Abstract

This paper presents the findings of an empirical work on attitudes towards the application of the gene technology to food production in Italy. It focuses on the importance of perception of risks, benefits and uncertainty in determining general attitude to foods produced by genetic engineering. Also, the role of general attitudes and perceived moral obligation in influencing the expectation of consuming foods produced by gene technology was analysed. A mail survey was organised and 434 subjects completed the questionnaires. The results revealed that more people had unfavourable attitudes towards the application of genetic engineering to food production than favourable. More people indicated low benefits than high, more people reported high risks than low risks. Also, more people agreed that there is high uncertainty about potential consequences by genetic engineering than certainty. The findings of regression analyses showed that the perception of benefits outweighed perception of risks in the impact on general attitudes towards the applications of genetic engineering to food production, whereas the perception of uncertainty contributed marginally to the prediction of attitudes. General attitudes appeared to be an important determinant of the expectation of consuming food produced by genetic engineering.

Abstract

Purpose

Global crises have become increasingly recurrent events that jeopardize public-private partnerships (PPPs). In this context, the purpose of this paper is to expose the PPP-crisis research agenda by combining bibliometric and network analyses.

Design/methodology/approach

The PPP literature associated with global crises between the 2008 global financial crisis and 2022 was analyzed in three stages: (1) paper selection and screening for the inclusion/exclusion of articles relevant to this research, (2) semantic network development for examining thematic relationships among selected papers by considering the co-occurrence of keywords within the chosen studies and (3) calculation of network metrics for analysis.

Findings

The paper identified six research avenues for the PPP-crisis agenda: public interest, relational governance, risk management, user-pay PPPs, crisis management and financial performance. The PPP-crisis literature has spread significantly in the last five years driven by the case study approaches on a national or regional basis. Conversely, non-crisis periods generate room to strengthen user-pay PPPs and relational governance. The pandemic and post-pandemic times shared the priorities of the 2008 financial crisis but also strengthened the management of the risks and the structural drivers of the global crisis.

Originality/value

This study demonstrates that during global crisis periods, the public interest and financial performance gain relevance in a detriment of structural solutions to social legitimacy erosion of PPPs because of the urgency of giving tools to the public and private sectors to tackle the financial issues, which steer future issues for PPPs.

Abstract

Purpose: This chapter analyzes the gender/sexuality/race system through which the Argentine Army was constructed as the representative of the nation and guardian of its essential values. I will focus on the challenges faced because of the implementation of gender policies by the Ministry of Defense from a rights-based perspective in the institutional matrix of the military, structured through gender and race hierarchies.

Design/methodology/approach: This chapter is based on findings obtained through my experience as a member of the Gender Policy Council for Defense (GPC), from its creation in 2007 to the present, and my fieldwork on the Argentine Armed Forces.

Findings: The resistance to the implementation of gender policies in large part stems from the defiance of the “national ideal” – incarnated by the Argentine Army – constructed upon gender and race inequalities.

Research limitations/implications: Gender inequalities have generally been excluded and ignored in political analysis and in the study of nations and nationalism. For this reason, it is difficult to recover the missing links of history and give women’s lives and gender relations the importance they deserve in analyses of power. The chapter contributes to this task.

Practical and social implications: The resistance to the implementation of the policies sponsored by the GPC of the Ministry of Defense should be evaluated from a gender and ethnoracial perspective.

Originality/value: Research on women in the Argentine Armed Forces is still limited.

Abstract

In this paper, we investigate the process by which social control agents define wrongdoing over time and the principles they employ in drawing the boundary between right and wrong. We empirically examine how Italian state actors sought over four decades to categorize behaviors in the so-called “gray area,” i.e., the conduct of individuals supportive of the mafia organization Cosa Nostra and its criminal aims, but not members of the organization. Based on an archival analysis of texts produced since the 1960s, we reconstruct how state actors started from a preliminary definition of wrongdoing, moved to stigmatize the behaviors in question on moral grounds, and ultimately criminalized them with legal sanctions. We conceptualize the main principles behind this evolving categorization as intentionality of conduct, freedom of choice, and scope of harm. The paper contributes to the debate on the factors and conditions shaping the definition of wrongdoing over time and the contribution that social control agents provide to this aim.

