Abstract
Purpose
The purpose of this paper is to deal with the adaptation of communication strategies set out in the pre-crisis plan implemented by the members of Quebec’s public safety authorities in the specific case of the rail explosion and fire that destroyed the downtown of Lac-Mégantic in July 2013.
Design/methodology/approach
Based on a triangulation approach combining three qualitative methodologies, namely in-depth interviews, analysis of communication artifacts, and news analysis, this research aims to determine how public safety authorities used the existing crisis management plan at the time of the Lac-Mégantic crisis. It also seeks to determine whether or not the crisis managers used emergent communication strategies, as defined by Mintzberg (2007). Finally, the case study also seeks to identify potentially unforeseen contextual elements that influenced the communication strategies deployed.
Findings
The analysis reveals that the disaster, whose magnitude and consequences were unprecedented in Canada, prompted those in charge of public safety to review the established crisis management communication strategies and practices in order to adapt to the realities of a particular terrain and context. It is important to mention, first, that the crisis was managed in an unforeseen context of a twofold digital divide that created a dead zone for emergency and public health messages; and, second, that direct communication with the victims revealed major difficulty in understanding such messages (literacy). As a result, the traditional and digital communication strategies established in the crisis management plan had to be rapidly reviewed in order to incorporate “old-fashioned” communication tools, such as giving out information door-to-door, meeting with people on their front porches, and holding informal street gatherings with public health doctors and social workers to better communicate messages to the disaster victims and to promote the adoption of safe behaviors.
Originality/value
The findings demonstrate that in a crisis and emergency context, communication efforts must sometimes deviate from the planned strategies and come back to simple, direct, and “human” communication methods in order to adapt to the realities of the victims.

With the development and growth of the Washington Library Network Computer System in recent years, it has emerged as an effective and efficient automated system to support acquisitions, cataloging and other technical processing functions in libraries of all types and sizes. The online union catalog and COM catalog production has greatly expanded the effectiveness of reference and interlibrary loan services. This article covers all features of the computer system. It outlines system hardware, software, and the file structure as well as providing a description of the use of the system. Also discussed are system features such as authority and bibliographic quality control, precision database searching, and automated fund accounting for acquisitions and fiscal management. Other areas covered in this paper are: governance, administration, training, research and development, and types of users, both online and those which want to transfer software as in the recent successful installation of WLN software at the National Library of Australia.

Abstract
Metadata and information technology staff in libraries that are building digital collections typically extract and manipulate MARC metadata sets to provide access to digital content via non‐MARC schemes. Metadata processing in these libraries involves defining the relationships between metadata schemes, moving metadata between schemes, and coordinating the intellectual activity and physical resources required to create and manipulate metadata. Actively managing the non‐MARC metadata resources used to build digital collections is something most of these libraries have only begun to do. This article proposes strategies for managing MARC metadata repurposing efforts as the first step in a coordinated approach to library metadata management. Guided by lessons learned from Cornell University library mapping and transformation activities, the authors apply the literature of data resource management to library metadata management and propose a model for managing MARC metadata repurposing processes through the implementation of a metadata management design.

The nature and purpose of the catalogue has been the focus of considerable and vigorous debate during the past decade. This article attempts to identify those topics which have been the most significant causes of the debate and discusses: the need for catalogues; users and non‐users; the nature of the bibliographic record and catalogue entry; the development of UK and LC MARC; standards, including exchange formats, the development of the ISBD, and the concept of UBC (Universal Bibliographic Control); the Anglo‐American Cataloguing Rules and the controversy over the implementation of AACR2; COM catalogues; subsets of the MARC record; co‐operatives, networks and resource sharing; and the development of subject access methods better suited to COM and online catalogues. The relevance of catalogue research activities at Bath University and elsewhere is highlighted.
