Abstract

Purpose

The purpose of this study is to identify strengths and weaknesses in knowledge sharing between related post-bushfire investigative agencies. Based on this study, such a sharing of knowledge is essential to enhance collaboration amongst practitioners in the reduction and management of the risk of bushfires.

Design/methodology/approach

The authors use a case study methodology; the research design is based on comparative analysis of six post-bushfire investigative departments in Italy and Australia (Victoria). A total of 44 bushfire investigators were interviewed between 2012 and 2013, across the two countries. Using focus groups and face-to-face interviews, the extent and quality of intra- and interagency knowledge sharing is analysed.

Findings

Despite the desire to collaborate, there are three main conditions that prevent an effective interagency collaboration within the bushfire investigation network, namely, separation, unidirectionality and interpersonal disengagement. This study finds that knowledge sharing suffers from a missing “feedback system” culture, where agencies give each other feedback with strictly bureaucratic purposes, rather than create an ongoing learning mechanism that develops after every investigation. At agency level, we also find that, sharing investigative knowledge and experience through daily and planned meetings is a standard practice to police members; but this is not found in the fire agencies. When made cross-country comparisons between Australia and Italy, the existence of common courses, joint manuals and the sharing of human resources witnessed in Australia (Victoria) is something that would benefit Italian agencies still trapped in a competitive and jurisdictional mindset. At the same time, Australian agencies might want to reconsider the separation between bushfire suppression and investigation, a distinction that has been made clear in Italy through the creation of full-time bushfire investigator positions.

Practical implications

This paper contributes to the improvement of interagency collaboration through the development of an investigative “social knowledge”. It reinforces the assumption that, to reduce and effectively manage the risk of bushfires, a combined effort from different stakeholders involved in forensic investigation is necessary.

Originality/value

Given the lack of research undertaken in the area of bushfire investigation, the current paper represents a unique piece of work. It is unusual, not only in identifying the current issues within the bushfire investigation network but also in providing agencies with theoretical and practical insights on how to reduce the extremely high number of bushfires and their risks.

Abstract

Purpose

Accessibility is critical in tourism planning for protected islands, especially when balancing tourism and conservation interests. This study aims to explore the dimensions of accessibility that impact tourists’ decisions to visit protected islands and encourage tourism. The accessibility dimension is essential in designing sustainable tourism management of protected islands.

Design/methodology/approach

This study was conceptualized by integrating the concept of accessibility in the context of transport accessibility, accessible tourism, protected areas and protected islands. In a sample of 487 surveys, factor analysis and structural equation model-partial least squares were used to examine the physical and nonphysical accessibility dimensions.

Findings

The primary objective of this study is to build a conceptual framework for the tourism accessibility of protected islands. This study confirms that accessibility is perceived in three dimensions: destination accessibility, individual accessibility and protected island accessibility. It is also found that all three accessibility dimensions have a significant influence on the decision to visit, with protected island accessibility as the lowering factor. This study demonstrates that, theoretically, tourism accessibility in protected islands should be treated as a convenience and restriction to balance the function of protected areas and tourism.

Research limitations/implications

The findings of this study can be generalized because the notion of accessibility dimensions is derived from a theoretical investigation of several contexts (transport accessibility, accessible tourism, protected areas and island characteristics) to identify more particular aspects. In addition, the results of the theoretical investigation were tested using quantitative methods with high statistical power (80%). However, saturation has not been reached, because thorough research on tourism accessibility on this protected island is still scarce. Within the same framework, application and duplicate research are required to increase the generalizability of the proposed concept. Therefore, the authors recommend further studies to validate the protected islands’ accessibility concept in a broader context by replicating the study in a more diversified timeline, sample and destination setting.

Practical implications

This study concludes that all dimensions of accessibility in protected islands must be considered from two perspectives: convenience and constraints. Conveniences can be constructed through tourists’ perceptions of accessibility. Destination accessibility should be designed with a “back to nature” mindset, excluding hedonistic elements. Individual accessibility is achieved by applying high safety, hygiene and health standards as well as environmental ethics standards that are consistent with the natural characteristics of the environment. This balance between constraint and convenience demonstrates that, while tourism accessibility must be made as comfortable as possible for all individuals, there are particular areas whose accessibility must be controlled to preserve them. The convenience of accessibility for universal access should not be allowed to lead to mass tourism that affects the ecosystem in protected areas.

