Abstract
How are we to make sense of the attitudes of Social Democratic parties towards decentralisation? What do they think about what is a legitimate territorial allocation of power? What factors shapes this view? And what makes Social Democratic parties change their minds? This article addresses these questions by way of competing ideological traditions, the external strategic incentives and internal constraints. Empirically, the article presents a comparative case-study analysis of Social Democratic parties in four countries (Belgium, Italy, Spain and United Kingdom). On the basis of this analysis, I argue that the positioning of Social Democratic parties on decentralisation is influenced by strategic incentives created by the structure of political competition, whereas the policy shifts are more often produced by factors that are internal to the party. A decentralist policy shift is always associated with the capacity of regionalist parties to set the agenda by exerting pressures on Social Democratic parties. In addition, Social Democratic parties tend to shift their policy while in opposition to distinguish themselves from their centralist mainstream rival in government. The dominant mechanism found across four countries was one in which regional branches persuade the central party leadership to adopt a pro-decentralist position. This chapter illustrates how Social Democratic parties have an instinct for ‘adaptation and control’ in the face of social-structural changes, and it demonstrates that the prevalence of different ideological traditions will vary according to external strategic incentives and, crucially, by the party's internal ability to follow those incentives.

Abstract
Purpose
This study aims to build on the extant literature of knowledge management (KM) capabilities, notably infrastructure and processes, and examine how these capabilities influence the resilience of supply chains that experience regular natural disasters.
Design/methodology/approach
A multiple case study approach has been adopted to investigate the role of KM within foods supply chains of two different South Asian regions. This context was selected as these regions are prone to regular natural disruptions and these food supply chains also play a crucial role in the relief process.
Findings
The data shows that supply chain resilience can be enhanced when supply chain members collaborate to generate, share and use knowledge. These KM processes are greatly facilitated by KM infrastructure capabilities. IT advancements, a cohesive collaborative culture and the presence of strong central hubs firms in the network facilitate knowledge generation, knowledge sharing and knowledge utilisation, thus building supply chain resilience. Given the abductive nature of this research, these findings form the most likely associations, but with a degree of uncertainty. Hence, the authors provide propositions for further detailed research in this important area.
Originality/value
This study is one of the few, as far as the authors can tell, that seeks to examine the influence of KM on the resilience of supply chains. Further, uncovering the sub-structure of KM in this context adds to this emerging body of literature.

Abstract
Purpose
The purpose of this paper is to investigate, at the industry level, the modes of governance used by multinational companies in the UK petrochemical industry to outsource maintenance activities to engineering contractors. The study focusses on a form of novel governance structure called an Employer Panel (EP).
Design/methodology/approach
The study applies an inductive case study method to investigate the contractor governance mechanisms in 19 out of the 20 major petrochemical instillations located in the UK. Data included interviews, documentary and secondary evidence gathered from the cases and also industry bodies.
Findings
The study uncovered three distinct types of governance mode: market, managing contractor, and EP of contractors. The latter relies on the governance process of “mandated collaboration” to coordinate.
Research limitations/implications
The main limitation is the focus on a particular industry, albeit an important one. The research implications include extending the empirical research into other sectors which use on-site contracted maintenance such as ship and aircraft manufacturing.
Practical implications
The EP structure with its mandated collaboration process is of value to managers of contractual relationships as it gives insights into coordinative process and it may provide an alternative model for managing outsourcing relationships.
Social implications
The mandated collaborative process requires clients to engage its contractors in longer term relationships, thus increasing corporate social responsibility and providing wider job security for contractor employees.
Originality/value
The EP mode, as far as can be ascertained, has not been addressed in the literature before.

Purpose
This study aimed to address a gap in subcontractor management by focusing on previously unexplored complexities surrounding subcontractor management in developing countries. While past studies concentrated on selection and relationships, this study delved into how effective subcontractor management impacts project success.
Design/methodology/approach
This study used the Bayesian Network analysis approach, through a meticulously developed questionnaire survey refined through a piloting stage involving experienced industry professionals. The survey was ultimately distributed among participants based in Accra, Ghana, resulting in a response rate of approximately 63%.
Findings
The research identified diverse components contributing to subcontractor disruptions, highlighted the necessity of a clear regulatory framework, emphasized the impact of financial and leadership assessments on performance, and underscored the crucial role of main contractors in Integrated Project and Labour Cost Management with Subcontractor Oversight and Coordination.
Originality/value
Previous studies have not considered the challenges subcontractors face in projects. This investigation bridges this gap from multiple perspectives, using Bayesian network analysis to enhance subcontractor management, thereby contributing to the successful completion of construction projects.

