Abstract
Purpose
This paper aims to facilitate the joint assessment of issues related to the agricultural systems, i.e. agriculture, aquaculture and climate change (CC) response strategies, in the coastal districts with a panel of stakeholders; and to evaluate the level of agreement on the topics under consideration and potentially identify the most promising approaches to assessing CC affecting agricultural systems in the area and identify relevant and adequate response strategies.
Design/methodology/approach
Stakeholder Delphi technique – its assessment is an interactive method of qualitative research used to facilitate the interactive participation of varied and conceivably hierarchical and antagonistic stakeholder groups.
Findings
The most important result for the province is that the impact of climate change on agro-ecological landscapes (poverty and near river areas) is the duration of cold weather, more frequent and extreme. Moreover, Kendall’s W test gave a score of 0.547, which indicates a “strong” stakeholder agreement and the “confidence in ranks” being “high” in Thai Binh (Vietnam).
Originality/value
The scientific results in this study are intended to serve as relevant knowledge-inputs and direct contributions to capacity-building for the local partners (stakeholders and local authorities). These local partners are engaged in policy-making and effective planning and implementation of climate response measures in the districts in the province of Thai Binh.

This study provides a bibliometric analysis of business literature on the interlinks of fintech, climate risks, and sustainable finance. Fintech growth promotes national environmental efficiency and green finance by decreasing carbon intensity toward the net-zero target. National fintech growth moderates the impact of environmental, social, and governance investment on bank efficiency. Fintech mitigates the loan bankruptcy risk imposed by climate risks with strict mortgage lending decisions due to climate concerns. Fintech applications in banking systems optimize financing costs and increase the accessibility of money for firms, decreasing corporate greenwashing behaviors and promoting green innovation. The existing literature leaves room for future studies on fintech to promote climate finance with important policies for climate action toward Sustainable Development Goals.

Vietnam is firmly committed to attaining the Sustainable Development Goals articulated in the United Nations 2030 Sustainable Development Agenda. Goal 4 concerns quality education, and target 4.3 refers to ensuring access by all men and women to quality and affordable technical, vocational and tertiary education, including university education. In 2017, the Prime Minister issued a directive that included five actions to be taken by Vietnam’s Ministry of Education and Training to achieve target 4.3 in the context of the higher education sector. This chapter provides an opportunity to review some challenges the Ministry faces in implementing the five actions specified.

Purpose
The purpose of this paper is to trace the way in which a popular ritual became one of Vietnam’s most important festivals, elevated as a celebration of national heroism and charts its gradual transformation in modern society.
Design/methodology/approach
This research focuses on the combination of a fertility rite and narratives of St Gióng based on nationalism or heroism created a special festival reflecting many traditional cultural characteristics of Vietnam and the Việt people and the transformation of St Gióng from a mythological to a national symbol of heroism in anti-invader history was recorded in texts.
Findings
The paper casts light on the mythologization and historicization of St Gióng in Vietnam’s particular historical context by decoding the Gióng symbol as a core element of the folktales and myths about St Gióng to understand the formation and development of St Gióng in the cultural history of Vietnam.
Research limitations/implications
The paper is not exploring the Gióng symbol within a larger cultural context of nationalism and ethnosymbolic approach in a comparison of national symbolism and heroism.
Practical implications
The paper includes implications for advised scholars to conduct further exploration of the symbol and myth of not only St Gióng in Vietnam but also Kubera in India and Vaisravana in China to connect Kubera, Vaisravana and St Gióng under the connection of literal myth and heroic symbol.
Social implications
The paper shows how processes of historicizing myth and mythologizing history are important features of Vietnamese socio-historical research.
Originality/value
The paper shows how a fertility rite became a historical festival and the figure of St Gióng became a symbol of patriotic heroism.

Purpose
This research aims to offers a new method for assessing geoeconomic risks in bilateral relations and evaluate the level of such risks from Vietnam’s economic dependency on China.
Design/methodology/approach
I apply descriptive analysis to identify asymmetrical dependency in Vietnam–China economic relations and propose a geoeconomic risk assessment framework to evaluate risk levels in bilateral economic linkages.
Findings
The proposed geoeconomic risk framework assesses risk levels, which are positively influenced by the degree of asymmetrical relations (vulnerabilities), the net impacts on the receiving economy (impacts) and the sending state’s ability to control economic tools (threats). In contrast, risk levels are negatively affected by the effectiveness of existing mitigation efforts. The framework employs ordinal likelihood scales to rank various risk levels. In the context of Vietnam–China relations, market access for agricultural products and control of the Mekong water emerge as the most risky areas for economic coercion, followed by Chinese official development finance in infrastructure and critical input imports. On the other hand, debt dependency and foreign direct investment in the energy sector are considered more secure areas—less likely targets for economic coercion. Hence, risk mitigation strategies should prioritize reducing asymmetry in vulnerable dependence areas while maintaining current practices in more secure areas.
Originality/value
Methodologically, it introduces a new approach for assessing bilateral geoeconomic risk. Empirically, it provides Vietnam’s policymakers with a comprehensive evaluation of the implications of economic interdependence with China.

