Abstract
This article describes a low‐cost approach to the search for alternatives to CFC cleaners. In this approach the cleaning and soldering cycles are combined under nitrogen. The effects of inerted reflow are reviewed and quantified. A no‐clean solder paste to take advantage of the inert atmosphere is described and compared with conventional formulations. Processing conditions are outlined. Finally, process and capital costs of the new product are compared. The article concludes that the new formulation performs as well as conventional pastes, but leaves fewer residues than a separate cleaning process. Process and capital costs are less than half those of liquid cleaning.

Abstract
Increased emphasis on offering quality education underscores the need for developing a rigorous process for assessing academic programs in higher education. In this chapter, we develop a practical and rigorous framework for comprehensive assessment of academic programs. This framework generates in-depth communication between the academic departments and the university administration. It provides a useful tool for advancing the university mission, setting priorities, allocating resources, and identifying future areas of potential growth. This data-driven framework covers a wide range of qualitative and quantitative variables. To ensure a smooth and efficient implementation of the assessment process we present the critical stages in the development of a successful program assessment framework − from determining the assessment criteria, establishing the organizational climate, appointing the assessment committee, preparing program self-studies, to collecting and analyzing data. We present real examples from the author’s home institution to illustrate and support the reader’s understanding of the framework.

Abstract
Purpose
The purpose of this study is to explore current practices, challenges and technological needs of different data repositories.
Design/methodology/approach
An online survey was designed for data repository managers, and contact information from the re3data, a data repository registry, was collected to disseminate the survey.
Findings
In total, 189 responses were received, including 47% discipline specific and 34% institutional data repositories. A total of 71% of the repositories reporting their software used bespoke technical frameworks, with DSpace, EPrint and Dataverse being commonly used by institutional repositories. Of repository managers, 32% reported tracking secondary data reuse while 50% would like to. Among data reuse metrics, citation counts were considered extremely important by the majority, followed by links to the data from other websites and download counts. Despite their perceived usefulness, repository managers struggle to track dataset citations. Most repository managers support dataset and metadata quality checks via librarians, subject specialists or information professionals. A lack of engagement from users and a lack of human resources are the top two challenges, and outreach is the most common motivator mentioned by repositories across all groups. Ensuring findable, accessible, interoperable and reusable (FAIR) data (49%), providing user support for research (36%) and developing best practices (29%) are the top three priorities for repository managers. The main recommendations for future repository systems are as follows: integration and interoperability between data and systems (30%), better research data management (RDM) tools (19%), tools that allow computation without downloading datasets (16%) and automated systems (16%).
Originality/value
This study identifies the current challenges and needs for improving data repository functionalities and user experiences.

Abstract
Purpose
The research introduces means for improving premanufacturing processes (design, procurement and bidding) by leveraging digitalisation in offsite construction. Specifically, this paper proposes a framework that provides measures for the planning and implementation of digitalisation in offsite construction by positioning building information modelling (BIM) as the key technology and lean principles to add value and reduce waste.
Design/methodology/approach
The paper follows the design science research approach to develop the proposed framework and attain the aforementioned objective. The developed framework includes data collection, value-stream mapping and simulation to assess current processes, develop and propose improvements. An empirical implementation is employed to demonstrate the applicability of both the framework and the measures used to evaluate the outcomes.
Findings
The application of the proposed three-stage framework resulted in 9.45%–23.33%-time reduction per year for the various improvement categories in premanufacturing phases. Employing simulation and applying the developed measures provide incentive for upper management to adopt the suggested improvements. Additionally, while the empirical implementation was tested on a modular construction company, the methods used indicate that the framework, with its generic guidelines, could be applied and customized to any offsite company.
Originality/value
While several studies propose that BIM-Lean integration offers an advantage in the context of production systems, this paper focuses on the initial design and planning phases, which are mostly overlooked in the literature. Moreover, the present study provides quantitative evidence of the benefits of data integration through BIM technology.

Abstract
Despite the implementation of the “land for social security” scheme to compensate for land expropriation in rural China, the distribution of social security benefits varies widely both between and within provinces. Why do local officials offer pension compensation in addition to cash payments to some landless farmers and not to others? Using in-depth interviews and survey data, I find that certain attributes of collective demands may signal a threat to social stability, prompting government concessions in the form of welfare benefits. Particularly, among the dispossessed farmers who have engaged in petitions, those who petitioned to higher-level officials were found to be more likely to receive pension benefits than those who have participated in claim-making with a bigger crowd. I propose that in the administrative hierarchy system of cadre evaluation, local officials may perceive public visits and petitions to higher levels of government as more threatening to their career prospects. Moreover, the dilemma between compensation and stability maintenance may also enable local officials to condone strategic targeting rather than collective gathering.
