Abstract
Purpose
The purpose of this paper is to describe the process and the personnel skills required for converting a non-MARC database file into a MARC file for uploading to both OCLC and a local catalog. It also examines the various decisions that need to be made when mapping from one file structure to another.
Design/methodology/approach
Applied–Database record conversion.
Findings
While MARCEDIT is a remarkably powerful tool for cataloging and database maintenance purposes, dealing with non-MARC records requires additional programming skills and tools for the successful completion of a file conversion project.
Practical implications
Discusses the importance of converting locally produced databases, especially those with bibliographic content, to national and international standards to significantly increase their discoverability.

Abstract
The cardinal point to note here is that the development (and unfortunately the likely potential) of area policy is intimately related to the actual character of British social policy. Whilst area policy has been strongly influenced by Pigou's welfare economics, by the rise of scientific management in the delivery of social services (cf Jaques 1976; Whittington and Bellamy 1979), by the accompanying development of operational analyses and by the creation of social economics (see Pigou 1938; Sandford 1977), social policy continues to be enmeshed with the flavours of Benthamite utilitatianism and Social Darwinism (see, above all, the Beveridge Report 1942; Booth 1889; Rowntree 1922, 1946; Webb 1926). Consequently, for their entire history area policies have been coloured by the principles of a national minimum for the many and giving poorer areas a hand up, rather than a hand out. The preceived need to save money (C.S.E. State Apparatus and Expenditure Group 1979; Klein 1974) and the (supposed) ennobling effects of self help have been the twin marching orders for area policy for decades. Private industry is inadvertently called upon to plug the resulting gaps in public provision. The conjunction of a reluctant state and a meandering private sector has fashioned the decaying urban areas of today. Whilst a large degree of party politics and commitment has characterised the general debate over the removal of poverty (Holman 1973; MacGregor 1981), this has for the most part bypassed the ‘marginal’ poorer areas (cf Green forthcoming). Their inhabitants are not usually numerically significant enough to sway general, party policies (cf Boulding 1967) and the problems of most notably the inner cities has been underplayed.

The United Kingdom is experiencing its 11th consecutive year of Conservative government; first under Mrs, now Lady Thatcher and latterly under the leadership of John Major. This long period of government under one political party with, until recently, a weakened Labour and Liberal Democrat opposition, has brought in a major shift from welfare state policies, in place since post‐war years, to the pursuit of a vigorous policy of privatisation of public utilities (for example, gas, electricity, water) and a dimunition of res publica ‐the state, or the public good on the one hand ‐ and a strengthening of state powers in relation to criminal justice, and to some extent, defence on the other: what is sometimes called the ‘nightwatchman’ state.

WITH eloquence which we cannot imitate, or repeat, the national loss has been sufficiently expressed by others. It is true, Kipling and William Watson being dead, and Alfred Noyes silent, the poets have not risen to the height of a great occasion, but that is by the way. Our own tribute to the late King must be based on his work for libraries, since any other tribute is general to a whole Empire. Kings can have few hours in which to read and yet some of the stories, true or apocryphal, of King George V. touch upon his reading. He showed, however, a closer interest of late years in libraries than any other of our monarchs has done, and at the opening ceremonies of the National Central Library and the Manchester Public Library he uttered words which are the best slogans that libraries have received. Even if he did not write them—a matter which we have no right to affirm or deny—his utterance of them gave them the royal superscription. We repeat them, as they cannot be too often repeated:—

ROUSED out of pre‐breakfast tea‐gulping torpor recently by hearing on Radio London the confident assertion, ‘Oh yes, there's a great shortage of librarians throughout the country…’ No Rip Van Winkle beard, wasn't April 1 and no echo of the Last Trump. It was all about a book called Work after work by Judy Kirby and REACH—Retired Executives Action Clearing House, which seeks to relieve the withdrawal symptoms of the retired by finding outlets for their skills in work for voluntary organisations. These withdrawal symptoms in librarians are easily recognised and include immediate and compulsive reading of everything in the Record, a tendency to beam for the first time at young people at conferences, and a not always suppressed urge to write rude letters to the professional press or to the LA. Editing the professional press is not recommended as nostrum for those old retirement blues.

