Abstract

Purpose

The use of pay for performance (P4P) as an instrument to incentivise quality improvements in health care is at a crossroads in high-income countries but has remained a commonly used tool in low- and middle-income countries. The authors aimed to take stock of the evidence on effectiveness and design from across income settings to reveal insights for the future design of performance payment across income contexts.

Design/methodology/approach

The authors identified Cochrane literature reviews of the use of P4P in health care in any income setting, tracked the development in the quantity and quality of evidence over time, and compared the incentive design features used across high-income countries compared to low- and middle-income countries.

Findings

The quantity and quality of the evidence base have grown over time but can still be improved. Scheme design varies across income settings, and although some design choices may reflect differences in context, the authors find that incentive designers in both income settings can learn from practices used in the other setting.

Originality/value

The research and literature on P4P in high-, low- and middle-income countries largely operate in silos. By taking stock of the evidence on P4P from across income settings, the authors are able to draw out key insights between these settings, which remain underexplored in the literature.

Abstract

Purpose

This study examines key adaptations that occurred in the Zimbabwean Results-Based Financing (RBF) programme between 2010 and 2017, locating the endogenous and exogenous factors that required adaptive response and the processes from which changes were made.

Design/methodology/approach

The study is based on a desk review and thematic analysis of 64 policy and academic literatures supplemented with 28 multi-stakeholder interviews.

Findings

The programme experienced substantive adaption between 2010 and 2017, demonstrating a significant level of responsiveness towards increasing efficiency as well as to respond to unforeseen factors that undermined RBF mechanisms. The programme was adaptive due to its phased design, which allowed revision competencies and responsive adaptation, which provide useful insights for other low-and-middle income countries (LMICs) settings where graduated scale-up might better meet contextualised needs. However, exogenous factors were often not systematically examined or reported in RBF evaluations, demonstrating that adaptation could have been better anticipated, planned, reported and communicated, especially if RBF is to be a more effective health system reform tool.

Originality/value

RBF is an increasingly popular health system reform tool in LMICs. However, there are questions about how exogenous factors affect RBF performance and acknowledgement that unforeseen endogenous programme design and implementation factors also greatly affect the performance of RBF. As a result, a better understanding of how RBF operates and adapts to programme level (endogenous) and exogenous (external) factors in LMICs is necessary.

Abstract

Introduction: The bioeconomy is a cross-sectoral domain set out in the dedicated European Commission Strategy 2018, which includes those sectors and systems that are based on biological resources.

Purpose: An understanding of the bioeconomy’s significance within the EU and the variations in its performance across Member States (MS), thereby informing policymakers and supporting strategic planning efforts to foster sustainable economic growth and resource utilisation within the bioeconomy.

Methodology: Quantitative analysis: the value added at factor cost (VAFC), turnover (TRN), and the number of employed persons (NEP). The research used the database of the Joint Research Centre of the European Commission (JRC). The period evaluated was 2008–2021 for the 27 EU MS.

Findings: The bioeconomy contributes to the generation of community GDP by approximately 5%, and the sectoral analysis shows that agriculture, hunting, and related services and the food industry are the most relevant from an economic and social point of view. Of the EU MS, those in the Western part of the continent have the most significant contribution to the Community bioeconomy for the bioeconomy component sectors that are focused on value creation, efficient use of resources, and environmentally friendly activities.

Limitation: The EU’s lack of harmonised statistical data causes difficulties making detailed comparisons between the countries with developed bioeconomies.

Further Research: Advanced research could help strengthen the scientific basis for creating national bioeconomy strategies. Other indicators, such as indicators related to agricultural practices in an ecological system, could bring new and valuable insights.

Abstract

Purpose

While there has been growing interest in how personal and work-related factors shape employees’ careers, we know little about how family demands affect career intentions. Drawing from role theory and boundary theory, we examine the indirect effect of family-role overload on career intentions via family-interferes-with-work (FIW), as well as the conditional indirect effect of boundary management on these relationships.

Design/methodology/approach

Utilizing two waves of panel data that were collected in the third and fourth waves of the pandemic in Canada (n = 433), we conducted a structural equation model to test our hypotheses.

Findings

Our analysis reveals that FIW mediates the relationship between family-role overload and (1) career change intention and (2) job turnover intention. The results also indicate that the effect of family-role overload on career intentions via FIW strengthens for employees with a low ability to enact preferred boundaries.

Originality/value

This research shows the indirect effect of family-role overload on career intentions via FIW. This research also highlights how boundary management can buffer the effects of family-role overload on career intentions.

Abstract

Purpose

The purpose of this study is to compare two different types of measures of social desirability bias (SDB), a short form of the Marlowe–Crowne measure, a popular direct measure, and an example of a projective technique where half of the respondents record the views of their “best friends”.

Design/methodology/approach

The data were collected using an online survey of members of a consumer panel. The context chosen to test the SDB measures was that of attitudes toward counterfeit products and xenocentrism in Colombia. Counterfeit proneness, attitude toward counterfeit products and consumer xenocentrism were selected as variables likely to be affected by SDB. Vertical and horizontal collectivism were included as variables likely to influence the first group of variables while not being themselves subject to SDB.

Findings

The projective technique consistently identified higher levels of SDB effects, as hypothesized. Marked differences emerged in the apparent strength of the relationships between the operational constructs depending upon which measure of SDB was used. At times, whether any such relationship might exist depended on the SDB measure used. Contrary to some prior work, no systematic gender effects were identified using either approach.

Originality/value

The first study to provide evidence of the comparative effects of different types of measures of SDB in research into ethical issues. One of the few to demonstrate how apparent relationships between variables can be created by SDB.
