Abstract
Purpose
The purpose of this article is to present an aggregated methodology for construction of the stop word list in Farsi language and generate a generic Farsi stop word list.
Design/methodology/approach
The stop word list is extracted based on: syntactic classes, domain dependent, corpus statistic and expert judgments. Some of the main challenges that arise in the Farsi automatic text processing are outlined as well.
Findings
Results from the techniques are aggregated and a general Farsi stop word list containing 927 words is generated.
Practical implications
The created stop word list can affect the efficiency and effectiveness of retrieval and indexing process in Farsi information retrieval system, moreover, it can play an important role during Farsi text segmentation.
Originality/value
Our stop word extraction algorithm is a promising technique; it could be applied into other languages that they have ambiguities in automatic text segmentation.

Purpose
The purpose of this study is to analyze the existing literature on the application of the Internet of Things (IoT) and to give an overview of how libraries are adopting this emerging technology to make users feel more engaging with the library resources and service provision.
Design/methodology/approach
The basic architecture of IoT with its functionality has been enumerated and its different layers have been depicted.
Findings
A conceptual library IoT model, working on Message Queuing Telemetry Transport protocol, based on the fog-cloud computing layer of architecture has been proposed. This study also highlights the sensor-based current library services.
Originality/value
This study focuses on the existing practices of adoption of library IoT and discusses the possibilities of its future expansion in different areas.

Abstract
Purpose
Industries throughout the world have gone through four phases of the industrial revolution. Today, the authors are encountering the Fourth Industrial Revolution (Industry 4.0 or 4IR), which is characterized by the application of information and communication technologies in the industry. This study aims to evaluate the growth of literature in the context of libraries and the Fourth Industrial Revolution and then identify the active research actors, countries, affiliations and sources and the status of collaboration across various geographical locations.
Design/methodology/approach
A systematic literature review was conducted. The data were extracted from the Scopus database incorporating scientometric and altmetric indicators. The search terms were TITLE-ABS-KEY “Industry 4.0” OR “4IR” OR “Fourth Industrial Revolution” AND “Library 4.0” OR “librarian 4.0” OR “libraries” OR “library” OR “library service” without any limitation. The results identified 218 documents out of which 67 core documents are related to libraries. Analysis was performed using MS Excel and VOSviewer.
Findings
South Africa, Nigeria and South Korea were the three most productive countries in the field. Library Hi Tech News is the most productive journal. Collaboration among African countries like South Africa, Nigeria and Zimbabwe seems to be good and they constituted the largest share of documents. The research on the Fourth Industrial Revolution in the context of libraries still lacks social media attention.
Originality/value
This study is the first systematic review in this area using a combination of scientometrics and altmetrics. The results will serve as a valuable reference for future researchers and policymakers.

Abstract
Purpose
The present study demonstrates how browser plugins have been adopted by libraries in recent times to empower users in participatory academic and research activities. The study aims to present a brief synthesis of the practical use of browser plugins in libraries and their possible future use.
Design/methodology/approach
Web-based survey method was applied in the study to search and find browser plugins associated with academic library websites and to explore their area of application.
Findings
With the descriptive account of the implementation of plugins in academic libraries, supported by numerous examples, the study presents the pertinence of various approaches as appeared on library websites.
Research limitations/implications
The present investigation is limited to the academic libraries only.
Originality/value
The good practices enumerated in the study will improve the understanding of the young library professionals about the practical usage of plugins and the steps to enhance accessibility to plugins.

Purpose
The study aims to investigate the potential of artificial intelligence chatbots in academic libraries along with the dangers associated with the technology.
Design/methodology/approach
Literature were sourced from Google scholar and Scopus database-indexed journals to assess the potentials and drawbacks of using ChatGPT (generative pretrained transformer).
Findings
The study found that ChatGPT can aid with technical and reader services such as answering basic reference inquiries, navigating the library website and assisting with research, cataloguing, classification and collection development. However, due to the risk of inaccurate query responses, misuse, limited comprehension, input limitation and technological reliance, it should be a complementary technology rather than a replacement for human librarians.
Originality/value
To the best of the author’ knowledge, this is one of the first articles reviewing the potential of ChatGPT in academic libraries.

Abstract
Purpose
This study aims to explore the key factors in achieving an efficient e-government portal management system from a citizen perspective. Accordingly, this study focuses on explaining how an e-government portal should manage its digital public services for citizens efficiently.
Design/methodology/approach
This study employs a qualitative research design. As a sample case, this study preferred to analyze the Turkish e-government portal. The data is based on available open access data and information from the Turkish e-government portal, which is called e-Government Gateway in practice. In addition, the data of TURKSTAT (Turkish Statistical Institute) were used to determine the general profile of citizens about Internet skills and usage. Then, the data is analyzed by descriptive content analysis.
Findings
As a result of descriptive findings, user type, digital platform options, security and access options, and digital public service classification are all found as important factors for providing a well-designed e-government portal system from a citizen perspective. Especially, citizens should be informed about using options and service categories and types to be accessed by the e-government portal. Social media tools are efficient factors when informing citizens about the e-government portal and communicating with them.
Research limitations/implications
This study provides an original model to explain how the Turkish e-government portal works from a citizen perspective. However, there are some limitations to the study. The findings and suggestions are based on the Turkish e-government portal and its digital public service management. Also, this study evaluates the efficiency of the e-government portal management from a citizen perspective. Future studies can investigate e-government portal management for different countries by different approaches or research designs.
Practical implications
Based on the Turkey case, it is determined that creating an e-government portal with having up-to-date public services, including both web-based and mobile-based platforms, will support the adoption and use of e-government portals.
Social implications
The digital transformation of government is almost the main issue for policymakers in the world. But, this transformation process has some risk factors as well as challenges. To overcome these challenges, policymakers should design flexible and adaptable digital portals and systems to provide easy-to-use and self-use options for the citizens.
Originality/value
This study reveals key factors for efficient e-government portal management by providing descriptive evidence from Turkey. The main contribution of this study is expected to give practical implications and to guide other countries about the adoption of efficient e-government portals by citizens.