Abstract
Purpose
Technical education in the twentieth century played an important role in the cultural life of Australia in ways are that routinely overlooked or forgotten. As all education is central to the cultural life of any nation this article traces the relationship between technical education and the national social imaginary. Specifically, the article focuses on the connection between art and technical education and does so by considering changing cultural representations of Australia.
Design/methodology/approach
Drawing upon materials, that include school archives, an unpublished autobiography monograph, art catalogues and documentary film, the article details the lives and works of two artists, from different eras of twentieth century Australia. Utilising social memory as theorised by Connerton (1989, 2009, 2011), the article reflects on the lives of two Australian artists as examples of, and a way into appreciating, the enduring relationship between technical education and art.
Findings
The two artists, William Wallace Anderson and Carol Jerrems both products of, and teachers in, technical schools produced their own art that offered different insights into changes in Australia's national imaginary. By exploring their lives and work, the connections between technical education and art represent a social memory made material in the works of the artists and their representations of Australia's changing national imaginary.
Originality/value
This article features two artist teachers from technical schools as examples of the centrality of art to technical education. Through the teacher-artists lives and works the article highlights a shift in the Australian cultural imaginary at the same time as remembering the centrality of art to technical education. Through the twentieth century the relationship between art and technical education persisted, revealing the sensibilities of the times.

Purpose
A tax based on land value is in many ways ideal, but many economists dismiss it by assuming it could not raise enough revenue. Standard sources of data omit much of the potential tax base, and undervalue what they do measure. The purpose of this paper is to present more comprehensive and accurate measures of land rents and values, and several modes of raising revenues from them besides the conventional property tax.
Design/methodology/approach
The paper identifies 16 elements of land's taxable capacity that received authorities either trivialize or omit. These 16 elements come in four groups.
Findings
In Group A, Elements 1‐4 correct for the downward bias in standard sources. In Group B, Elements 5‐10 broaden the concepts of land and rent beyond the conventional narrow perception, while Elements 11‐12 estimate rents to be gained by abating other kinds of taxes. In Group C, Elements 13‐14 explain how using the land tax, since it has no excess burden, uncaps feasible tax rates. In Group D, Elements 15‐16 define some moot possibilities that may warrant further exploration.
Originality/value
This paper shows how previous estimates of rent and land values have been narrowly limited to a fraction of the whole, thus giving a false impression that the tax capacity is low. The paper adds 14 elements to the traditional narrow “single tax” base, plus two moot elements advanced for future consideration. Any one of these 16 elements indicates a much higher land tax base than economists commonly recognize today. Taken together they are overwhelming, and cast an entirely new light on this subject.

Abstract
Purpose
This paper aims to explore the reasons for and the subsequent longer-term impact of the closure of the Barlinnie Special Unit (BSU).
Design/methodology/approach
The paper is both descriptive, providing an overview of the work of the BSU, and conceptual in that it argues that the limits of “prisoner rehabilitation” are observed in the closure of the BSU, which sounds a warning for other penal therapeutic communities and what it means to operate effectively.
Findings
The BSU which assisted long-term, difficult and violent prisoners moderate their prison behaviour and then to live non-offending lives, lost the confidence of government ministers and officials, as well as senior prison managers and, seemingly, the public, so closed after being in operation for 21 years. The impact of this has been that the Scottish Prison Service has not introduced, or attempted to introduce, a similar regime for managing and treating violent and disruptive prisoners.
Practical implications
There are important lessons to be learned from the BSU experience for all who manage and work in specialist, prison therapeutic units or within prison therapeutic regimes. This includes balancing the therapeutic elements of the regime, which may involve engaging in practices which are outside the norm for custodial establishments, with those establishments’ security and operational requirements, so as to not to create a disconnect between addressing offending behaviour and maintaining expected standards of wider prison conduct.
Originality/value
While there have been previous evaluations of the BSU, the longer-term impact has neither been previously considered and nor has the unit’s closure been considered from a penal philosophical perspective.
