Abstract
The transition to democracy and a free market economy in Hungary and other Central European nations has provided a unique opportunity to study rapid change in budget systems, institutions, and policies. This article examines budgeting in Hungary since 1989, beginning with an analysis of the comparative budgeting literature in an attempt to identify an appropriate theoretical framework for the study. Then it explores budgetary definition and measurement problems, debt and economic conditions, external actors and constraints on the budget, budget institutions and process, and the impact of Parliament on the budget and concludes by assessing the problems and prospects for Hungarian budgeting.

Abstract
Purpose
This study aims to explore the implementation of artificial intelligence (AI) into recruitment by considering its potential to maximize the effectiveness of the human resources (HR) processes, challenges associated with the implementation, and ethical concerns.
Design/methodology/approach
A qualitative research approach was used to reach the stated objectives within the context of the small open economy – the Czech Republic. Interviews were conducted with four participants, Czech-based recruiters, each with five or more years of experience in their field. The interviews were conducted in Autumn 2023 within the online platform. The answers were transcribed and thematically analyzed.
Findings
The participants who were interviewed heavily emphasized the importance of the role of the human factor in recruitment, yet several observations and insights were obtained. In particular, some interviewees indicated a possible usage of a chatbot for the first round of the candidates' selection, but they see it as problematic in the final decision on the position fulfilment, where the human factor is not replaceable so far. The key ethical challenges of the broader implementation of AI in the recruitment practices of the respondents remain the risks regarding privacy and data protection, especially the General Data Protection Regulation (GDPR) legislation.
Originality/value
This article delivers pertinent insights for recruiters on using AI in recruitment, bringing forth a more subtle understanding of the faceted subject of AI-based recruitment.

Abstract
Purpose
The aim of this study is to explore the constructions of startup masculinity as a cultural ideal in the specific context of Hungary, a semi-peripheral country in Central and Eastern Europe. Drawing on Connell’s concept of hegemonic masculinity, the paper examines how the construction of startup masculinity, considered hegemonic in a given space and time, subordinates “others”.
Design/methodology/approach
The study employs a critical discourse analysis of 143 media articles published in the Hungarian print and online Forbes magazine. It builds upon the concepts and theoretical models of hegemonic masculinity, entrepreneurial masculine identities, discursive identity construction and semi-peripherality.
Findings
The study highlights two key findings. Firstly, it reveals that the normative figure of the successful startup founder is not gender-neutral but discursively constructed as masculine, thereby excluding women. Secondly, it emphasises the hierarchical relationship between hegemonic startup masculinity and other masculinities rooted in the semi-peripheral, specifically Hungarian context, which are subordinated in the discourse. Thus, it discursively reproduces not only the hierarchical gendered relations in society, but the symbolical hierarchical relations between the core and the semi-periphery as well.
Originality/value
By examining hegemonic startup masculinity as a subordinating concept within a particular entrepreneurial and geographical context and by illuminating the significance of semi-peripheral locationality in hegemony construction, this paper contributes to both the understanding of masculinity in entrepreneurship literature and the decolonisation of masculinity studies.

Abstract
Purpose
Based on empirical data, this study investigates the intention of BA/BSc students in higher education to either pursue their studies or start working.
Design/methodology/approach
This paper analyses how students' attitudes towards higher education and studying (quality of undergraduate education and performance in higher education), as well as the intention to meet labour market needs, influence the decision of pursuing studies in a Master's programme.
Findings
The main reason why respondents do not intend to pursue their studies is not because they do not want to work. It is primarily the acquisition of knowledge and the motivation to learn that encourages students to stay in higher education. Moreover, individual performance in Bachelor programmes has no influence on the decision made by students to study or work after graduation.
Research limitations/implications
As for the limitations of the study, the authors have to mention that although the survey is based on data from a single country, the similarity of the international and Hungarian previous research results suggests that similar results would have been obtained in an international sample. Furthermore, the impact of the current ongoing epidemic on the further learning of young people in tertiary education at primary level could not be investigated by the authors.
Practical implications
The bivariate logistic regression results show that the correlation between secure job placement in a field of study and the quality of education is not significant. Furthermore, students are primarily motivated by the desire to learn and acquire knowledge. The reasons can therefore be explored based on the analysis of more detailed data, which could be the subject of a subsequent study.
Originality/value
The authors conducted their research in Hungarian higher education at seven universities between 2019 and 2020 to determine the influencing factors of career choice decisions, the degree of students' satisfaction with their selected course, their attitude towards higher education and learning, their job opportunities after graduation and the extent to which their decision is made according to their labour market orientation. Although the study relies on data from a single nation, the similarity between the findings of previous international (Hovdhaugen and Ulriksen, 2021; Sikyr et al., 2019); and Hungarian (Berezvai, 2022; Kiss and Varga, 2022) research suggests that an international sample would have produced similar results.