Abstract
Purpose
Destinations wishing to exploit their natural resources, such as wetlands, for tourism development are wise to reach consensus among their community’s stakeholders on the policies and practices needed to sustainably manage tourism development and activities in their fragile natural environments. Drawing from an old adage that you cannot manage what you do not measure, one of the most important challenges facing policymakers and destination managers is the measurement of tourism to determine if it is meeting its desired objectives. This paper aims to focus on producing a system for monitoring the performance of tourism development on sustainable tourism practices.
Design/methodology/approach
The proposed system is based upon a qualitative study using the Delphi method involving stakeholders from different areas of expertise in rural economic development and natural resource management.
Findings
After three rounds in the Delphi stage, the participants reached consensus on the following set of 69 indicators: Environmental (8 sub-components and 19 indicators), Socio-cultural (7 sub-components and 24 indicators) and Economic (8 sub-components and 26 indicators) for sustainable tourism development performance in the wetland areas.
Originality/value
The provided scale in this manuscript will allow the planners/managers to assess the sustainable tourism development in their area in an easy and reliable way.

旅游目的地希望开发自然资源(如湿地)来促进旅游业发展, 对这样的目的地而言, 与社区利益相关者在关于当地脆弱的自然环境中开展可持续旅游活动所需的政策措施的议题上达成共识, 是明智的。如老话所讲, 你不能管理你不衡量的东西。决策者和目的地管理者面临的最重要的挑战之一, 就是衡量旅游业发展是否达到了预期目标。本文旨在建立一个可持续旅游实践中的旅游发展绩效监测系统。
该系统是基于定性研究提出的, 采用德尔菲法, 涉及农村经济发展和自然资源管理不同领域的利益相关者。
在德尔菲阶段进行了3轮征询后, 参与者就以下湿地地区STDP的69项指标达成了共识:环境指标(8个分项和19个指标)、社会文化指标(7个分项和24个指标)和经济指标(8个分项和26个指标)。
此量表从整体的视角让规划者/管理者得以以简单可靠的方式评估旅游发展的可持续性, 同时基于其灵活性和基于实地收集数据的性质, 可以适应湿地地区任何旅游开发的特征,在发达国家和发展中国家都是如此。

Desempeño del desarrollo del turismo sostenible en los humedales: propuesta de un índice compuesto

Parece sensato que los destinos que deseen explotar sus recursos naturales, como los humedales, para el desarrollo del turismo, lleguen a un consenso entre los grupos de interés de su comunidad sobre las políticas y prácticas necesarias para gestionar de manera sostenible el desarrollo y las actividades turísticas en sus frágiles entornos naturales. Partiendo del viejo refrán de que no se puede gestionar lo que no se mide, uno de los retos más importantes a los que se enfrentan los responsables políticos y los gestores de destinos turísticos es la medición del turismo para determinar si cumple con los objetivos deseados. Este trabajo se centró en el desarrollo de un sistema de control del desempeño del desarrollo turístico en prácticas de turismo sostenible.

El sistema propuesto se basa en un estudio cualitativo que utiliza el método Delphi en el que participan grupos de interés de diferentes ámbitos de especialización en el desarrollo económico rural y la gestión de los recursos naturales.

Abstract
Purpose
The purpose of this paper is to review both international and domestic (i.e. Vietnamese language) journal articles and graduate theses and dissertations on educational leadership in Vietnam. The review addresses two specific goals: first, to describe and critically assess the nature of the formal knowledge base on principal leadership in Vietnam, second, to synthesize findings from the existing literature on principal leadership in Vietnam.
Design/methodology/approach
The paper employed a method for conducting systematic reviews of research. The authors conducted a detailed, exhaustive search for international and “local” papers from Vietnam, yielding 120 research sources. Information from these papers was extracted and evaluated prior to analysis. Data analysis included both quantitative description of the “review database” as well as critical synthesis of substantive findings.
Findings
The review supports and extends an earlier review which found that the practice of educational leadership in Vietnam remains largely “invisible” to the international community of scholars. The review also yielded a highly critical assessment of research perspectives and methods used in the “local” Vietnamese studies which comprised the bulk of the authors’ database. Synthesis of substantive findings highlighted the manner by which organizational, political, and socio-cultural forces in the Vietnamese context shapes the practice of school leadership.
Research limitations/implications
First, qualitative studies are recommended that seek to describe, in-depth, the enactment of leadership in the Vietnamese context. Second, broad-scale surveys of characteristics, attitudes, and beliefs of school leaders across Vietnam are warranted. Third, the authors encourage graduate students and scholars studying school leadership in Vietnam to undertake a new generation of theory-informed studies that connect with the global literature.
Practical implications
Due to the relatively weak nature of the existing knowledge base, the authors were unable to identify specific implications for leadership practice. However, practical implications are identified for developing the research capacity needed to improve research quality in Vietnam’s universities.
Originality/value
This review is the first systematic review of educational leadership and management conducted of the Vietnamese literature. Moreover, the authors suggest that the review is original in its comprehensive coverage of both the local and international literature on educational leadership in Vietnam.

