Abstract
In this country, as well as in most others, the level of structural fire protection is set by the regulatory authorities, in terms of a specified fire resistance period. The engineer must demonstrate that each element of structure would survive for the required period if it were subjected to the standard fire resistance test of BS476. This is normally demonstrated by using tabular data, such as the deemed‐to‐satisfy tables in the Building Regulations, or by obtaining a report of a test of a replica of the particular element.

Abstract
Purpose
The objective of this paper is to challenge some of the rhetoric pertaining to the “harm” caused by “dirty” money infiltrating into the “legitimate economy.” The arguments regarding the impact of dirty money have been used to justify enhancements to law enforcement powers, and increasingly invasive investigative strategies and intelligence gathering regimes.
Design/methodology/approach
The paper reviews the literature pertaining to the intersection between “dirty money” and “legitimate business” and looks at how some of the most notorious criminal operations have been handled by the press and the courts. The paper examines corporate complicity in situations involving premeditated, ongoing criminal conduct and discusses two specific ways in which societies acknowledge and accommodate criminality within the operation of these corporations.
Findings
The paper argues that one must never minimize the amount of legitimate business that involves dirty money or uses dirty opportunities or was once dirty and is now legitimate or was legitimate and is now dirty.
Practical implications
The pretense of a clear separation between criminality and corporate operations is “useful” and is occasionally correct – but not as the norm and ought not to be the operating law enforcement expectation.
Originality/value
The paper encourages the reader to question the easily repeated claims about the financial threats from stereotypical forms of “organized crime,” while either dismissing or re‐defining the equally serious, or more serious, activities of professions (lawyers, accountants, bankers, politicians, government officials, corporate CEOs, etc.) operating supposedly legitimately.

Abstract
The volume and range of food law enforcement in the field of purity and quality control has grown dramatically in recent times. Only those able to recall the subject from upwards of half a century ago can really appreciate the changes. Compositional control now appears as more of a closely knit field of its own, keeping pace with the advances of food processing, new methods and raw materials. It has its problems but enforcement agencies appear well able to cope with them, e.g. the restructuring of meat, excess water content, fat content, the application of compositional standards to new products, especially meat products, but the most difficult of all areas is that of securing and maintaining acceptable standards of food hygiene. This is one of the most important duties of environmental health officers, with a considerable impact on health and public concern; and one of the most intractible problems, comparable in its results with the insidious onslaught of the ever‐growing problem of noise, another area dependent on the reactions of people; to use an oft repeated cliche — “the human element”.

Abstract
Purpose
The purpose of this paper is to explore multiple stakeholders’ perceptions of leadership in Vietnamese state-owned enterprises (SOEs).
Design/methodology/approach
The paper presents findings from semi-structured interviews that were conducted in Vietnam, with seven different stakeholders who had varying understandings of Vietnamese business leadership within the Vietnamese business context. All interviews were transcribed, then translated into English, and thematic analysis of the interview data undertaken.
Findings
The paper suggests that there was a significant variation in Vietnamese leadership perceptions when compared to Western leadership practices, especially when considering the perceptions of those stakeholders with regard to business leadership in the Vietnamese collectivist cultural context. The themes presented include: SOE decision making and responsibility; SOE promotions and appointments; and SOE performance.
Research limitations/implications
In the absence of studies of leadership in Vietnamese SOEs, and leadership studies in the Vietnamese culture in general, this research was deliberately exploratory and qualitative. Future mixed methods or quantitative studies are recommended to offer more generalizable conclusions.
Practical implications
Implications are discussed that point to leadership changes in Vietnamese organizations, and at the individual level, to assist the Vietnamese government, SOEs, and future leaders. Recommendations are also made that are intended to assist foreign business investors and multinational companies operating in Vietnam, now and in the future, to improve their leadership capacity within this context.
Social implications
Vietnam is a country in social and economic transition. Understanding the leadership practices and perceptions, especially how that might differ from leadership in Western nations, is critical for the success of organizations in Vietnam and, in turn, for the economic and social prosperity of the Vietnamese people.
Originality/value
The paper contributes perceptions of business leadership in Vietnamese SOEs that have not previously been explored and should be, especially given this critical time of economic and social transition for the Vietnamese nation and economy.

Abstract
Purpose
The purpose of this paper is to identify the value and benefits from newly developed relationships between the University of Alberta Libraries’ Interlibrary Loan Department and other institutions through the delivery of new services.
Design/methodology/approach
The paper is a descriptive review of the new services provided, including a centralized interlibrary loan service for members of the NEOS Consortium and an article delivery service for Can Tho University Library (Vietnam), an overview of the implementation of the services and a discussion of the value and benefits created.
Findings
A single-point of intake for interlibrary loan requests for a group of academic libraries can be implemented successfully with few drawbacks, providing benefits to all the participants. An article delivery service to an institution that provides no interlibrary loan services provides value through access to new resources and demonstrates not to be a burden on the provider; yet, this paper demonstrates that the primary value is in learning about their patrons’ needs.
Practical implications
Other institutions could replicate these services and relationships.
Originality/value
Single-point of intake for interlibrary loan in academic consortial environments has neither been demonstrated in the literature nor has any component of interlibrary loan been described to support international initiatives to assist libraries in disadvantaged countries.
