Abstract

Purpose

The purpose of this paper is to build upon the extensive application of risk registries in the construction literature and establish a systematic methodology to develop risk registries. Risk registries channel judgment of experts as a basis for risk analysis and should be tailored for each project to be more effective. Given their prevalence, there is a need for systematic integration of tacit and explicit knowledge to develop practical risk registries.

Design/methodology/approach

A combined approach is proposed using the systematic literature review (SLR) technique to integrate explicit knowledge and Delphi technique to integrate tacit knowledge in the development of risk registries. This two-step approach further increases the robustness of the registries by validating them through integrating and contrasting multiple forms of knowledge for a tailored risk registry.

Findings

The application of the proposed approach indicates that the use of multiple forms of knowledge can increase the robustness and practicality of risk registries. It also showcased its potential in the development of risk registries for complex projects. Examples include modification of risk factors obtained from the explicit sources of knowledge based on contextual tacit knowledge.

Originality/value

The proposed approach is an imperative step to standardize the development of risk registries. With its inherent validation process through integrating and contrasting tacit and explicit knowledge, practitioners can use this approach to develop practical risk registries for different categories of projects. Integrating different forms of knowledge can increase the impact of registries beyond risk assessment and in contexts such as decision making and performance assessment.

Abstract

Purpose

This paper aims to investigate the major causes of the nuclear power plant (NPP) disasters since 1950, elucidates the commonalities between them and recommends strategies to minimize the risk of NPP disasters.

Design/methodology/approach

This paper analyzes facts from five case studies: Chernobyl disaster, USSR 1986; Fukushima Daiichi disaster, Japan 2011; Three Mile Island incident, USA 1979; Chalk River Accident, Canada 1952; and SL-1 Accident, USA 1961. A qualitative approach is adopted to compare and contrast the major reasons that led to the accidents, and consequent social and technological impacts of the disasters on environment, society, economy and nuclear industry are analyzed.

Findings

Although each of the nuclear accidents is unique in terms of its occurrence and impacts, this research study found some common causes behind the accidents. Faulty system design, equipment failure, inadequate safety and warning systems, violation of safety regulations, lack of training of the nuclear operators and ignorance from the operators and regulators side were found to be the major common causes behind the accidents.

Originality/value

This paper recommends some of the nuclear disaster risk reduction strategies in terms of “lessons learned from the past accidents”. The findings of the research paper would serve as an information tool for the nuclear professionals for informed decision-making and planning for proper preventive measures well in advance so that the mistakes which led to the occurrence of accidents in the past are not repeated in the future.

Abstract

Purpose

The purpose of this paper is to analyze the current customer relationship management (CRM) with regard to manufacturers and retailers in the US manufactured housing (MH) industry and to present an MH industry‐specific framework of CRM system.

Design/methodology/approach

An overall CRM system was investigated through a questionnaire survey and interviews with industry experts. Based on the analysis of current CRM and the specific data collected, a framework of manufacturer‐retailer relationship optimization model (MRROM) for the MH industry was developed and validated trough the MH industry practitioners.

Findings

MRROM describes the overall framework of an industry‐specific CRM solution for the MH industry and suggests a new paradigm for the MH customization process as a focus area.

Research limitations/implications

This research only focused on the framework of optimal CRM system at the macro levels and an optimization model in the critically constrained manufacturer‐retailer relationship areas.

Practical implications

The proposed framework of MRROM can be used for developing the CRM vision and CRM strategies for the MH industry. It can then be the basis of an assessment of the current and required CRM capabilities of the enterprise.

Originality/value

Supply chain management for the MH industry is a new area of research. The proposed MRROM will contribute to improving the effectiveness and long‐term success of the supply chain in the MH industry. In addition, the proposed MRROM can be applied to other industries in the similar circumstances as well and is expected to facilitate the overall sales process.

Abstract

Purpose

Natural disasters, such as Hurricane Katrina (the most destructive natural calamity in US history), have destructive impact on residents, critical infrastructure, as well as, functions and services of associated industries in the affected areas. In addition, due to a lack of both understanding of natural disaster impacts and preparedness to the hurricane, it was revealed that the emergency‐related organizations were not prepared to maximize the use of the critical infrastructure to mitigate the impacts. The purpose of this paper is to help those organizations have more understanding of disaster impacts and facilitate their decision making in order to prepare better mitigation plans.

