Abstract

Purpose

With the development of emerging engineering technology and industrialization, there are greater changes in the life style of people in smart urban cities; therefore, there is also more chance of various health problems in urban areas. The life style of persons in metro urban areas with the expansive volume of population is similarly influenced by different application and administration frameworks. These are affecting the human health system up to an extended extent and there are more health-related issues and health hazard concerns that can be identified in urban areas. The purpose of this paper is to present an analytical study on various aspects of the smart health care system in a smart perspective by analyzing them with respect to emerging engineering technologies such as mobile network, cloud computing, Internet of Things (IoT), big data analytics and ubiquitous computing. This paper also carries out a detailed survey of health issues and improved solutions in automated systems using these technologies. Second, the paper also presents a novel health care system using smart and safe ambulances and their appropriate control at traffic points with safety and security features in a smart city, so that the valuable life of patients can be saved in time by immediate treatment in nearest hospital or health care units.

Design/methodology/approach

In this paper, an analytical survey was conducted for improvement in the health care sector using computer technology and IoT-based various modern health care applications. An idea of Smart Health Care Hospital using sensors, mobile agent smart vehicle configuration and safety traffic control for ambulance was proposed.

Findings

A simulation was carried out to see the performance of a safety mechanism in the proposed approach. Comparative analysis was carried out with other approaches to know the execution time, response time and probable delay due to the implementation of this approach.

Originality/value

It is an original research work with motivation inspired from current emergent technology to apply in the health care system.

Abstract

Purpose

A vaccination strategy to cover the susceptible population is key to containing the spread of any virus during a healthcare emergency. This study quantifies the susceptibility of a region based on initial infection rates to prioritize optimal vaccine distribution strategies. The authors propose a metric, the regional vulnerability index (RVI), that identifies the degree of susceptibility/vulnerability of a region to virus infections for strategically locating hubs for vaccine storage and distribution.

Design/methodology/approach

A two-phase methodology is used to address this problem. Phase 1 uses a modified Susceptible-Infected-Recovered (SIR) model, ModSIR, to estimate the RVI. Phase 2 leverages this index to model a P-Center problem, prioritizing vulnerable regions through a Mixed Integer Quadratically Constrained Programming model, along with three variations that incorporate the RVI.

Findings

Results indicate a weighting scheme based on the population-to-RVI ratio fosters fair distribution and equitable coverage of vulnerable regions. Comparisons with the public distribution strategy outlined by the Government of India reveal similar zonal segregations. Additionally, the network generated by our model outperforms the actual distribution network, corroborated by network metrics such as degree centrality, weighted degree centrality and closeness centrality.

Originality/value

This research presents a novel approach to prioritizing vaccine distribution during pandemics by applying epidemiological predictions to an integer-programming framework, optimizing COVID-19 vaccine allocation based on historical infection data. The study highlights the importance of strategic planning in public health response to effectively manage resources in emergencies.

Abstract

This case is the second of a three-part series that follows the managerial, strategic, and communications decisions of the Swachh Bharat Mission (SBM) or Clean India Mission, the flagship programme of the Government of India to eliminate the practice of open defecation (i.e., not using a toilet) from 2014 to 2019. As of 2014, 550 million people in India practiced open defecation. This problem posed a massive public health hazard and economic drag for the country as well as a threat to global health. Written from an insider's perspective, the cases centre on the decisions made by a new Secretary of India's Ministry of Drinking Water and Sanitation, who was hired to manage SBM, and the team he assembled. Case B discusses the start-up challenges for SBM, including implementation in India's complex federal system, workplace culture, and the deep-rooted behaviour of open defecation in rural India and the managerial and communication strategies formulated to address them. The case concludes by framing the difficulties with slow-moving states and monitoring rigour that the leadership SBM, with a new team, strategic focus, and early momentum, faced as the mission entered its final two years.
