These are the basic hopes of the London Planning Advisory Committee in its Strategic Advice (part of its consultation with Londoners and Government).

This chapter explains how and why local parking policies are developed, the sometimes conflicting relationship between parking, revenue raising and economic development and the circumstances in which it may be appropriate to use parking policy as a demand management tool.

This chapter offers a review of prior research and literature on the topic parking management and further explores the impacts and difficulties of parking management. Moreover, empirical data in this chapter comes from the authors’ own survey study of southern, eastern and southeastern European cities about their parking problems and policies.

The findings of this chapter show that there is a need to consider what parking solutions cities may choose and what solutions might work for them. It is difficult to say that very different solutions will suit cities of different sizes, but rather that the level of implementation of the solutions must be related to the scale of the problem in each city, and its citizens’ demands. In addition, each city must work within its particular legislative context, which is why certain solutions might not work in some cities.

Parking policy and parking management are key to urban mobility and to managing its negative effects. It is possible to develop a car parking policy that will manage the negative impacts of urban car use whilst also supporting business and the economy; but this is a balancing act, which is why it is important to learn from the experience of other places, as we have shown in this chapter. Parking demand and the response of different cities to it are very important when considering the rise of car use in Europe and other parts of the world. Future solutions for parking problems are detailed at the end of this chapter.

This chapter offers a comprehensive overview of prior research in parking management and connects this overview to findings of the authors own survey in south, eastern and southeastern European cities. Very few studies have made similar connections and provided in-depth insights into parking management in European cities. Moreover, the research provides useful information for planners and professionals dealing with parking issues and what solutions might work in their city.

As Geographical Information System (GIS) databases have become progressively larger and more complex, and increasingly unconstrained by traditional geographical boundaries, data management and quality have emerged as critical issues in GIS projects. GIS technology can be considered a table‐top on which data are compiled, considered, manipulated and located. With reference to the development of a geographic database for a loosely defined sub‐region of the South East of England—the East Thames Corridor—the problems associated with obtaining data of an appropriate standard from within the institutional framework of local government, and the data quality problems inherent in the development of an integrated database are considered.

The endurance of a regional planning forum in the South East (SERPLAN), its current strong activity in response to recent lack of interest by the Government, and its survival despite the abolition of the Greater London Council (GLC), is testimony to the crucial importance the local planning authorities attach to it. This stems mainly from the dynamics of social and economic change in the metropolitan region: the forces of dispersal — of people in search of better housing, of economic activity arising from changes in industrial and occupational structures — and decline in the Capital itself.

Building circulation has an important impact on human comfort of buildings and is one of the critical factors in building design. A quantitative walkability evaluation of building circulation can benefit both building design and operation. However, indoor walkability of building circulation is determined not only by objective path features but also by subjective user preference. How to incorporate the preference from a large group of users into the design process is still a challenging issue.

This study proposes a participatory framework of indoor path walkability evaluation based on user preference. Hierarchical indicators are developed to objectively measure indoor path features. Furthermore, group decision-making theory is adopted to aggregate individual user preference into user common preference for determining the relative indicator weights. Finally, integrated walkability scores (IWSs) are calculated to evaluate indoor path walkability quantitatively.

A total of three case scenarios demonstrate that the proposed evaluation framework provides an efficient way for designers and owners to measure user preference quantitatively, analyze building circulations based on user preference and compare the walkability of different building design schemes.

This study develops a comprehensive and quantitative walkability evaluation approach that considers both objective path features and subjective user preference derived from user characteristics and walking purposes, which provides an effective way to incorporate user feedback into the building design process and operation.

A distinction must be drawn between a dismissal on the one hand, and on the other a repudiation of a contract of employment as a result of a breach of a fundamental term of that contract. When such a repudiation has been accepted by the innocent party then a termination of employment takes place. Such termination does not constitute dismissal (see London v. This book is a policy proposal aimed at the democratic left. It is concerned with gradual but radical reform of the socio‐economic system. An integrated policy of industrial and economic democracy, which centres around the establishment of a new sector of employee‐controlled enterprises, is presented.