The purpose of this paper is to introduce chatbot as a new tool of artificial intelligence (AI) and represent the feasibility of using it in different sections of libraries.
Design/methodology/approach
The present paper is a theoretical paper that was conducted by the library research method. In this paper, while reviewing various articles in the field of a chatbot, has been tried to identify practical usage of chatbot in library and information centers and also illustrate it.
Findings
Findings show that although chatbot is used in some libraries, but this use is limited. Libraries must use the capabilities of this powerful tool for their own purposes and provide the satisfaction of their users. In addition to the benefits of a chatbot, there are some challenges that should be considered by librarians.
Originality/value
Few articles have addressed the usage of AI tools such as chatbot in libraries. So, this paper is one of the few articles that express the usage of chatbot in different sections of the library and gives practical examples of their usage in some libraries, mentions the challenges ahead of librarians in the face of this technology.

Abstract
Purpose
The increasing prevalence of coronavirus disease (COVID-19) is a global crisis that leads to physical and psychological outcomes for health-care workers, so this study aims to investigate the mental health outcomes (including general health, generalized anxiety disorder and posttraumatic stress disorder) in health-care workers in Rafsanjan, Iran.
Design/methodology/approach
By using convenience sampling, this cross-sectional study was conducted on 332 health-care workers working in public hospitals in southern Iran. Data collection lasted from March to April 2020. General Health Questionnaire (GHQ-28), Generalized Anxiety Disorder 7-item (GAD-7) and Impact of Event Scale were used to collect data. The data were then analyzed by using SPSS 25 and descriptive and inferential statistics (chi-square and multivariate logistic regression).
Findings
In total 45.5% of the participants had psychological disorder according to GHQ. In addition, 25.3% of the participants had GAD and 31.6% had posttraumatic stress disorder (PTSD). The results using multivariate logistic regression showed that only income was significantly associated with psychological disorders (95% confidence interval for odds ratio: 1.32–6.45, P = 0.008).
Practical implications
According to the results, the incidence of GAD and PTSD was high among health-care workers. Therefore, it is recommended that the psychological skills of health-care workers be strengthened through counseling and training programs.
Originality/value
This paper provides a novel analysis of mental health in health-care workers in Iran.

Abstract
Purpose
This paper aims to examine the perceived influence of knowledge management (KM) practices on the success of e-government initiatives. This paper proposes a framework depicting the overall perspective of the interactions between the environment and KM practices and associated processes in the context of e-government.
Design/methodology/approach
A conceptual framework was built to set the stage for empirical analysis, which included four major constituents: IT infrastructure, administrative issues, KM practices and e-government projects success. A sample of 181 civil servants completed a survey measuring the factors included in the research model. Structural equation modeling technique was used to test the model.
Findings
Results have identified IT infrastructure and administrative issues as significant predictors of e-government projects’ success, where the relationship was mediated by KM practices. The model explained 52.7 per cent of the variance in e-government success.
Research limitations/implications
Governments need to enforce policies to encourage KM practices and make available the needed infrastructure for such environment. The sample size and the new Arabic survey used in the study are the major limitations, where more research is encouraged to validate the instrument and generalize the findings to different environments.
Originality/value
This study is the first in Jordan, and one of the few that related e-government to KM practices by proposing a comprehensive model that sums the factors related to such relationship. Its value stems from its sample of public employees and the support of its proposed framework.

Purpose
This paper aims to collect the terminologies from the Ministry of National Defense military dictionary and to design a military-based wiki system, TMTpedia, to serve as a collaborative and sharing platform for military personnel.
Design/methodology/approach
The development of the system is based on a prototype design and case illustration. The framework of the Taiwan Military Terminology Wikipedia system (TMTpedia) consists of three major subsystems, namely, Military Terminology Dictionary Processing, Military Article Contents Extension and Military Article and Resource Recommendation. This paper applies the engines of MediaWiki to design the proposed TMTpedia, and embedded different functions into a variety of system modules are developed by using such tools as C#, Java and SQL Server.
Findings
In this demonstration, the focus is on the topics of “Communications, Electronics and Information Operations” that are illustrative of cases that reveal the results of the TMTpedia system.
Originality/value
The main contributions of this paper are to transform military terminologies from a traditional dictionary into Wiki-based platform that can provide a reference framework for knowledge collaboration, to extend the content on the TMTpedia system from an external knowledge encyclopedia to an extensible mechanism that can renew military concepts for the accuracy of knowledge sharing and transformation and to implement a recommendation model into the TMTpedia system that dynamically provides relevant military information from external resources to enhance the effectiveness of knowledge acquisition.