Originality/value

The novelty of this study lies in the finding that the tourism accessibility of protected islands can be divided into three types: destination accessibility, individual accessibility and protected island accessibility. This study also demonstrates the significant influence of accessibility on tourists’ decisions to visit. Accordingly, the protected island accessibility dimension can create a perception of difficult accessibility and lower tourists’ decisions to visit. This study concludes that all elements influencing the perception of tourism accessibility on a protected island must be considered to sustainably manage convenience and restrictions to avoid mass tourism. Therefore, it is recommended that these three dimensions be considered in visitor management programs.

Diseño/enfoque metodológico

Este estudio se conceptualizó integrando el concepto de accesibilidad en el contexto de la accesibilidad del transporte, el turismo accesible, las áreas protegidas y las islas protegidas. En una muestra de 487 encuestas, se utilizó el análisis factorial y el PLS-SEM para examinar las dimensiones de accesibilidad física y no física.

Propósito

La accesibilidad es fundamental en la planificación turística de las islas protegidas, especialmente cuando se trata de equilibrar los intereses del turismo y la conservación. Este artículo explora las dimensiones de la accesibilidad que influyen en la decisión de los turistas de visitar las islas protegidas y fomentar el turismo. Por lo tanto, la dimensión de la accesibilidad es esencial para diseñar una gestión turística sostenible de las islas protegidas.

Resultados

El objetivo principal de esta investigación es construir un marco conceptual para la accesibilidad turística de las islas protegidas. Este estudio confirma que la accesibilidad se percibe en tres dimensiones: la accesibilidad del destino, la accesibilidad individual y la accesibilidad de la isla protegida. También se constata que las tres dimensiones de la accesibilidad influyen significativamente en la decisión de visitar `la isla, siendo la accesibilidad de la isla protegida el factor que más influye. Este estudio demuestra que, teóricamente, la accesibilidad turística en las islas protegidas debe ser tratada como una conveniencia y restricción para equilibrar la función de las áreas protegidas y el turismo.

Limitaciones e implicaciones de la investigación

Los resultados de este estudio pueden generalizarse porque la noción de dimensiones de accesibilidad se deriva de una investigación teórica de varios contextos (accesibilidad del transporte, turismo accesible, áreas protegidas y características de las islas) para identificar aspectos más particulares. Además, los resultados de la investigación teórica se comprobaron mediante métodos cuantitativos con una elevada potencia estadística (80%). Sin embargo, no se ha alcanzado la saturación, ya que la investigación exhaustiva sobre la accesibilidad turística en esta isla protegida sigue siendo escasa. Dentro del mismo marco, se requiere una aplicación y una duplicación de la investigación para aumentar la generalizabilidad del concepto propuesto. Por lo tanto, los autores recomiendan la realización de nuevos estudios para validar el concepto de accesibilidad de las islas protegidas en un contexto más amplio, replicando el estudio en un marco temporal, una muestra y un destino más diversificados.

Implicaciones práctIcas

Este estudio concluye que todas las dimensiones de la accesibilidad en las islas protegidas deben considerarse desde dos perspectivas: la conveniencia y las limitaciones. Las conveniencias pueden construirse a través de las percepciones de los turistas sobre la accesibilidad. La accesibilidad del destino debe diseñarse con una mentalidad de “vuelta a la naturaleza”, excluyendo los elementos hedonistas. La accesibilidad individual se consigue aplicando elevadas normas de seguridad, higiene y salud, así como normas de ética medioambiental que sean coherentes con las características naturales del entorno. Este equilibrio entre restricción y conveniencia demuestra que, si bien la accesibilidad turística debe hacerse lo más cómoda posible para todos los individuos, hay zonas particulares cuya accesibilidad debe controlarse para preservarlas. La conveniencia de la accesibilidad para el acceso universal no debe conducir a un turismo de masas que afecte al ecosistema de las zonas protegidas.