Abstract
Purpose
This study aims to investigate the trend of research on universities and accountability (UAA) in Southeast Asian (SEA) countries.
Design/methodology/approach
A total of 115 journal articles, conference papers, books and book chapters were obtained from the Scopus database spanning the years 1996–2023. These documents were subsequently analyzed using bibliometric methods.
Findings
The majority of UAA in SEA documents were published between 2007 and 2023 (106 documents, 92.19%). Scholars from both SEA countries and outside the region, particularly Australia, co-authored UAA in SEA documents. While scholars from Vietnam contributed the highest number of UAA in SEA publications (30 documents), scholars from Australia received the highest number of citations (878 citations). Collaboration between Vietnam and Australia emerged as the most productive partnership in conducting studies on UAA in SEA. Additionally, UAA in SEA documents were published not only in education-related outlets but also in other sectors, particularly in public policy. Furthermore, studies on UAA in different countries exhibited both similar and dissimilar interest keywords.
Originality/value
This study represents the first bibliometric analysis focusing on UAA in SEA literature. The insights and implications derived from this study are valuable for future researchers, university leaders and policymakers.

Abstract
Purpose
The planning function is a central component of management principles, enabling the success of construction project management. Many works have been highlighting the topic of critical success factors within construction organizations, yet the results have rarely covered planning behaviors within public construction work management; these less investigated areas were the aims of this study.
Design/methodology/approach
To fulfill this research aim, seven attributes of planning function were first derived through focus group studies, a focused literature review and focal interviews with industry practitioners. Then, a regression analysis design was employed with data collected from 139 professionals who are involved in public construction works management in Vietnam. The structural equation modeling technique with partial least-squares estimation was utilized to analyze the data.
Findings
The results revealed seven behavioral dimensions (i.e. Goals planning (PL1), Planning guidance (PL2), Strategic planning (PL3), Financial mobilization (PL4), Action plan (PL5), Expenditure planning (PL6) and Responsibility assignment (PL7)) to measure planning function management in terms of public construction works. The study also reveals that Goals planning (PL1), Financial mobilization (PL4), Expenditure planning (PL6) and Responsibility assignment (PL7) have significant effects on management effectiveness. At the same time, Goals planning (PL1) acts as the mediator of Planning guidance (PL2) and Strategic planning (PL3); while Action plan (PL5) specifies an indirect influence through the mediator of PL4, PL6 and PL7.
Originality/value
The success of this approach is expected to reinforce the contribution of the planning function and suggest a useful tool for supporting the professionals in managing public construction works.

Abstract
Purpose
This study aims to investigate the adoption of alternate wetting and drying (AWD) technique and provides the economic evaluation and determinants of AWD adoption in rice production in the Mekong Delta in Vietnam.
Design/methodology/approach
The study extends the drainage factor into the AWD score. The cost benefit analysis is utilized for the economic evaluation, and the Cragg model is applied to examine the determinants of AWD adoption.
Findings
The results indicate that there are significant differences in inputs such as water, seed, fertilizers and mechanization between the low and high levels of AWD adoption. The yields are significantly different at different adoption levels. The Cragg model found that irrigation infrastructure, AWD training and perceived ease of use of the technology are determinants of AWD adoption level. Collective pumping is considered as a major constraint in the AWD adoption.
Research limitations/implications
The results provide managerial implications, with a focus on the effectiveness of inputs, the irrigation infrastructure and AWD training to promote the AWD adoption. Challenges of rice field flatness should be investigated in a further study.
Originality/value
The study contributes to existing literature by providing an empirical evidence for the large-scale adoption of AWD with a comprehensive economic evaluation, extending the drainage performance into the score to accurately reflect the water conservation and promoting the use of a more flexible modeling approach with the Cragg model.