Abstract
This chapter focuses on the impact of national economic conditions and voters’ attitudes on the positioning of European national political parties with regard to the European Union (EU). We provide an empirical analysis based on data gathered through the Chapel Hill Expert Survey (CHES) covering parties from 14 European countries observed over the 1999–2010 time span. We perform a regression analysis where the dependent variable measures the position of political parties vis-à-vis EU integration and explanatory variables include a number of measures of national economic conditions, features of the national political and institutional framework and voters’ Euroscepticism. Fixed effect, ordered logit and fractional logit estimates provide the following main results. Compared with other parties, non-mainstream political parties and those acting in established economies are more prone to mirror citizens’ Eurosceptic sentiments. National economic conditions such as inflation as well as gross domestic product (GDP) growth affect mainstream party support for the EU. Smaller and ideologically extreme parties are, on average, less supportive of European integration.

Purpose
The purpose of this paper is to discuss the challenges inherent in planning and responding to disaster events in a multi-agency context where numerous governmental and non-governmental actors and agencies are involved in the planning and response phases. In particular, the authors examine a situation where a lead agency has recently been delegated the responsibility for emergency relief logistics and how it might determine and implement best practice.
Design/methodology/approach
Adopting an iterative inductive approach, the authors gather data and insights from academic literature, emergency management policies, frameworks and documents and exploratory in-depth interviews with 12 key informants who have considerable experience with the challenges of logistic preparation and response to disasters in a developed country context. The data and context are limited to developed counties, especially the state of Queensland, Australia.
Findings
The authors discuss the challenge of achieving coordinated supply chain management where mandated/lead response agencies are required to meet stakeholder and local community expectations and outcomes. From these findings, the authors offer 11 practical recommendations to assist the delivery of best practice in emergency logistics.
Originality/value
Humanitarian logistics is usually examined from a low/middle-income country perspective, yet an efficient and effective disaster response is no less important for developed economies. In this respect, the authors offer a fresh examination of the challenges of delivering best practice for emergency logistics in order to achieve expected community outcomes.

Purpose
The analysis of the concept of resilience in supply chain management studies mostly focuses on the downstream side of the value chain and tacitly assumes an unlimited supply of raw materials. This assumption is unreasonable for agricultural value chains, as upstream disruptions clearly have a material impact on the availability of raw materials, and indeed, are a common source of supply problems. This paper aims to present a framework for the operationalisation of the concept of socioecological resilience in agricultural value chains that incorporates upstream activities.
Design/methodology/approach
A citation network analysis was adopted to review articles. A conceptual framework is then advanced to identify elements of resilience and indicators relevant to tropical agricultural value chains.
Findings
There are limited studies that assess resilience in the food chain context. Flexibility, collaboration, adaptability and resourcefulness are key elements for assessing resilience at the individual chain actor level. However, the paper argues that adaptability is the relevant element for the assessment of resilience at an aggregate food system level because it considers the alteration of a system’s state of resilience.
Practical implications
The proposed framework and propositions accommodate stakeholder interactions in the value chain and could serve as a tool to guide the assessment of resilience in agricultural value chains.
Originality/value
This paper is one of the few to extend resilience to cover the socioecological interaction aspects for supply chains that yield the raw materials needed for continuity in channel-wide value creation processes.

The use of social media in crisis communication is growing and spreading in an instantaneous speed. The social media technology enables immediate information sharing reaching millions of users on various social media platforms. This paper has gathered lessons learnt from the experiences of the Norfolk Fire and Rescue Service in the UK, the Oslo Police Operation Center in Norway, and from an extensive literature review on social media and crisis communication. This empirical and theoretical information was the basis of the 18 guidelines or “do’s” and “don’ts” on how to use social media in crisis communication. The purpose of this paper was to gather best practices that can help crisis managers when attempting to use social media as a crisis communication tool.
Design/methodology/approach
The paper had two cases with semi-structured interviews with representatives from two crisis management organizations (Norfolk Fire and Rescue Service in the UK dealing with safety and Oslo Police Operation Center in Norwa dealing with security). The empirical data were complemented by documentary analysis of the most up-to-date articles on social media in crisis communication.
Findings
The paper provides empirical insights about how to use social media as a crisis communication tool. The two case studies provide different ways to use social media (one-way communication tool and as a two-way information share). This empirical and theoretical information was the basis of the 18 guidelines or “do’s” and “don’ts” on how to use social media in crisis communication. The “do’s” and “don’ts” are best practices that can help crisis managers when attempting to use social media as a crisis communication tool. Some of the main “do’s” include building a relationship with the public prior to a crisis; being courteous, honest and transparent; being factual, accurate and credible; being timely in your messages during a crisis, etc. Some of the main “don’ts” include do not speculate; do not post personal opinions; do not post anything that could bring the organization into disrepute etc.
Research limitations/implications
Because of the chosen research approach with two case studies complemented by a literature review, the research results may lack generalizability. Therefore, researchers are encouraged to test the guidelines provided and to further find other case studies.
Practical implications
The guidelines including 18 “do’s” and “don’ts” are best practices that can help crisis managers when attempting to use social media as a crisis communication tool.
Originality/value
This paper fulfills an identified need to study how social media technology can play a major role in the response efforts of the crisis management community during a crisis. It also reveals the potential of using social media as an “information harvesting” tool and a tool for “rumor management”.
