Abstract
Purpose
The purpose of this paper is to investigate how to strategically reengineer the government processes in e-governance to ensure the implementation of future-oriented and sustainable e-governance across developing countries.
Design/methodology/approach
This study has used learning from the theory of strategic intent. The present study has been conducted using exploratory sequential mixed method research. The findings of exploratory study, supported by extant literature on reengineering, core competencies and e-governance success, forms the basis for proposed research framework, which is empirically tested with 359 respondents from the two government departments in India using partial least square technique.
Findings
The findings of this study suggested that it is needed to reengineer the government processes with a view to develop the core competencies to ensure the long-term success of e-governance implementation in terms of future-orientation and sustainability. The reengineering transformations are found to have significant positive effect on the core competencies development that, in turn, has a positive effect on the success of e-governance.
Research limitations/implications
The limitation of this study is the small sample size of qualitative and quantitative study owing to the missing willingness of government officials to respond to the research instruments.
Practical implications
The findings of this study would help e-governance practitioners to focus on the key strategic areas which will ensure the long-term success of e-governance and make the same valuable for the current and upcoming generations.
Originality/value
This study made an original contribution to e-governance literature by developing and validating a theoretical model for empirically assessing the strategic effect of business process reengineering changes on e-governance success (in terms of future orientation and sustainability) through mediating variable, core competencies.

Purpose
The purpose of this paper is to empirically identify the themes of core-competencies required for future-oriented and sustainable e-governance practices, especially across the developing nations.
Design/methodology/approach
The present study has been conducted using the sequential mixed method research wherein the exploratory qualitative study is first carried out with the government officials involved in e-governance implementation across India to identify the themes of core-competencies. The findings of this exploratory study are then empirically tested with the 359 respondents from Group A and Group B officers of the two government departments in India using partial least square technique.
Findings
The findings suggested that to ensure the implementation of future-oriented and sustainable e-governance, it is required to develop the core-competencies. The significant core-competencies explored are, namely, process management, employee engagement, internal service quality, external service quality, citizen satisfaction, leadership, culture and technology.
Research limitations/implications
As strategic implementation of e-governance is a relatively new area of study, the present study has used the learning from core-competencies studies in the non-government sector.
Practical implications
The findings of this study underscore the need for strategic implementation of e-governance to have long-term success of e-governance. The requirement is to develop the core-competencies. These core-competencies are the key to making the government departments proactive in dealing with any future contingency without compromising on the departmental performance.
Originality/value
The present research is one of the few research studies focusing on the implementation of sustainable and future-oriented e-governance. The current study has laid the stepping stone for investigating the role of core-competencies to ensure the implementation of sustainable and future-oriented e-governance.

Abstract
Purpose
This paper aims to investigate the effect of metaphor “Digital India-Power to Empower” on citizens’ intention to adopt the e-governance while taking citizens’ attitude and emotional attachment with Digital India as mediating variables between citizens’ involvement and intention to adopt e-governance.
Design/methodology/approach
After reviewing the extant literature and using the learning from Technology Acceptance Model-Extension (TAME), a conceptual model has been proposed. The model is empirically tested on 224 respondents from India using structural equation modeling technique.
Findings
The paper suggested that the metaphoric promotion of E-Governance leads to a higher intention to adopt E-Governance. Metaphoric promotion has a positive influence on citizen involvement with E-Governance, which leads to positive attitude toward E-Governance. This positive attitude leads to citizens’ emotional attachment with E-Governance, which in turn leads to citizens’ positive behavioral intention to adopt E-Governance. In addition, there is a significant difference in attitude toward E-Governance with respect to education level and metro city dwelling, but there is no difference in intention to adopt E-Governance with respect to education and metro city dwelling.
Research limitations/implications
As there is a dearth of research on the usage of metaphor by government and its effect on citizens’ adoption of E-Governance, a conceptual model has been prepared by using learning from metaphor studies majorly in non-government services.
Originality/value
As marketing and metaphors are rarely spoken words in E-Governance research, present study starts the much-needed conversation. In the past, adoption of E-Governance is studied in terms of technology attributes using TAM Model. The present study is first to explore the behavioral impact of E-Governance metaphoric promotion on citizens’ intention to adopt E-Governance based on TAME model. It raises the issue of marketing foundation of E-Governance in mobilizing the citizens’ intention to adopt the E-Governance.