Originalidad/valor

La novedad de este artículo radica en la constatación de que la accesibilidad turística de las islas protegidas puede dividirse en tres tipos: accesibilidad del destino, accesibilidad individual y accesibilidad de la isla protegida. Este estudio también demuestra la importante influencia de la accesibilidad en la decisión de los turistas de visitarlas. Así, la dimensión de la accesibilidad de las islas protegidas puede crear una percepción de difícil accesibilidad y disminuir la decisión de los turistas de visitarlas. La reflexión teórica de este estudio concluye que todos los elementos que influyen en la percepción de la accesibilidad turística en una isla protegida deben ser considerados para gestionar de forma sostenible la conveniencia y las restricciones para evitar el turismo de masas. Por lo tanto, se recomienda tener en cuenta estas tres dimensiones en los programas de gestión de visitantes.

Abstract

Purpose

Higher education institutions (HEIs) must take on a leadership role in building a sustainable world, given their responsibility for preparing future professionals and leaders worldwide and considering the role they provide to society. To accomplish this goal, HEIs need to holistically embody sustainability in everything they develop. This study aims to help HEIs in this purpose by developing a method to integrate sustainability into the strategic planning process in these institutions.

Design/methodology/approach

In the first stage, the method was developed based on papers selected through a systematic literature review. The proposed method was then applied in a Brazilian HEI to validate and adjust it.

Findings

A method that adopts a participatory process to integrate sustainability into HEIs’ strategic planning was proposed.

Practical implications

This study provides university leaders with a simple and practical method to aid with elaborating on strategic plans for holistic sustainability integration.

Originality/value

This study uniquely applied a framework called “HEIs sustainability action archetypes” as the foundation for selecting sustainable objectives, goals and actions to be integrated into these institutions’ strategic planning.

Abstract

Purpose

The purpose of this paper is to examine the process of collective leadership in emergency management organisations. More specifically, the authors investigate the conditions that enable or prevent collective leadership amongst key actors in the emergency management network in bushfire investigations. We also examine how chief investigators facilitate the conditions to effectively distribute leadership and the role of social networks within this process.

Design/methodology/approach

A qualitative case study approach was undertaken, and 18 semi-structured interviews were carried out with chief investigators, 6 at each of three agencies in Australia. A framework for understanding collective leadership (Friedrich et al., 2016) was used to examine key leadership constructs, baseline leadership and outcomes relative to bushfire investigations.

Findings

Findings demonstrate that there is no evidence of collective leadership at the network level of bushfire investigations. There is mixed evidence of collective leadership within bushfire investigation departments, with the Arson Squad being the only government agency to engage in collective leadership. The authors found evidence that government bureaucracy and mandated protocols inhibited the ability of formal leaders to distribute leadership, gauge a clear understanding of the level of skill and expertise amongst chief investigators and poor communication that inhibited knowledge of investigations.

Research limitations/implications

The study was limited to three bushfire investigative agencies. A future study will be carried out with other stakeholders, such as fire investigators and firefighters in the field.

Practical implications

For the government, emergency management agencies and other stakeholders, a key enabler of collective leadership within the emergency management network is the presence of a formal leader within a network. That leader has the authority and political ability to distribute leadership to other experts.

Social implications

The paper contributes to developing a better understanding of the efficacy and challenges associated with the application of collective leadership theory in a complex government bureaucracy. There are positive implications for the safety of firefighters, the protection of the broader community, their properties and livestock.

Originality/value

The authors address the lack of literature on effective leadership processes amongst emergency management agencies. The paper contributes to extending collective leadership theory by unpacking the processes through which leadership is distributed to team members and the role of institutions (i.e. fire investigation bureaucracy) on social networks within this integrative process. The authors provide new insights into the practice of collective leadership in complex bureaucratic organisations.

Abstract

Purpose

The present research aims to analyze the influence of Green Supply Chain Management (GSCM) on the Sustainable Performance (SP) of Spanish wineries, examining the intermediary roles of Circular Economy Capability (CEC) and Green Ambidexterity Innovation (GAI) within this primary relationship. In particular, the study seeks to answer the following Research Questions (RQs): (RQ1), does GSCM exert a positive impact on wineries’ SP? (RQ2), does CEC play a mediating role in the interconnection between GSCM and wineries’ SP? And (RQ3), does GAI function as a mediator in the interplay between GSCM and wineries’ SP?