Design/methodology/approach

A disaster impact mechanism and inter‐relationships based on the main functions of associated industries are derived through an extensive literature review and case analyses. Based on these inter‐relationships, a decision support system is developed and evaluated using a winter flood disaster event in the USA as a case study. The level of inter‐relation is chosen as a metric to measure the weights for inter‐relationships between critical infrastructure and associated industries. These weights are obtained through expert interviews and surveys.

Findings

The healthcare industry, for example, is revealed as the most dependent industry and the electricity and transportation infrastructure are the most significant to the communities and the associated industries.

Originality/value

The cell model of the disaster impact mechanism, the inter‐relationship approach, and the use of the concept of level‐of‐service in this paper will contribute to improving the methodology in the area of disaster impact analysis and mitigation.

Abstract

Purpose

The purpose of this paper is to assess the severity of social and economic impact of floods on the communities and industries with respect to their reliance on the flood impacted critical infrastructure. This paper illustrates a severity assessment tool to determine the reduced serviceability level of critical infrastructure after a disaster, how the change in serviceability impacts activities of associated communities and industries, and the resulting social and economic impact.

Design/methodology/approach

The results presented in this paper are a part of a larger research designed to develop a decision support system for disaster impact mitigation. This research evaluated the impact of floods as a natural hazard on infrastructure and the related industries and communities in terms of criticality and vulnerability of infrastructure and the severity of social and economic impact if the critical infrastructure were to be affected. The overall research focused on the 2008 Midwest floods for the required data collection (including the cities of Cedar Rapids, Iowa, Terre Haute, Indiana, St Louis, Missouri, Gulfport and Des Plaines, Illinois). Relevant data were collected through questionnaire surveys, personal interviews, and site visits.

Findings

The data collected through this research highlighted the importance of relationship between infrastructure, communities and industries with respect to technical, social and economic aspects. While the overall research resulted in a Decision Support System with three modules, to assess criticality, vulnerability and severity, this paper only elaborates the Severity Assessment Tool (SAT). Serviceability of an infrastructure plays an important role in post disaster recovery and response. Reduction in the serviceability of an infrastructure also affects the functionality of the activities that depend on the affected infrastructure resulting in social and economic impact. The tool presented in this paper determines the severity of social and economic impact by evaluating the reduction in the functionality of the affected activities.

Originality/Value

The model (SAT) presented in this paper determines the social and economic impact on communities and industries due to natural disaster when the serviceability of disaster impacted critical infrastructure is impaired. This tool can be effectively used by city managers as well as emergency planners for industries and communities in developing mitigation strategies based on the severity of social and economic impact due to the affected critical infrastructure. The results would also help the decision makers in arriving at more effective investment decisions to repair/rehabilitate certain critical infrastructure.

Abstract

Purpose

Natural disasters often destroy hundreds of homes that leave victims homeless and leads to community displacement. In the USA, such disasters happen over 60 times per year. This leads to logistical and contractual nightmare for the planning agencies and political/community leaders required to provide shelter for displaced citizens. One of the most important challenges for the policy makers and aid providers is to make homes available to the homeless victims in as short a period as possible. Temporary shelter is costly and often excessively delayed. Also quality and long stay (more than four years for the Katrina victims) in temporary shelter affected victims both mentally and physically. The aim of this paper is to propose a strategic framework that assists responsible entities to provide housing to the disaster victims in a short period of time, for example to construct 200 homes in 30 days after disaster (representing a subdivision).

Design/methodology/approach

The main objective of this research is to perform feasibility study of implementing such a strategy that would enable agencies to provide better solutions for post disaster housing assistance. This paper mainly explains four phases that constitute the development of the strategic framework. The first two phases of the framework carry out pre‐disaster planning and establish relationships among the participating entities. Whereas, the third phase includes simulating post disaster processes identified in the previous phases to evaluate response trade‐offs. The last phase is about the real implementation of this strategy after disaster that also incorporates its outcomes and experiences into previously planned strategy.

Findings

It was found through second part of research, simulation studies, that such a strategy can be prepared before the disaster and activated when needed. This would drastically reduce the housing response time.

Originality/value

This would help in improving the strategy for future disasters. Successful execution would facilitate opportunities to reduce stress for the victims and encourage faster recovery.

Continued advocacy will seek to commit more cities and increase the support by national governments to support city resilience and local capacities.