Abstract
Purpose
This study tries to examine the factors that influence the adoption of e-governance mobile applications among Indian citizens. In addition, this study aims to analyse the impact of these factors on the adoption process.
Design/methodology/approach
The study used convenience sampling procedure to collect the data from 431 citizens of India. Confirmatory factor analysis and structural equation modelling techniques were used to assess the validity of scale and test the hypotheses.
Findings
The finding reveals that the information quality (IQ), perceived usefulness, social influence and government appeal (GA) significantly and positively impacted the attitude of citizen towards the m-governance. In addition, perceived ease of use was not significantly and positively impacted the citizen towards the m-governance.
Practical implications
This study aims to contribute to the existing literature on m-governance adoption in the developing nation. The study intends to provide insightful information on the factors influencing the adoption of m-governance. Also, this study seeks to make a scholarly contribution and provide practical insights for professionals in the industry and government departments.
Originality/value
Mobile applications transform the government operations and enhance the efficiency of government service delivery. Although there are numerous benefits of m-government application, but still the adoption rate of m-governance is steady. The study uses technology acceptance model along with incorporated two additional constructs, i.e. IQ and GA, to make model more comprehensive and robust to understand the m-governance adoption intention.

Abstract
This chapter measures total factor productivity growth (TFPG) using Malmquist productivity index (MPI) and the growth of MPI of Indian Textile Industry employing nonparametric data envelopment analysis (DEA), during 1995–2016, exploring company (firm) level Center for Monitoring of Indian Economy (CMIE) Prowess data; examines whether TFPG has improved after the withdrawal of multifiber trade agreement (MFA) since 2005; decomposes TFPG into technical change (TC), technical efficiency change (TEC), and scale efficiency change (SEC); and explains the factors behind the movement of TFPG, considering the effect of R&D (RD), exports (EX), marketing expenditures (MKTs) advertisement expenditures (ADVs), imports (IMP), using second-stage panel regression. Empirical evidence supports fluctuating pattern of TFPG during 1995–2016, with a marginal declining tendency. TFPG has increased in 1999–2000, 2000–01, 2009–10, and 2012–13. After dismantling MFA, MPI level has significantly declined, with an increase in its growth rate, but the increase is not statistically significant. The effect of EX, RD, ADV are nonlinear, U-shaped, and IMP and MKT are inverted U-shaped, implying that the sign effect of any variable depends on its size. There are joint interaction effects of (a) RD and EX; RD and MKT which are positive, (b) ADV and MKT as represented by the ratio (ADV/MKT), having nonlinear inverted U-shaped relation. The joint interaction effect supports that the impact of one variable depends on the magnitude of other. The marginal effect of EX, IMP, and ADV are positive; increase in these variables promotes TFPG. The greater role of ADV over MKT is evident. The marginal effect of RD is negative; the average level of RD is too low to generate positive effects, and, thus, there is an urgency of increasing RD. The promising part of the decomposition analysis is that highest contribution to growth rate of TFPG is the growth rate of TEC followed by growth rate of TC, and thus by increasing TEC and TC, higher growth rate of TFPG is achieved and may be beneficial in the long run and may lead to absorption of economic shocks for an economy facing recession in its output growth. Some policy suggestions are made for boosting up TFPG.

Purpose
E-government development (EGD) is vital in enhancing the institutional quality and sustainable public service (SPS) delivery by eradicating corruption and cybersecurity crimes.
Design/methodology/approach
The present study applied econometric fixed-effect (FE) regression analysis and random forest (RF) algorithm through machine learning for comprehensive estimations in achieving SPS. This study gauges the nexus between the EGD as an independent variable and public service sustainability (PSS) as a proxy of public health services as a dependent variable in the presence of two moderators, corruption and cybersecurity indices from 47 Asian countries economies from 2015 to 2019.
Findings
The computational estimation and econometric findings show that EGD quality has improved with time in Asia and substantially promoted PSS. It further explores that exercising corruption control measures and introducing sound cybersecurity initiatives enhance PSS's quality and support the EDG effect much better.
Practical implications
The study concludes that E-Government has positively impacted PSS (healthcare) in Asia while controlling cybersecurity and institutional malfunctioning made an E-Government system healthier and SPS development in Asia.
Originality/value
This study added a novel contribution to existing E-Government and public services literature by comprehensively applied FE regression and RF algorithm analysis. Moreover, E-Government and cybersecurity improvement also has taken under consideration for PSS in Asian economies.

