Abstract

The traditional decentralization of interlending services based on the good will of individuals and organizations has created a number of problems in France leading to a fundamental disorganization and inability to provide even a tentative assurance of success. Interlibrary co‐operation depends upon union catalogues and upon a number of specialized centres: the Centre de Documentation Scientifique et Technique (CDST), the Centres d'Acquisition et de Diffusion de l'Information Scientifique et Technique (CADIST) and the Centre Nationale de Prêt (CNP), for example. The unsatisfactory nature of the present system for the user has finally been recognized, and projects are being launched to improve the situation. One of these, the Agence Nationale de l'Information Scientifique et Technique (ANIST), is seen as addressing the major problems by considering the document requirements of different user types. The national body shows the potential to become the required co‐ordinating centre for data‐base support and document supply.

Abstract

MARCIS is a cooperative cataloguing system using the MARC tapes. Its primary goals are to create a machine‐readable file of each library's holding, to output catalogues in various forms as needed by the libraries and to maintain a union catalogue of all participating libraries. MARC tapes are converted to random files on discs. Records are retrieved for each library who then may change and modify any record within its file. From this updated file catalogues are printed for the library. Library records that are not on the MARC tapes can be added to the system.

Abstract

Interlending in the past year has evidently been affected by the financial climate. The overall traffic has dropped slightly as has the number of requests received direct by the British Library Lending Division. It is not surprising therefore that a lot of consideration has been given to the possible pattern of interlending in the future and in particular the role of the National Committee on Regional Library Co‐operation as well as that of the regional bureaux. Discussion on a national scale has been initiated on the future role of union catalogues and how they may affect the mechanism for interlending.

Abstract

The Lending Division handles over three‐quarters of all interlibrary loan requests from British libraries. Demand was 4% higher than in 1976/77 — a lower growth rate than hitherto. Overseas demand continued to grow faster (9% more requests than 7976/77) than British demand (3% more). The back‐up system, which was rationalised during the year, dealt with nearly as many requests (5%) as the locations service (5.5%), which showed an improved performance. The pilot transport schemes in London and the North West were completed, and plans were made for the extension of rail/road services over the whole country. Over £1,800,000 was spent on acquisitions, and the number of current serials acquired rose to 49,300. The Gift and Exchange Section became able to receive large quantities of material direct, rather than being notified on cards. Work started on a new building with 40 miles of shelving, due for completion in 1979. Increased funds were spent on conservation, for which a long‐term programme is being prepared. Other aspects covered are translating services, MEDLARS, courses and seminars, research and computer applications, publications, and publicity and visitors.

Abstract

Progress in Europe between 1973 and 1978 is reviewed mainly in the context of the LIBER Seminar on International Interlibrary Lending held in Florence in 1978. The Danish interlending system is considered separately. Attention is given to a theoretical on‐line system in Belgium and actual on‐line methods in the USA and recent articles from the USA, especially on the National Periodicals Center, are presented. Articles on developments in Scotland, Papua New Guinea and New Zealand are reviewed. Finally payment for loans and the effects of copyright legislation are considered.

Abstract

The principles of national interlending put forward by Line and Vickers and those for international lending developed by the IFLA Office for International Lending are considered in the Belgian context. A report on statistics in French university libraries and a survey of interlibrary borrowing by Antwerp University Library are summarized. Attention is drawn to some aspects of interlibrary loan costs. Various aspects of union catalogues are reported: the proposed German Union Catalogue (Deutscher Gesamtkatalog); union catalogue automation in France; the impact of the OCLC interlending subsystem on one US library; and a union list of serials/co‐operative acquisition scheme. Brief accounts are given of document delivery in South Africa, the use of telecopiers in a small network, and standardization of interlibrary loan procedures. A handbook on international lending in socialist countries and three reports of relevance to interlending in the Netherlands are mentioned.

Abstract

The picture of international lending is one of diversity: different systems, methods of application, restrictions, methods of payment etc. Problems caused by this diversity are compounded by language difficulties, length of supply times and lack of information regarding the progress of requests. Developments in electronic technology will probably aid the smoother running of international lending, particularly the growth of electronic databases with accompanying electronic mail systems.