Design/methodology/approach

The research utilizes Partial Least Squares Structural Equation Modeling (PLS-SEM) to evaluate the hypothesized theoretical model using primary data collected from 196 Spanish wineries from September 2022 to January 2023.

Findings

The results reveal a positive relationship between GSCM and SP in Spanish wineries, as well as the existence of positive partial mediations of CEC and GAI in this main linkage, which allows an affirmative answer to the three RQs formulated.

Originality/value

Distinguished by its innovative exploration, this research marks a pioneering effort in the uncharted field of scrutinizing CEC and GAI as mediating factors in the GSCM-SP nexus, thereby enriching the existing body of knowledge and opening new avenues for future academic research on sustainability in the wine industry.

Abstract

Purpose

Industry 4.0 and circular economy are the two major areas in the current manufacturing industry. However, the adoption and implementation of Industry 4.0 and circular economy worldwide are still in the nascent stage of development. To address this gap, the purpose of this article is to conduct a systematic literature review on integrating Industry 4.0 and circular economy. Further, identify the research gaps and provide the future scope of work in this area.

Design/methodology/approach

Content-based analysis was adopted for reviewing the research articles and proposed a transition framework that comprises of four categories, namely, (1) Transition from Industry 3.0 to Industry 4.0 and integration with circular economy; (2) Adoption of combined factors and different issues; (3) Implementation possibilities such as front-end technologies, integration capabilities and redesigning strategies; (4) Current challenges. The proposed study reviewed a total of 204 articles published from 2000 to 2020 based on these categories.

Findings

The article presents a systematic literature review of the last two decades that integrates Industry 4.0 and circular economy concepts. Findings revealed that very few studies considered the adoption and implementation issues of Industry 4.0 and circular economy. Moreover, it was found that Industry 4.0 technologies including digitalization, real-time monitoring and decision-making capabilities played a significant role in circular economy implementation. The major elements are discussed through the analysis of the transition and integration framework. The study further revealed that a limited number of developing countries like India have taken preliminary initiatives toward Industry 4.0 and circular economy implementation.

Research limitations/implications

The study proposes a transition and integration framework that identifies adoption and implementation issues and challenges. This framework will help researchers and practitioners in implementation of Industry 4.0 and circular economy.

Originality/value

Reviews of articles indicated that there are very few studies on integrating Industry 4.0 and circular economy. Moreover, there are very few articles addressing adoption and implementation issues such as legal, ethical, operational and demographic issues, which may be used to monitor the organization's performance and productivity.

Abstract

Purpose

This study focuses on the relationship between top management teams' (TMTs) digital experience and company innovation efficiency. In addition, this study examines the mechanism role of digital transformation processes, including basic capability, chief information officer (CIO) appointments, process management and business management, on the relationship between TMTs' digital experience and innovation efficiency.

Design/methodology/approach

Based on the sample of China's A-share listed companies from 2011 to 2021, this article employs data envelopment analysis (DEA) and PSM-DID models to examine the effect of TMTs' digital experience on company innovation efficiency.

Findings

The TMTs' digital experience was positively correlated with company innovation efficiency. Artificial intelligence and digital platform are two key technologies that TMTs' digital experience effects company innovation efficiency. The financial ability of companies is a key factor to ensure the effectiveness of these two technologies. Digital foundation only played an important role in the early stages. In addition, TMTs' digital experience is more focused on technological management, not process management and business management. We also found that the CIO did not play a positive role on digital innovation. Finally, within the manufacturing industry and non-high-tech companies, the TMTs' digital experience has proven to be notably more effective in enhancing innovation efficiency.

Practical implications

This study advises that companies in the initial stages of digital transformation should give precedence to recruiting managers with digital experience into TMT, as their role is pivotal in propelling digital transformation in innovation. Futhermore, it is suggested that in the selection of TMT members, firms could consider dual appointments, such as CIO combined with other roles. Finally, this study recommends that TMTs with a digital background should pursue deeper technological competencies before embarking on corresponding business and process managements.

Originality/value

First, this study constructs a theoretical framework for examining how TMTs' digital experience influences innovation efficiency. Second, this study embedded the digital technology into the company innovation input index, elucidating how TMTs' digital experience directly enhances innovation efficiency. Finally, this study reveals how basic capability, CIO appointments, process management and business management affect the relationship between TMT digital experience and innovation efficiency.