Abstract

Purpose

The purpose of this paper is to present the results of South Africa’s national freight demand model and related logistics cost models, and to illustrate the application of the modelling outputs to inform macrologistics policy.

Design/methodology/approach

Spatially and sectorally disaggregated supply and demand data are developed using the input-output (I-O) model of the economy as a platform, augmented by actual data. Supply and demand interaction is translated into freight flows via a gravity model. The logistics costs model is a bottom-up aggregation of logistics-related costs for these freight flows.

Findings

South Africa’s logistics costs are higher than in developed countries. Road freight volumes constitute 80 per cent of long-distance corridor freight, while road transport contributes more than 80 per cent to the country’s transport costs. These challenges raise concerns regarding the competitiveness of international trade, as well as the impact of transport externalities. The case studies highlight that domestic logistics costs are the biggest cost contributor to international trade logistics costs and can be reduced through inter alia modal shift. Modal shift can be induced through the internalisation of freight externality costs. Results show that externality cost internalisation can eradicate the societal cost of freight transport in South Africa without increasing macroeconomic freight costs.

Research limitations/implications

Systematic spatially disaggregated commodity-level data are limited. There is however a wealth of supply, demand and freight flow information collected by the public and private sector. Initiatives to create an appreciation of the intrinsic value of such information and to leverage data sources will improve freight demand modelling in emerging economies.

Originality/value

A spatially and sectorally disaggregated national freight demand model, and related logistics costs models, utilising actual and modelled data, balanced via the national I-O model, provides opportunities for increased accuracy of outputs and diverse application possibilities.

Abstract

Purpose

The purpose of this paper is to deal with the maximum interest rate guarantees (MIRGs), and develop a methodology for setting the optimal value of the interest rate cap, namely the maximum interest rate above which the private investor will obtain reimbursement from the government, which balances the interests of the parties involved in the project.

Design/methodology/approach

The mechanism underlying the MIRG is modeled through real options. Monte Carlo simulation is employed as the option-pricing method. The resulting real option-based model is applied to the case of the “Camionale di Bari” toll road (Southern Italy).

Findings

The application provides some insights for the policy maker called to define the proper forms of guarantees. Furthermore, the results support the negotiation process, allowing the different actors to structure the guarantee in a way that satisfies all the parties and fairly allocates risks between them according to different operational and financial conditions.

Originality/value

The novelty of the contribution is triple. First, the authors advance the state of the art on government supports by focusing on the interest rate guarantee. Second, the authors enrich the existing studies on MIRG by proposing a quantitative model to set the guarantee in compliance with the public–private win-win principle. The developed real option-based model supports the decision maker in finding the optimal value of the interest rate cap, which is able to satisfy the interests of the parties involved in the project. Third, the authors consider not only the private sponsor and the government, as traditionally made by the models developed for other guarantees, but also the lender.

Abstract

Purpose

The purpose of this paper is to study the key influential factors and their impacts on the value for money (VFM) of projects developed through public-private partnerships (PPPs) with an objective to improve the VFM assessment of PPP projects.

Design/methodology/approach

This paper has studied the key influential factors and their impacts on VFM of projects developed through PPPs with an objective to improve the VFM assessment of PPP projects.

Findings

There are large variations in the VFM of PPP projects in many countries due to a number of factors affecting the setting and attainment of the VFM. This paper has identified the key factors that influence the VFM in PPP projects in Japan and evaluated their impacts on the VFM.

Originality/value

Outputs of this study would provide some insights on the improvement in the VFM assessment of PPP projects, in terms of determining a suitable VFM for a particular PPP project in accordance with its specific operational environment, balancing the interests of both public and private sectors, and promoting the participation of the private sector in the timely provision of necessary public works and services.

Brazil and Chile have nearly similar recent political histories. Emerging from protracted military dictatorships at roughly the same time, both developed presidential and representative democratic processes, though with contrasting individual national emphases. Military dictatorships in both countries originated in anti-corruption rationales, among others, and both have emphasized anti-corruption practices since regime changes. Brazil impeached two presidents, ostensibly for corrupt practices. Yet, Chile has managed a corruption level, according to Transparency International’s Corruption Perception Index, that is among the lowest in Latin America, while Brazil’s is among the highest. This study compares and contrasts the two nations’ experiences with a view to uncover key causal, or at least explanatory, variables in this striking contrast in levels of perceived corruption.
