Abstract

Purpose

The COVID-19 pandemic has forced governments of different countries to implement unprecedented strategies with the aim of reducing the rate of contagion and mitigating its economic and social effects. In this scenario, the purpose of this paper is to analyze four fundamental strategies, namely, testing and diagnosis, macroprudential, labor market and social assistance, based on the crisis management theory.

Design/methodology/approach

This research note is based on a review of the principal official legislations regarding the strategies implemented during the first 80 days from the first zero case registered in the Pacific Alliance countries.

Findings

The review shows that the Pacific Alliance countries have implemented similar strategies regarding macroprudential and labor market measures. On the other hand, there are differences among the strategies related to testing and diagnostic and social assistance.

Originality/value

The COVID-19 pandemic has significantly affected Latin American countries due to their economic and social problems. In this sense, the reporting and analysis of the principal strategies implemented by the Pacific Alliance countries constitute a baseline to understand the effectiveness of these strategies in mitigating the negative effects of the pandemic.

Objetivo

La pandemia de COVID-19 ha obligado a gobiernos de diferentes países a implementar estrategias sin precedentes con el objetivo de reducir la tasa de contagio y mitigar sus efectos económicos y sociales. En este escenario, el propósito de esta nota de investigación es analizar cuatro estrategias fundamentales: testeo y diagnóstico, macro-prudencial, mercado laboral y asistencia social, con base en la Teoría del Manejo de Crisis.

Diseño

Esta nota de investigación se basa en una revisión de las principales legislaciones oficiales sobre las estrategias implementadas durante los primeros 80 días desde el primer caso registrado en los países de la Alianza del Pacífico.

Hallazgos

La revisión muestra que los países de la Alianza del Pacífico han implementado estrategias similares con respecto a medidas macro-prudenciales y del mercado laboral. Por otro lado, existen diferencias entre las estrategias relacionadas con las pruebas y el diagnóstico, y la asistencia social.

Originalidad

La pandemia de COVID-19 ha afectado significativamente a los países de América Latina debido a sus problemas económicos y sociales. En este sentido, el reporte y análisis de las principales estrategias implementadas por los países de la Alianza del Pacífico constituyen una línea de base para comprender la efectividad de estas estrategias en la mitigación de los efectos negativos de la pandemia.

Neste cenário, o objetivo desta nota de pesquisa é analisar quatro estratégias fundamentais: testagem e diagnóstico, macro-prudencial, mercado de trabalho e assistência social, com base na Teoria de Gestão de Crises.

Esta nota de pesquisa é baseada em uma revisão da principal legislação oficial sobre as estratégias implementadas durante os primeiros 80 dias a partir do primeiro caso registrado nos países da Aliança do Pacífico.

Conclusões

A análise mostra que os países da Aliança do Pacífico implementaram estratégias semelhantes com respeito as medidas macro-prudenciais e do mercado de trabalho. Por outro lado, há diferenças entre as estratégias relacionadas a testagem e diagnóstico, e assistência social.

Originalidade

A pandemia COVID-19 afetou significativamente os países latino-americanos devido a seus problemas econômicos e sociais. Nesse sentido, o relatório e a análise das principais estratégias implementadas pelos países da Aliança do Pacífico constituem uma linha de base para entender a eficácia dessas estratégias na mitigação dos efeitos negativos da pandemia.

Abstract

Purpose

After World War II, an educational modernization process gained ground worldwide. International organizations such as UNESCO began to play a key role in the creation, development and dissemination of a new educational vision in different countries. This article examines the origin and development of this modernization process under the dictatorship of Franco. More specifically, we will show how the adoption of this conception in Spain must be understood from the perspective of the interaction between UNESCO and Franco's regime, and how the policies of the dictatorship converged with the proposals suggested by this international organization. Our principal argument is that the educational policies carried out in Spain throughout the second half of the 20th century can be better understood when inserted into a transnational perspective in education.

Design/methodology/approach

This article uses documents from archives that until now were unpublished or scarcely known. We have also analyzed materials published in the preeminent educational journals of the dictatorship, such as the Revista de Educación, Revista Española de Pedagogía, Bordón and Vida escolar, as well as documents published by the Spanish Ministry of National Education.

Findings

Franco's dictatorship built an educational narrative closely aligned with proposals put forward by UNESCO on educational planning after World War II. The educational policies created by the dictatorship were related to the new ideas that strove to link the educational system with economic and social development.

