Abstract
This paper focuses on two issues, firstly the extent to which the employment position of the main ethnic minority groups in England and Wales changed between 1991 and 2001 and secondly, a detailed examination of employment rates amongst ethnic groups in 2001. Relative to Whites, the employment position of most ethnic minority groups improved over the period, especially for males. Some of this improvement was due to enhanced levels of observable characteristics. However, the employment gap between Whites and some ethnic minority groups remains extremely large. Educational qualifications, religion and local deprivation are found to be important influences on employment for many minority groups. We conclude by discussing the policy implications of these findings.

Abstract
In this chapter, the authors discuss challenges and decision-making in the process of conducting quality mixed methods research in higher education, and offer the lessons learned from their experiences. The chapter begins with a discussion of quality and the ways of establishing quality in mixed methods studies. Two examples of studies are used to illustrate the issues involved in addressing quality in conducting mixed methods studies in different higher education settings. The first example discusses the challenges associated with establishing the quality of meta-inferences in a mixed methods (quantitative to qualitative) design that was used in two studies of students’ engagement and persistence in pursuing graduate degrees online in the United States. The second example presents the methodological steps and criteria for evaluating the quality of a multilevel mixed design study to explain quality management in Greek higher education. The authors also reflect on how researchers can become active participants in the co-construction of quality in mixed methods research.

The aim of this chapter is to describe a four-type model of organisational structures and to discuss two cases, Embrapa and the Brazilian Agricultural Research Corporation, as well as additional cases at SAM-Research and the centre for shared medical support services established at the University of Bologna.
These cases should help readers understand the importance of designing distinctive, tailored-made support services while keeping these structures flexible for further adaptation under unforeseen changes.
The chapter concludes by stressing the role of institutions to steadily invest in the design of these tailored support structures and in personalised training for their support staff.

The paper reports an empirical study designed to establish the extent to which adequate concrete cover to reinforcement in a sample of structures was achieved. It was found that the standards fell significantly short of those specified. Two kinds of explanation are considered to account for these findings. The first accepts as given the existing divisions of responsibility and conventions for specifying quality and looks to identify the reasons for non‐compliance. The second proposes that the present arrangements and conventions are inappropriate to the conditions of variability and uncertainty standardly met with in construction. On the basis of this second set of assumptions, an alternative approach, using the concept of continuous quality improvement, is described and discussed.

Abstract
Purpose
This article seeks to introduce how the convergence of globalization, emergence of the knowledge society and accelerating change contribute to what might be best termed a new paradigm of knowledge production in higher education.
Design/methodology/approach
A review of the literature was conducted regarding the three driving trends of the new paradigm. Following a discussion on these trends, the new paradigm is discussed in relation to old and emergent paradigms of the twenty‐first and twenty‐second centuries.
Findings
The article concludes that the new paradigm requires a systems approach to thinking and leading in higher education.
Practical implications
This article provides a macro‐level perspective of the three phenomena as they impact higher education. Such perspectives provide insight to higher education leaders throughout the world on how tertiary institutions relate to the new paradigm of knowledge production. By putting the pieces of the new paradigm together, improved leadership directions for higher education and relevant policy actions may be identified to secure success through the twenty‐first century and beyond.
Originality/value
While the three component trends in the new paradigm are not unknown to the academic community, discussion of the trends as elements of a larger system is absent from most literature. Together, these new patterns of thought and belief are forming to harness and manage the chaos, indeterminacy, and complex relationships of the postmodern.

Abstract
University reforms have been pervasive in European higher education over decades. Analyses of these reforms are still incomplete, however. To find a more comprehensive approach in explaining the relentless transformation of public universities, this paper suggests a novel, interactionist point of view. Drawing on ideational aspects of universities as institutions, the paper first explores the differentiation of basic, influential ideas of change. A recently developed typology is then used to further elaborate upon the composition and relation of these ideas. Finally, evidence is provided that supports a non-linear dynamic consisting of reciprocal influences, which overall indicates a recursive contingency between institutional context and coexistent frames of change.

Purpose
In today’s corporate world, effective management of diversity is a critical business and social imperative. This paper aims to identify relevant issues connected to diversity training and suggest course content that can be useful in corporate and academia while offering diversity training.
Design/methodology/approach
The authors have conducted a literature review on primary aspects connected to diversity training. Specifically, papers published in recent times are given focus to come up with relevant diversity training content and other connected concerns.
Findings
In this paper, the authors focus on how academicians and practitioners can develop an effective diversity training initiative, based on some of the critical nuances discussed in the literature. Suggested training content includes sensitivity, awareness, behavioral approach, policy guidelines and diversity impact analysis. This training content can further be customized based on the corporate context where the training is to be delivered.
Originality/value
Based on the literature review, the paper suggests a holistic diversity training program that is hopefully going to be useful for both practitioners and academicians.

