Abstract
Purpose
This paper introduces a new set of equity and rights-based principles for health data governance (HDG) and makes the case for their adoption into global, regional and national policy and practice.
Design/methodology/approach
This paper discusses the need for a unified approach to HDG that maximises the value of data for whole populations. It describes the unique process employed to develop a set of HDG principles. The paper highlights lessons learned from the principle development process and proposes steps to incorporate them into data governance policies and practice.
Findings
More than 200 individuals from 130 organisations contributed to the development of the HDG principles, which are clustered around three interconnected objectives of protecting people, promoting health value and prioritising equity. The principles build on existing norms and guidelines by bringing a human rights and equity lens to HDG.
Practical implications
The principles offer a strong vision for HDG that reaps the public good benefits of health data whilst safeguarding individual rights. They can be used by governments and other actors as a guide for the equitable collection and use of health data. The inclusive model used to develop the principles can be replicated to strengthen future data governance approaches.
Originality/value
The article describes the first bottom-up effort to develop a set of principles for HDG.

Abstract
Purpose
This paper aims to present the feasibility study findings from a four-year project funded by the European Union Commission (the SAIL project, Staying Active and Independent for Longer). The funding stream was Interreg 2Seas which offers opportunities for coastal areas on both sides of the English Channel to work together on complex practical issues. The project focused on enabling older people to stay active and independent for longer using social innovation (co-production) approaches.
Design/methodology/approach
Ten pilot projects were developed, and each of the pilots worked with an academic partner to undertake a feasibility study that included 10 pilots across the four countries involved, France, Belgium, Holland and England.
Findings
This paper presents barriers and facilitators (using logic models) to the social innovation process with older people, which has wider relevance in terms of social innovation and its application.
Research limitations/implications
The findings which inform this paper are extensive, and this is a longitudinal qualitative study with much of the data collection being done using an online wiki (complemented by interviews and documentary analysis) which is a relatively new method for data collection. However, the consistency of the findings when analysed by three researchers was clear and pragmatically this complex method was required to examine complexity in the process of implementing social innovation in practice.
Practical implications
This project has enabled greater understanding of how social innovation can be applied and has highlighted contextual issues that can undermine or enable attempts to adopt the approach.
Social implications
For the 10 pilot projects generated, there were obviously important cultural and geographical differences in terms of engagement and practical implementation of social innovation. Some of which, as mentioned in this paper, are very important for the successful implementation of social innovation in a particular setting and indeed may be a strength or a barrier in terms of engaging with local people and agencies.
Originality/value
The development of logic models is a useful approach when the topic under study is complex and likely to produce a diverse set of process outcomes. The logic model focuses upon the relationships between the resources that are used to create the intervention and what is produced in terms of outcomes. Ultimately, this enables the identification of the factors that contribute to a successful intervention. Thus, in relation to this study, logic models have helped to provide an evidence-based framework that can support decision-making regarding the most effective use of limited resources to support successful social innovation processes in the future. The logic model for each area of the findings presented here can in the future be used to help implement social innovation; also, to consider how it can be improved in future research.

Abstract
Purpose
Social innovation has received increasing attention in recent decades (Agostini et al., 2017). This study aims to consider how the concept has been applied to the issue of ageing and what can be learnt about effective policy responses.
Design/methodology/approach
The acknowledged lack of understanding generally about the concept makes it timely to undertake a scoping review of the current evidence from social innovation projects associated with older people. A scoping review is considered appropriate where there is a need to “identify and analyse knowledge gaps” (Munn et al., 2018, p. 2).
Findings
Findings from the scoping review indicate that, as yet, the concept of social innovation is not fully defined. However, it has widespread appeal across a diverse range of disciplines and has the potential to generate innovative policy responses.
Originality/value
A key argument identified is the need to change the public’s perceptions of ageing and devise public policies that encourage and nurture age-friendly communities. In summation, although social innovation has the potential to act as a policy driver, but to be effective, it is necessary to devise robust strategies to ensure full user-engagement and active involvement of communities. Therefore, it is the process of delivery that needs urgent attention in any future research into social innovation.

Abstract
Purpose
Despite general recognition of the benefits of talking openly about sexuality with children, parents encounter and/or create barriers to such communication. One of the key barriers is a desire to protect childhood innocence. The purpose of this paper is to explore parental interpretations of childhood innocence and the influence this has on their reported practices relating to sexuality-relevant communication with young children.
Design/methodology/approach
In all, 110 UK parents and carers of children aged between four and seven years were involved in focus group discussions. The discussions were transcribed and thematic network analysis was subsequently applied to the data. Following the reading and re-reading of the transcripts for meaning, context and content, individual comments and statements were identified within the data set and grouped to generate themes.
Findings
Childhood innocence was commonly equated with non-sexuality in children and sexual ignorance. Parents displayed ambiguity around the conceptualisation of non-innocence in children. Parents desire to prolong the state of childhood innocence led them to withhold certain sexual knowledge from their children; however, the majority also desired an open relationship whereby their child could approach them for information.
Originality/value
UK parents have a strong desire to maintain the social construction of their children as inherently innocent. This discourse is affecting the way in which they communicate about sexually relevant information with their children.

