Abstract
Purpose
The paper seeks to describe the processes involved in an academic library building project, from the choice of site and appointment of the architects to the move itself. The focus is on finding solutions to problems caused by limited space, fixed deadlines and innovative design, and ensuring that the Library needs are fully understood throughout a complex project involving other interest groups over a number of years.
Design/methodology/approach
The experience of the UCL School of Slavonic and East European Studies Library is used as a case study to describe various issues around library design, working with architects and project managers, and managing a library move. Reference is made to the impact of the 7 July bombings in London on library staff.
Findings
The case study outlines the importance of Library involvement in every aspect of the design, the impact of decisions about internal layout on library capacity, the adaptability of library staff to unusual and difficult working conditions, the possibility of providing a limited service in an incomplete building, the importance of balancing aesthetic and functional considerations in the final design, and the impact of those design decisions on the long‐term functioning and use of the Library.
Originality/value
The paper describes most of the processes and problems likely to be encountered in a major library building project and will be useful to any library setting out on such a project.

In the late 1960s the Victorian vocational education sector was in crisis. The federal Martin Report into tertiary education excised many of the sector’s university‐level courses and relocated them into new Colleges of Advanced Education (CAEs), leaving many ‘middle‐level’ and technician vocational courses in limbo. Junior technical schools also offered apprenticeship and middle‐level courses, further confusing where courses were, or should be situated, suggesting an overall ‘gap’ in program provision. This challenge came when the Technical Schools Division (TSD), the smallest of Victoria’s three division structure (primary, secondary and technical) continued its struggle to maintain sectoral identity through courting acceptance from private industry and the public sector for its credentialed programmes. With significant others, TSD Director Jack Kepert, followed by Director Ted Jackson, responded by designing policy to reshape the TSD’s structure and functions and its reporting relationships within a new technical college and junior technical school system. Jackson’s policy statement, The future role of technical schools and colleges (1970) facilitated these changes. Now that debt has replaced equity as the preferred source of finance for many UK companies, the correct calculation of the cost of debt assumes even greater importance than it has done formerly. While financial management textbooks are in agreement on how to calculate the pre‐tax cost of debt, there is much less agreement on how to calculate the after tax cost of debt. The different approaches taken by different authors leave students and practitioners confused and unsure as to how they should proceed. This article explores the calculation of the after tax cost of debt in order to help both students and practitioners to understand the interaction of tax and debt in the current UK environment and to be aware of the limitations of the various simplifications which are made, explicitly or implicitly, in the textbooks.

Abstract
This chapter focuses on theories and methods for policy studies in higher education, in an era of accelerating globalisation. Policy is increasingly conceived as a complex process which extends from global to local levels, and is contested at all levels. At the same time, higher education has assumed a more central role in the development of a so-called ‘global knowledge economy’. Thus, the re-conceptualisation of ‘policy’, along with the repositioning of the role of higher education in globalising times, call for a rethink on theory and method for higher education policy studies. With attempts to cover a broad global-local span, single theoretical framings are often insufficient, and theoretical eclecticism potentially offers more comprehensive insights into dynamic policy processes than single theories alone. In particular, the combination of critical theory and post-structural theory has presented a fruitful way to build policy ‘trajectory’ and ‘network’ analyses across multiple levels and sites.

Looks at the 2000 Employment Research Unit Annual Conference held at the University of Cardiff in Wales on 6/7 September 2000. Spotlights the 76 or so presentations within and shows that these are in many, differing, areas across management research from: retail finance; precarious jobs and decisions; methodological lessons from feminism; call centre experience and disability discrimination. These and all points east and west are covered and laid out in a simple, abstract style, including, where applicable, references, endnotes and bibliography in an easy‐to‐follow manner. Summarizes each paper and also gives conclusions where needed, in a comfortable modern format.

Abstract
IN this number we make some commemoration of the twenty‐five years so happily achieved by the King‐Emperor. As our contributors show, the cardinal event of the whole of the Reign, so far as libraries were concerned, was the passing of the Public Libraries Act of 1919. The generations change rapidly, and there are few to‐day who remember acutely the penury and struggle which were involved in the fact that all public library expenditure had to be kept within “the limit of the penny rate.” It is possibly true that the average community has taken no very intelligent advantage of the breaking of its financial fetters; in no town in the British Empire can it be said that there is anything approaching generosity, let alone extravagance, towards libraries. Even in the greatest cities, where they have built fine buildings and opened them with much ceremony, the rate allocation for their maintenance is not nearly of the scale that finds acceptance, or did find acceptance, in the United States. That is because we are young people in an old country. The tradition dies hard that education is a luxury and that libraries, which in the eyes of many are only remotely related to education, are an even greater luxury. We heard it said recently that many local authorities regarded the libraries as a sort of joke, and delighted to cut down their expenditure upon them. This lugubrious way of opening our remarks upon the Jubilee is only by way of pointing out that to‐day, at any rate, we have the power to go ahead if we convince our authorities that it is desirable to do so.

Presents 35 abstracts from the 2001 Employment Research Unit Annual conference held at Cardiff Business School in September 2001. Attempts to explore the theme of changing politics of employment relations beyond and within the nation state, against a background of concern in the developed economies at the erosion of relatively advanced conditions of work and social welfare through increasing competition and international agitation for more effective global labour standards. Divides this concept into two areas, addressing the erosion of employment standards through processes of restructuring and examining attempts by governments, trade unions and agencies to re‐create effective systems of regulation. Gives case examples from areas such as India, Wales, London, Ireland, South Africa, Europe and Japan.