Purpose
The purpose of this paper is to explore the strengths and weaknesses of top‐down management in a university that has embraced globalisation with a strong market‐led ethos and to suggest the ways in which adjustments might be made to top‐down management processes.
Design/methodology/approach
The paper examines the strengths and weaknesses of top‐down management by drawing upon relevant literature and further explores its related problems through a case study of a department in the universities of one country.
Findings
Several studies have concluded that top‐down management through its exercise of direct power is still a preferable means of reducing the chaos resulting from teachers caught up in de‐stabilising and confusing change processes. In the current globalisation context, it is also concluded that the success of top‐down management is predicated upon a willingness or readiness of the faculty to allow it to exist.
Research limitations/implications
Although this paper explores the strengths and weaknesses simply through literature, it provides a case study to understand the problems with top‐down management in higher education. The case study illustrates some of the issues that may or may not be proved by ensuing or larger‐scale research to be generalisable, but for the specifics of this case the issues discussed would appear to be important.
Originality/value
This paper recognizes the importance of top‐down management to higher education in the global society and sheds light on how to make top‐down management more efficient in higher education.

Abstract
A review of the cases in which samples of food have been taken for analysis under Orders made under the Defence Regulations by the Ministry of Food gives rise to great concern, not only amongst the officers of Food and Drugs Authorities but amongst the trades concerned. A Food and Drugs Authority taking samples for analysis under Section 3 of the Food and Drugs Act, 1938, is generally required, should a contravention be shown by the Analyst's report, to take action within 28 days. Thus, in normal cases of contravention, justice is done expeditiously once the resolution of the Local Authority has been obtained. In this way, representative selections of food and drugs averaging three per thousand of the population is obtained throughout the year in accordance with the duties imposed on the Authority. Where, however, the Ministry of Food lay down standards under powers contained in the Defence Regulations, action for contravention of those standards cannot be taken by a Food and Drugs Authority but only by the Ministry. Thus, if milk does not reach the requisite standard of 3 per cent milk fat, a Local Authority can immediately take action, as the standard is fixed by the Food and Drugs Act, but, in the case of Channel Island milk for which the standard of 4 per cent is fixed under the Defence Regulations, Local Authorities are precluded from taking any action as this is the prerogative of the Ministry. In practice this means that, in the case of sausages, a Local Authority can prosecute for what they consider to be a deficiency in meat content without the approval of the Ministry of Food, but they cannot quote the standard laid down by them, except perhaps by submitting to the magistrates that this is the commercial standard. The Bench would then have to consider whether they should accept this commercial standard. The position which subsequently often occurs is that, whilst a set standard exists, only the Ministry can quote it. Any Local Authority so doing under Section 3 is likely to have its case dismissed. The Divisional Court case of Thomas Robinson & Sons Ltd. versus Allardice, 1944, illustrates this point. In that case, proceedings had been brought under Section 3 of the Food and Drugs Act, 1938, for the sale of food not of the nature or not of the substance or not of the quality demanded by the purchaser, in that it did not consist of a particular product defined by an Order made under the Defence Regulations 55. In this case Lawrence J said: “We find reliance, placed upon an alleged breach of the Starch Food Powders (Control) Order, 1941. That has nothing whatever to do with the Food and Drugs Act, and may well have been sumptuary legislation for the conservation of wheat; therefore it is obvious that the justices on their own showing took into consideration something irrelevant.” In consequence, it would appear that the object of the Order must be considered before deciding that it is within the scope of a Food and Drugs Authority's duty to proceed for a breach thereof. It seems that, where a temporary standard has been fixed to meet a crisis or a seasonal situation, the Local Authority has no power to rely upon such a standard when prosecuting under Section 3 of the Food and Drugs Act. Presumably, therefore, failure to comply with the standards laid down in these Orders and Regulations cannot be made the subject of a prosecution by a Food and Drugs Authority under Section 3. It is difficult to justify this complexity of procedure. In a recent case, sausages were found to be deficient in meat, the analysis revealing that 36 per cent meat was present instead of the minimum 50 per cent. A striking feature of this case, however, was the long delay before the case reached the Courts. The Chairman of the Bench stated that he felt the Ministry of Food should have brought the case before the Court sooner, since some five months had elapsed since the offence had been discovered. As the Defence pointed out, if the Ministry of Food attached such importance to the case, why was there some five months delay between the results of the tests on the sausages being received and the case being brought into Court. The time limit under the Food and Drugs Act, 1938, does not apply to procedure under these Regulations.—Recently, a Sampling Officer of a Local Authority purchased some sausages and the Analyst's report revealed a considerable difference between the meat content and the standard laid down under the Regulations. The facts were reported to the Ministry in case they wished to take action. Several weeks later, without any notification to the Food and Drugs Authority, an Enforcement Officer of the Ministry of Food, who had not previously been concerned with the case, called at the shop, informing the butcher of the offence and questioning him as to his action and methods. Both Food and Drugs Sampling Officers and members of the trade will appreciate the exasperation that follows such a visit. After approximately nine weeks from the sample being taken, the tradesman in question was still unaware of the action proposed by the Ministry. Such delay, with the power and resources that the Ministry of Food have at their disposal, is most difficult to justify. It creates a great deal of friction between the trade and the Sampling Officer and brings yet another official into the picture, the necessity for whose presence it is very difficult to understand. Apart from the unnecessary overlapping of the samples that may be taken, the visits of two officers possibly to the same premises for the same purpose does entail a wa§{e of manpower and causes much irritation. Is it not time that Food and Drugs Authorities on whom the onus rests for 99 per cent of sampling of food and drugs were permitted by statute to prosecute for contravention of standards laid down under the Defence Regulations?
