Abstract

Purpose

This study aims to compare graduate student perspectives of online versus face-to-face (FTF) education during the pandemic at two different universities. One university, the “International University”, was physically located in Korea but served an international base of students, and the other was a Jesuit, Catholic University in the USA.

Design/methodology/approach

An online Qualtrics survey was used to gather student perceptions on a five-point Likert scale on individual and program factors. Chi-square analysis using the contingency coefficient as the nominal value was performed to uncover significant differences.

Findings

Significant differences between the two groups existed on motivation, discipline, self-directed, independence, cost investment, preference, happiness, difficulty, student-to-student interaction and student-to-instructor interaction. This research has implications for instructors and administrators in identifying shortcomings and highlighting the uniqueness of different practices around the world.

Originality/value

Previous studies on student perceptions have been performed. However, this study is original in the fact that it directly compares two different graduate student populations perspectives of online versus FTF during the pandemic.

Abstract

First January 1973 will not only mark the beginning of a New Year but a year which history will mark as a truly momentous one, for this is the year that Britain, after centuries of absence, re‐enters the framework of Europe as one of the Member‐States of the enlarged European Community. This in itself must make for change on both sides; Britain is so different in outlook from the others, something they too realize and see as an acquisition of strength. There have been other and more limited forms of Continental union, mainly of sovereignty and royal descent. Large regions of France were for centuries under the English Crown and long after they were finally lost, the fleur de lis stayed on the royal coat of arms, until the Treaty of Amiens 1802, when Britain retired behind her sea curtain. The other Continental union was, of course, with Hanover; from here the Germanized descendants of the Stuarts on the female line returned to the throne of their ancestors. This union lasted until 1832 when rules of descent prevented a woman from reigning in Hanover. It is interesting to speculate how different history might have been if only the British Crown and the profits of Tudor and Stuart rule had been maintained in one part of central Europe. However, Britain disentangled herself and built up overwhelming sea power against a largely hostile Europe, of which it was never conceived she could ever be a part, but the wheel of chance turns half‐circle and now, this New Year, she enters into and is bound to a European Community by the Treaty of Rome with ties far stronger, the product of new politico‐economic structures evolved from necessity; in a union which cannot fail to change the whole course of history, especially for this country.

At the commencement of this decade, leaving behind the “striking seventies”, we christened it the “anxious eighties”, for there was a profound disquiet and uncertainty among most of the population, a fear that things were going to get worse, but they could have hardly expected the catastrophic events of the year 1981. The criteria of quality of life are its richness, grace, elegance; by the promise it contains; inspiration and purpose, hope, determination (to survive, to make certain that the evildoer is not permitted to succeed), love of one's country — pro patria, of other days.

Abstract

The more recent history of the National Health Service, especially the Hospital Service, has been in the nature of a lumbering from one crisis to another. From the moment of its inception it has proved far more costly than estimated and over‐administered, but in the early years, it had great promise and was efficient at ward level, which continued until more recent times. As costs increased and administration grew and grew, much of it serving no useful purpose, there appeared to be a need for reorganisation. In 1974, a three‐tier structure was introduced by the establishment of new area health authorities, the primary object of which was to facilitate — and cheapen — decision making; to give the district bodies and personnel easier access to “management”. It coincided with reorganisation of Local Government, which included the transfer of all the personal health services and abolition of the office of medical officer of health. At the time and in looking back, there was very little need for this and reviewing the progress and advances made in local government, medical officers of health who had advocated the transfer, mainly for reasons of their own status, would have achieved this and more by remainining in the local government service; the majority of health visitors appear to have reached the same conclusion. They constitute a profession within themselves and in truth do not have all that much in common with day‐to‐day nursing. The basic training and nursing qualification is most essential, however. It has been said that a person is only as good a health visitor as she is a nurse.

Abstract

The pattern of food prosecutions in more recent times has remained relatively unchanged. Most have been taken under Section 2, Food and Drugs Act, 1955, even for foods which have obviously been unfit for human consumption. The Section because of its wider application has distinct procedural advantages. A few local authorities routinely use Section 8 successfully; it probably depends upon a more liberal interpretation and understanding by local justices. The five‐year study of food prosecutions, (BFJ 1971, 73, 39), separated them into a number of well‐defined groups and showed that those for the presence of foreign material were the majority and remained fairly constant throughout the period; mouldy foods increased during the five years and then remained steady as the second largest single group. The foods most commonly affected and the foreign matter commonly present could be seen; neither changed much during the period of the survey.

Abstract

One of the major developments of the post‐War years has been the rise of consumer protection ‘watchdog’ committees galore, a flood of legislation and completely changed enforcement methods by existing local authority officers who to all and intents have become a completely new service. Voluntary agencies, national and local, based on the local High Street, have appointed themselves the watchdogs of the retail trade; legislation and central departments, the larger scene. The new service has proved of inestimable value in the changed conditions; it continues to develop. When shopping was a personal transaction, with the housewife making her purchases from the shopkeeper or his staff on the opposite side of the counter; when each was well known to the other and the relationship had usually lasted for many years, often from one generation to the next, things were very different, complaints few, unsatisfactory items instantly replaced, usually without question. This continuing state of equanimity was destroyed by the retail revolution and new methods of advertising and marketing. Now, the numbers of complaints dealt with by consumer protection and environmental health departments of local authorities are truly enormous. We have become a nation of “complainers,” although in all conscience, we have much to complain about. Complaints cover the widest possible range of products and services, of which food and drink form an integral component. The complaints to enforcement authorities include many said to be unjustified, but from the reports of legal proceedings under relevant enactments, it is obvious that the bulk of them now originate from consumer complaints. Not all complainants, however, relish the thought of the case going before the courts. Less is heard publicly of complaints to the numerous voluntary bodies. Enforcement authorities see complaints in terms of infringements of the law, although their role as honest broker, securing recompense to the aggreived customer, has become important; a few departments being able to claim that they secured reimbursements and replacements of value totalling upwards of amounts which annually run into six figures. The broker role is also that adopted by voluntary bodies but with much less success since they lack the supporting authority of legal sanction.

Abstract

In a full blaze of comings and goings, it is unnecessary to remind ourselves that the holiday season is upon us; mass travel to faraway places. The media have for months, all through the winter, been extolling a surfeit of romantic areas of the world, exspecially on television; of colourful scenes, exotic beauties, brilliant sunshine everywhere; travel mostly by air as so‐called package tours — holidays for the masses! The most popular areas are countries of the Mediterranean littoral, from Israel to Spain, North Africa, the Adriatic, but of recent years, much farhter afield, India, South‐east Asia and increasingly to the USA.

Abstract

A new Protection of Consumers (Trade Descriptions) law to replace existing legislation was before the House of Lords—it had a second reading and passed to the Committee stage but has now lapsed because of the Election —as the outcome of the Molony Committee on Consumer Protection which made its final report about three years ago. Merchandise Marks law has proved extremely valuable protection for the consumer in a wide field of misdescription and in the narrower sphere of food control a useful measure for supplementing Sect. 6, Food and Drugs Act, 1955, especially where the latter seems less suitable in application. The broad purpose of the Merchandise Marks Acts is to deal with misdescription of goods—false trade description—and as far as food is concerned, this is not always a matter of quality. On rare occasions it has been seen to work in reverse. In the curious case of Essex County Council v. Tuckwell (Butchers) Ltd., 1964, where the defendant had inadvertently supplied English instead of the New Zealand lamb ordered, generally accepted as being meat of better quality, the L.C.J. held that there was no defence against the charge of having sold meat with a false trade description.
