Abstract

Outlines and analyses critically the changing nature of the administration and management of universities, particularly in Australia. Special attention is given to the emerging corporate and commercial character of universities, taking into account principles of economic management. Changes in economics as taught at university‐level are discussed along with the declining status of many economics departments. Strategies which I have used to counteract threats to university economics are outlined. Just as globalisation has been increasingly stressed in recent years as an imperative for business, it has become a dominant theme of Australian universities, partly for commercial reasons. This “new” emphasis is, however, ironic, as explained. Following some critical comments on the approaches of Australian universities to internationalization, the essay outlines some of my substantial international activities in the last two years.

Abstract

Following the catching‐up hypothesis and using new published provincial data, this paper examines Chinese regional productivity growth by way of catch‐up in the reform period. It provides a general catch‐up measurement and a special assessment for regional development “trickle‐down” effects. Number of measurements include regional productivity averages, indices, growth rates, absolute increments, the coefficients of variation, rank correlation coefficients, and so on. The study indicates that the strength of Chinese catch‐up varied from time to time with weakened potentiality and the regional development spreading effects from coastal area to interior provinces have been limited so far. The review of social capabilities indicates that their different degrees of development acted to limit the strength of technological potentiality in the interior areas, though such changes on their surface did not exhibit the uniformly self‐limiting character for different regions. Furthermore, the pace of realization of the potentiality for catch‐up was affected by a number of factors that govern the diffusion of knowledge, the mobility of resources and the rate of investment.

Abstract

Purpose

The ecological environment of the Loess Plateau, China, is extremely fragile under the context of global warming. Over the past two decades, the vegetation of the Loess Plateau has undergone great changes. This paper aims to clarify the response mechanisms of vegetation to climate change, to provide support for the restoration and environmental treatment of vegetation on the Loess Plateau.

Design/methodology/approach

The Savitsky–Golay (S-G) filtering algorithm was used to reconstruct time series of moderate resolution imaging spectroradiometer (MODIS) 13A2 data. Combined with trend analysis and partial correlation analysis, the influence of climate change on the phenology and enhanced vegetation index (EVI) during the growing season was described.

Findings

The S-G filtering algorithm is suitable for EVI reconstruction of the Loess Plateau. The date of start of growing season was found to gradually later along the Southeast–Northwest direction, whereas the date of the end of the growing season showed the opposite pattern and the length of the growing season gradually shortened. Vegetation EVI values decreased gradually from Southeast to Northwest. Vegetation changed significantly and showed clear differentiation according to different topographic factors. Vegetation correlated positively with precipitation from April to July and with temperature from August to November.

Originality/value

This study provides technical support for ecological environmental assessment, restoration of regional vegetation coverage and environmental governance of the Loess Plateau over the past two decades. It also provides theoretical support for the prediction model of vegetation phenology changes based on remote sensing data.

Abstract

Purpose

The purpose of this paper is to discover and compare the implementation of crisis management in Chinese and Estonian companies and the strategies the managers have used to prevent or manage crises.

Design/methodology/approach

An empirical study was conducted in two economies in transition: China and Estonia, in 2008. Interview data were collected from 102 Chinese companies and 67 Estonian companies. The data were analyzed applying content analysis.

Findings

The results indicate that the managers of Chinese and Estonian organizations have identified different crises reflecting the politico‐socio‐economic situation of the countries. The most common type of crises in Chinese organizations is those related to economy, while in Estonian organizations, they are related to human resources. Estonian companies are better prepared for handling crises beforehand than Chinese companies. However, the majority of companies in both countries started reacting after a crisis had already come true. A triangular model of crisis management is presented.

Research limitations/implications

The empirical study is tentative focusing on major differences and similarities in crisis management between two countries in transition. The differences are interpreted from societal‐level development. More in‐depth research in needed based on the results of this study.

Originality/value

The transfer of market‐economy practices often fails due to institutional and cultural tensions and conflict. The study of crisis management in Chinese and Estonian companies tries to increase understanding of the different routes of transition economies and its impact on management and, specifically, on crisis management. The crisis management model based on the study illustrates the interconnection between different elements of crisis management.