Archetypally, the father’s house represents the dominant content of a culture’s collective consciousness, as well as dominance in the form of tyranny and fear. There is little question that contemporary organizations remain edifices constructed in the image of the father’s house. This article is about articulating barriers to conscious femininity in organizational contexts, drawing on psychoanalytic theory and personal experience to explore some of the social and psychological structures that contribute to the repression of feminine attributes.

Abstract
The report of the Chief Veterinary Officer of the Ministry of Agriculture and Fisheries which records the proceedings taken under the Diseases of Animals Act for the year 1929 has just been issued. It indicates clearly the enormous amount and complexity of the work which devolves on the officers of the Ministry. They may very well say with John Wesley, “ All the world is my parish.” For instance in seven outbreaks of anthrax “ which …. occurred a few years ago,” the cause was found to be infected bone meal used as a manure and imported from an Eastern country (p. 43); another outbreak was traced to beans that had been imported from China (p. 44); again, special measures have been taken, at the instance of His Majesty's Government, by the Governments of Uruguay, Brazil, and Argentine to prevent the introduction of foot‐and‐mouth disease into this country by chilled or frozen meat (p. 46); an outbreak of foot‐and‐mouth disease at Los Angeles, California, led to an embargo being placed on the importation of hay and straw from that State (p. 52); while an outbreak in Southern Sweden led to similar steps being taken (p. 52). It is unnecessary to give further instances, but it is evident that the complexities of modern commerce and the development of rapid means of transport imposes world‐wide duties on the Ministry of a nature that were by no means contemplated when in 1865 the Veterinary Department of the Privy Council—of which the present Ministry is a lineal descendant—was instituted as a result of the outbreak of cattle plague which had ravaged the country. Table I. (p. 94) gives the total number of cattle in Great Britain for the five years 1925–1929 inclusive, each year ending in June. The percentage variation in the number of cattle during that time appears to be four per cent., so that the Ministry is responsible under the Act for about 7¼ millions of cattle, the 1929 return gives 7,190,539. The census and the subsequent co‐ordination of the returns made is in itself a task of no inconsiderable magnitude. In addition to this, however, veterinary skill of a high order is demanded, not only in the interests of a trade whose dimensions are indicated by the figures just given, but in the interests of public health in relation to notifiable cases, under the Act, of bovine tuberculosis. The number of cows and heifers in milk or in calf is given as 3,166,292 or 44 per cent. of the total number of bovine animals. It is of course from these that we derive our supplies of fresh milk, so that on their health our own health to a certain extent depends, and to a greater extent the health of invalids and children to whom milk is a prime necessity. It is therefore scarcely possible to over‐rate the weight of responsibility resting on the Ministry when the relation of its duties to the incidence of bovine tuberculosis is considered. Two important facts, however, demand attention. The first is that the Tuberculosis Order of 1925 was, as the Report points out, neither designed nor expected to eradicate bovine tuberculosis. The disease is widespread, and it is to be feared somewhat firmly established in our herds—an evil legacy from the past. The most that can be done at present is by means of the Order to remove as far as possible the danger to human health from the ingestion of the milk of infected animals and to reduce the number of these animals. Any attempt which might be made to completely eradicate the disease would in our present state of knowledge lead to a serious depletion of our herds throughout the country, and large expenditure in compensation (p. 23). In the second place while the Order of 1925 requires certain forms of the disease to be reported, no steps are at present taken or can be taken to search out the disease. An organisation designed so to do would be costly, as it would in the first place involve “ a considerable extension of periodical veterinary inspection of all dairy cows, coupled with the application of the biological test ” (p. 23). Hence leaving out of consideration our deficient knowledge of the disease, though its effects are horribly evident in our national life, the old conflict of public health versus public pocket is presented to us in an acute form.

Abstract
This article reviews areas of common concern between librarians on the one hand and scholars on the other as they each attempt to pursue their work in an era of electronic information. The issues require the attention of both librarians and scholars, and it is argued that both communities need now to talk more extensively with one another in an effort to re‐think the fundamental role of the university library in the coming years. The function and importance of Integrated Scholarly Information Systems (ISIS) are discussed with examples to illustrate the ways in which scholars are likely to acquire and integrate electronic information in the future. The article concludes with reflections on two contradictory trends that are emerging in scholarly research with the expansion of electronic research systems.
