Abstract

Purpose

Consumer perceptions regarding what constitutes best food risk management (FRM) practice may vary as a consequence of cross‐cultural differences in consumer perceptions, cultural contexts, and historical differences in governance practices and occurrence of food safety incidents. The purpose of this paper is to compare the views of Russian consumers with those of consumers in European Union member states.

Design/methodology/approach

A survey previously conducted in five EU member states was replicated using a Russian consumer sample (n=460, SEM analysis). Psychological factors underpinning consumer evaluations of food risk management quality (FRMQ) were identified. A qualitative study (consumer focus group, n=9) allowed for in‐depth interpretation of the quantitative results.

Findings

Russian consumers hold similar views to consumers in EU member states regarding their perceptions of what constitutes effective FRM practices. However, the perceived honesty of food chain actors was an important determinant of perceived FRMQ only for Russian consumers, who also perceived that they were primarily responsible for their own food‐related health protection. EU consumers attributed more responsibility to food chain actors and the authorities.

Research limitations/implications

The analysis compared Russian consumers with consumers in five different EU member states. The results cannot be extended to compare Russian consumers with the entire EU.

Practical implications

An international risk communication policy is likely to be impractical, and should be developed at a national or regional level. Given that Russian consumers take personal responsibility for their own health protection, information needs to be provided to enable them to do so.

Originality/value

To the authors knowledge, this is the first comparative analysis of the determinants of perceptions of effective FRM held by Russian consumers with consumers from within the EU regulatory area.

Abstract

Purpose

Interactive decision making has become a recurrent practice across countries, policy sectors and tiers of government. The purpose of this paper is to analyze how organizational arrangements, i.e. the way the interactive process is designed, influence its outcomes.

Design/methodology/approach

The research is carried out through a multiple case study. Four cases of interactive decision making are analyzed using a qualitative framework.

Findings

Findings can contribute to shed light on the organizational underpinnings of the outcomes of interactive decision making. Accessibility, in particular meant as process openness, i.e. the intensity of the decision-making powers that are devolved to the public, seems to represent the key factor in producing positive outcomes, especially if associated to less-formalized arrangements.

Practical implications

On the practice oriented side, findings provide decision makers with insights about how to design interactive mechanisms to improve the chances they would “work.” Specifically, finding suggest to launch interactive initiatives only when the public’s expectations in terms of process openness can be satisfied.

Originality/value

The way organizational arrangements influence outcomes is likely to be affected by context-specific factors interacting with the formers in generating the latters. Therefore, in order to reach meaningful research results it might be necessary to systematically factor context-specific features in the analysis. Here lies the relative novelty of the paper: although the relation between arrangements and outcomes of interactive decision making has been already investigated by other contributions, the present analysis purposefully focusses on cases occurred in the same policy sector, in one homogeneous geographical location and characterized by the same administrative tradition in order to discount the influence of these factors.

Abstract

Purpose

The current paper is an attempt to evaluate the role of CBOs in promoting citizen participation in the decision-making process of local government institutions of Gujranwala, Punjab, Pakistan. Among the most used evaluation techniques of participatory citizenship, the researchers have used an outcome driven approach based on “social goals.” Specifically, the purpose of this paper is to explore the extent to which CBOs have been effectual for the promotion of participatory citizenship in decision making of local government institutions in Punjab, Pakistan. In addition, the paper also explores the influence and success level of CBOs in incorporating the preferences and needs of public in decision-making of local government services.

Design/methodology/approach

For this purpose, data have been collected through a self-administered survey questionnaire including both open and close-ended questions. A total of 424 questionnaires were collected from citizens, local government officials and CBO members. Standard survey techniques such as frequency distribution and comparative analyses were used for data analysis.

Findings

In assessing the role of CBOs in educating all the stakeholders and the general public as well as to ascertain the incorporation of public needs and values into local government decision making, the paper finds that the effectiveness of CBOs is very low to fulfill its objectives. The study suggests the need to have more programs to educate CBOs, enhance public awareness campaigns and also to put into place proper mechanisms to incorporate and evaluate the public needs.

Originality/value

This paper fulfills the much-needed research gap by the exploring the unknown contribution of CBOs in Pakistan. The paper has added value to the current literature by highlighting that unless there is strong political will and eagerness of local bureaucracy to give up their powers, the inclusion of citizen participation through CBOs in decision making of local government would just be a futile exercise.

Abstract

Purpose

The purpose of the paper is to compare visitor perspectives of the governance of two of Canada's largest park systems: the parastatal model of Ontario Provincial Parks and the public and for‐profit combination model of British Columbia Provincial Parks.

Design/methodology/approach

The authors developed an electronic survey based on the ten UNDP criteria of governance: strategic vision, accountability, transparency, consensus‐orientation, public participation, efficiency, effectiveness, responsiveness, equity, and rule of law. The survey was administered to park visitors for both park systems in the summer of 2008 and spring of 2009 (British Columbia Provincial Parks n=112, Ontario Provincial Parks n=255).

Findings

Researchers determined that the ten governance sections of the survey actually form 11 governance factors. Data suggested statistically significant differences in regards to the visitors' perceptions between the two park systems. Specifically, visitors to Ontario Parks ranked all 11 criteria of governance higher, closer towards good governance, than did visitors to British Columbia Parks (p<0.001).

Practical implications

These results suggest that the Ontario Parks parastatal model is closer to the ideals of good governance as perceived by the park users, when compared to the British Columbia parks' public and for‐profit combination model. This paper also provides future policy makers with a new understanding of the multiple factors that affect visitors experience and perceptions of protected areas.

Originality/value

This is one of the first studies to investigate visitors' perceptions of two commonly used protected area management models. These research findings contribute to the debate regarding which protected area management model is superior when compared using the UNDP governance criteria.