Originality/value

This article is inspired by a transnational history of education perspective. On the one hand, it traces the origins of educational modernization under Franco's regime, which represented a technocratic vision of education that is best understood as a result of the impact that international organizations had in the second half of the 20th century. On the other hand, it follows the intensifying relationship between the dictatorship and the educational ideas launched by UNESCO. Both aspects are little known and studied in Spain.

Abstract

Purpose

The purpose of this paper is to obtain evidence about the scope of the determinants of the willingness to pay (WTP) of the residents in a Spanish city (A Coruña) for keeping a professional football team (Deportivo) competing at the highest level. Apart from the individual socio-demographic characteristics of the respondents and their attitudes as football fans, the authors try to know the influence on the WTP of factors such as the general economic conditions and the plausibility of the team disappearance.

Design/methodology/approach

The value of the intangible benefits associated with the team existence is derived from the application of the contingent valuation method (CVM), using two surveys conducted in 2003 and 2012, respectively, with the aim of obtaining information concerning citizens’ behaviour and attitudes towards a professional football team.

Findings

The consumption of public goods generated by the local football team is relatively inelastic to the sport success and general economic situation, but the value assigned by residents to those goods depends on these factors. Of the two components of the WTP, the non-use value is especially sensitive to changes both in the Spanish economic conditions and in the quality of the public goods generated by the football team.

Originality/value

This is the first study that applies the CVM to a football team controlling for both the general economic conditions and the team sport success and, as such, it provides interesting insights into the nature and scope of the determinants of individuals’ WTP in a CVM setting.

Abstract

Purpose

This paper aims to shed light on the relevant benefits that collaborations with external innovation drivers can offer to companies in traditional sectors to embark on a twofold path oriented toward both a sustainable horizon and digital transformation (DT) goals.

Design/methodology/approach

This work describes the outcomes of the METROPOLIS project, financed by the Economic Development Ministry (MISE), to support small and medium enterprises in the DT process. The project involves the collaboration between the University of Naples Federico II and Palescandolo Lavorazioni Siderurgiche (PLS), an enterprise in the shipbuilding sector.

Findings

The project’s results highlight the complexity of the required interventions and show that DT is necessary but not sufficient condition to improve performance. Therefore, it is crucial to implement an appropriate decision support system based on advanced methodologies that can efficiently handle the system’s complexity, managing objectives oriented on efficiency and sustainability. Hence, the authors developed an original optimization approach to combine the need to ensure good production performances with sustainability-oriented objectives.

Originality/value

This study emphasizes the complex path necessary to radically transform companies’ processes across digital and sustainable paradigms through a real project experience. In particular, it demonstrates that efficiency and sustainability objectives may conflict, and multicriteria approaches may help overcome this. Hence, it may provide insights for stakeholders and researchers involved in DT and green transition processes.

This chapter tells the story of how the concept of Pareto efficiency was shipped from Lausanne to the modern US theory of competitive general equilibrium, focusing on the specific role of Maurice Allais. It identifies similarities in both epistemological approach and theoretical achievements realized first by Pareto, then by Allais, and finally by Debreu and Arrow and Hahn. It also shows that these similarities are not casual, since historical circumstances account for the influence of Pareto on Allais and later of Allais on Arrow and Debreu.

Abstract

Purpose

The purpose of this paper is to analyze how sustainability was operationalized in the Spanish universities through plans and actions that contribute actively to the achievement of the sustainable development goals (SDGs).

Design/methodology/approach

A systematic search and content analysis served to examine information available on websites belonging to the 76 universities listed in the Conference of Rectors of the Spanish Universities (CRUE).

Findings

The participation of Spanish universities on initiatives focused on sustainability is very limited, highlighting the negligible role of private institutions in which topics like sustainability and the 2030 Agenda/SDGs were scarcely addressed.

Originality/value

The study outlines the actual extent of the inclusion of sustainability in particular co-curricular actions toward the SDGs in the CRUE. The findings enable to define a long-term sustainability road map for the Spanish university system.

Consequently it is unreasonable to expect that the librarian—who, in spite of popular belief, is but man—can have a complete understanding of every department of knowledge relative to his work. He must, in common with his fellows in other callings, content himself with a more or less general professional knowledge, and may specialize, if he be so disposed, in certain branches of that knowledge. The more restricted this particular knowledge is, the greater will be its value from a specialistic point of view.