Abstract
Purpose
This paper aims to examine the mediating role of occupational stress in addressing the missing link between organisational intelligence (OI) traits and digital government service quality and propose relevant strategies in sustaining the digital government service quality whilst enhancing the psychological well-being of the service providers.
Design/methodology/approach
This paper utilises a triangulation design approach to interpret the findings of the study and propose pertinent strategies. Firstly, we examined the mediating role of occupational stress in addressing the link between OI traits, and digital government service quality. Next, we examined the priority factors of OI traits and occupational stress to sustain the quality of digital government services via the Importance-Performance Map Analysis (IPMA). These findings were cross-examined with the code’s percentage generated from participants’ open-ended survey feedback on aspects that requires improvement in sustaining service quality.
Findings
In principle, occupational stress mediates the relationship between OI traits at the third-order component level and digital service quality. Analysis at the lower component level shows that the mediation effect of occupational stress is only significant in the presence of employee-oriented OI traits and “Alignment and Congruence”. Accordingly, the IPMA exhibited the importance of “Job engagement”, “Alignment and Congruence” and “Occupational Stress” in sustaining service quality. Conversely, code’s percentage analysis demonstrated the role of other insignificant traits such as “Leadership” and Appetite for Change and Knowledge Deployment’ in ensuring the sustainability of digital service quality.
Originality/value
By integrating the Organisational Model of Stress with Public Service-Dominant Logic, this paper rejuvenates the stressors utilised in a traditional work setup and widens the perspective of individual job performance to organisational level performance, to reflect the context of today’s public service delivery. We triangulated the outcome from mediation analysis, IPMA as well as open-ended feedback analysis and propose prioritisation on the aspects of “Employee-oriented traits”, “Psychological Well-being”, “Alignment and Congruence”, “Leadership” and “Appetite for Change and Knowledge Deployment” aspects for sustaining digital government service quality. Considering the significance of occupational stress in sustaining service quality in both quantitative and qualitative analysis, this paper also takes the approach of proposing a stress intervention program at the individual and organisational levels to manage the psychological well-being of the service providers.

Purpose
This paper aims to determine the hierarchical relationship between building partnership competencies for public sector educational leaders (ELs) administering and running the education system.
Design/methodology/approach
An interpretive structural modelling (ISM) technique was used to develop a hierarchical structural model for building partnership competencies. Nominal group technique (NGT) was used with the help of experts’ suggestions and opinions at the beginning of ISM to identify building partnership competencies. Also, the NGT was used to rank the competencies. A structural self-integration matrix was developed based on experts’ voting and agreement. Cross-impact matrix multiplication applied to classification (MICMAC) analysis was used to analyse the relationship among the building partnership competencies. A total of 11 experts were chosen for NGT and ISM sessions.
Findings
A total of 16 building partnership competencies were identified for this study. The competencies were compartmentalised into four domains: creative collaboration, create network, develop collective culture and encouraging constructive dialogue. MICMAC analysis shows each domain of the model of its key competencies ranked at the highest level in the ISM model and dependent competencies.
Research limitations/implications
ISM is a modelling approach that is based solely on expert opinions and responses. Its limitation can be overcome with the help of empirical analysis.
Practical implications
This study supports the public sector ELs’ professional development and upskilling. In addition, the model developed in the study will be helpful for stakeholders, human resources division and policymakers to incorporate building partnership competencies in the training and development of ELs.
Originality/value
This study helps to identify and prioritise building partnership competencies using NGT and ISM. Literature shows that numerous authors have used the ISM approach. Still, the combination of NGT approach is limited. Therefore, the model developed in the study was based solely on experts’ opinions and suggestion based on their experiences and knowledge.

Abstract
Purpose
This study aims to examine what factors shape Muslim business operators’ attitudes towards pre- and post-value-added tax (VAT) implementation in the United Arab Emirates (UAE).
Design/methodology/approach
A longitudinal approach is employed to collect data from a total of 200 respondents, during both the pre-VAT implementation period and the post-VAT implementation period. A partial least squares structural equation modelling approach was performed to analyse the research.
Findings
Empirical findings revealed that challenges in implementing the VAT system were the primary predictors of Muslim business operators’ attitudes regarding the pre-VAT implementation period in the UAE because they were aware that the penalties associated with non-compliance would outweigh the costs incurred in preparing for the VAT. During the post-VAT implementation period, awareness was the strongest influence on Muslim business operators’ attitude because there are no income taxes imposed on businesses and individuals in the UAE.
Practical implications
The introduction of VAT in the UAE ignited great controversy on the part of Muslim business operators, who viewed the new tax system as a significant challenge or risk to their careers, especially when they realised that they would have to play a significant role in tax collection. VAT registration should be required for all businesses regardless of size since they are going to be the tax agents for the government. Indeed, the government should finalize policies and procedures on the penalties for non-compliance since such legalities could greatly contribute towards the acceptance of VAT.
Originality/value
Challenges prompted Muslim business operators to become more knowledgeable about VAT, whereas also developing a greater awareness and sense of preparedness regarding the implications of the system on their businesses. This discovery has advanced the theoretical understanding of the topic and its managerial implications.
