do so, I draw on data from nineteen interviews with women elected mayors in the Australian state of Queensland. While women continue to be seriously under-represented in the local government sector in rural areas in Australia (see Table 1), women's presence has increased dramatically in the arena of local government in recent years (Sawer, 2001; Pini, Brown, & Ryan, 2004). Nineteen represented a record number of women mayors in the state of Queensland in 2002. Furthermore, all of these women represented constituencies outside the state's capital city of Brisbane. In fact, ten were located in very sparsely populated shires in the western areas of the state (populations ranging from 400 to 7,000 people), two in areas with populations of approximately 15,000, and the remainder in regional towns with populations ranging from 40,000 to 120,000.

Abstract
Purpose
This study examines the effect of female governors (gender effect) on environmental performance in terms of state-level carbon dioxide (CO2) emissions in United States.
Design/methodology/approach
The study used annual data from 1970 to 2020 to investigate the relationship between female political leadership and state-level CO2 emissions. Hypothesis was tested through ordinary least squares regression (OLS). The results of the study were also validated using propensity score matching and a difference-in-difference approach.
Findings
This study provides empirical insights into the relationship between female political leadership and state-level CO2 emissions. The findings indicate that female governors have a significant negative impact on state-level CO2 emissions per capita. These results suggest that female political leadership is associated with a reduction in CO2 emissions per capita at the state level. The results also show that states under the leadership of female governors experience lower levels of CO2 emissions than those with male governors, indicating female leadership’s potential to promote environmental sustainability.
Practical implications
The findings of this study have practical implications for policymakers, government officials, and other stakeholders involved in the formulation of strategies to promote environmental sustainability. This study highlights the significant role that female political leader play in mitigating CO2 emissions at the state level. It suggests that promoting female in political leadership positions can lead to more environmentally conscious policy decisions and actions, resulting in reduced CO2 emissions per capita. Policymakers should actively encourage women’s participation in leadership roles to utilize their potential contributions to advancing sustainability goals. Furthermore, organizations that focus on environmental issues should prioritize supporting and promoting female leaders who have demonstrated a commitment to environmental sustainability. Ultimately, this study highlights the need for female in political leadership as a potential strategy to address environmental challenges and advance a more sustainable future.
Originality/value
This study pioneers research on the links between female political leadership and state-level CO2 emissions. This study contributes to the literature by emphasizing the potential role of female political leaders in promoting environmental sustainability. Overall, this study enriches the social role and upper echelons theories literature through empirical evidence.
