Abstract

Control charts and process capability calculations remain fundamental techniques for statistical process control. However, it has long been realized that the accuracy of these calculations can be significantly affected when sampling from a non‐Gaussian population. Many quality practitioners are conscious of these problems but are not aware of the effects such problems might have on the integrity of their results. Considers non‐normality with respect to the use of traditional control charts and process capability calculations, so that users may be aware of the errors that are involved when sampling from a non‐Gaussian population. Use is made of the Johnson system of distributions as a simulation technique to investigate the effects of non‐normality of control charts and process control calculations. An alternative technique is suggested for process capability calculations which alleviates the problems of non‐normality while retaining computational efficiency.

Abstract

Much of the discussion of capacity to consent has focused on how capacity can be assessed. However, in focusing on the assessment of capacity of people with learning disabilities, information from studies of human judgement and decision‐making in the general population has been ignored. This paper reviews the main factors that affect an individual's capacity to consent and examines the integration of research into these factors in the general population with that of people with learning disabilities. A person's capacity to consent is considered to be affected by three main processes: comprehension (ability to understand and retain information), decision‐making (ability to weigh up information and reach a decision) and communication (ability to communicate the decision made). The difficulties people with learning disabilities may have in these processes are discussed, and possible ways of overcoming these limitations are suggested.

Presents an approach to determine the optimum control limits of the x‐bar chart for skewed process distributions. The approach takes both the control limits of the x‐bar chart and the specification limits of x into consideration, and relates the out‐of‐control status directly with the nonconforming products. The proposed approach may be applied to industries to reduce the average number of scrap products, without increasing the type I error in statistical process control (SPC).

Abstract

This study used vignettes to examine the understanding and application of the concept of duty of care by health and social care staff working in learning disability services, and the relationship of this to promoting client choice. The study found that health care staff had a significantly broader understanding of the concept of duty of care than social care staff, and were significantly more likely to emphasise client safety. Implications of the findings are discussed.

Abstract

Purpose

Mental health problems make a significant contribution to morbidity and mortality in adolescents worldwide. To address mental health in adolescents policy response should intertwine the life course approach and the ecological model that positions adolescents in the context of multifactorial influences. The purpose of this paper is to describe policy response at four levels: multisector policies and interventions, health systems policies and interventions, evidence-based clinical interventions and actions to monitor progress. It aims to analyse the implications for adolescent mental health of key recent global commitments including the sustainable development goals (SDGs) and the Global Strategy for Women’s, Children’s and Adolescents’ Health.

Design/methodology/approach

Multisector policies and interventions on determinants of adolescent mental health and well-being are drawn from the Global Strategy for Women’s, Children’s and Adolescents’ Health. Key health systems actions are derived from the Comprehensive Mental Health Action Plan (2013-2020). In both cases, policies and interventions are made specific for provisions relevant to adolescents. Examples of implementation of policies and interventions are drawn from a World Health Organization (WHO) review of national policy documents found in WHO MiNDbank. A list of indicators to monitor progress is being proposed based on Mental Health Atlas and WHO indicators for adolescent health.

Findings

With some notable exceptions, the mental health of adolescents is not adequately addressed by national health policies. There is a considerable body of evidence on the effectiveness of policies and interventions, and recent global commitments give new hope for promoting adolescent mental health through a multisectoral response, within which the health sector has an important role to play. Global reporting mechanisms, including the Mental Health Atlas, should be “adolescent-sensitive”, meaning that adolescent specific impact, outcomes, inputs and determinants should be measured, reported and acted upon.

Originality/value

This paper analyses the meaning specific to adolescents in the policies and interventions promoted in the SDGs, the Global Strategy for Women’s, Children’s and Adolescents’ Health and the Comprehensive Mental Health Action Plan (2013-2020). For the first time a four-levels policy response specific to adolescent mental health is put together: multisector policies and interventions, health systems policies and interventions, evidence-based clinical interventions and actions to monitor progress.

Abstract

Though we have recently witnessed the “exponential production of digital data to measure, analyze, and predict educational performance” (Salajan & Jules, this volume), there has not been sufficient attention given to the quantitative methods that are used to process and transform this data in order to arrive at findings related to “what works”. This chapter addresses this gap by discussing a range of constraints that affect the main methods used for this purpose, with these methods being known as “impact evaluation.” Specifically, this chapter addresses its purpose, first, by making explicit the methodological assumptions, technical weaknesses, and practical shortcomings of the two main forms of impact evaluation—regression analysis and randomized controlled trials. Although the idea of Big Data and the ability to process it is receiving more attention, the underlying point here is that these new initiatives and advances in data collection are still dependent on methods that have serious limitations. To that end, not only do proponents of Big Data avoid or downplay discussion of the methodological pitfalls of impact evaluation, they also fail to acknowledge the political and organizational dynamics that affect the collection of data. To the extent that such methods will increasingly be used to guide public policy around the globe, it is essential that stakeholders inside and outside education systems are informed about their weaknesses—methodologically and in terms of their inability to take the politics out of policymaking. While the promises of Big Data are seductive, they have not replaced the human element of decision making.

THREE years of the new age are coming to an end, and the cynic may feel that it is not achieving much. In the greater outside world, perhaps not, but the necessity of all who believe in life is to keep on trying to realize our hopes. In libraries there could be no spectacular material progress in 1947 because the conditions were worse for building, for the production of fittings and even for substantial internal library development were worse than in 1946. Yet we cannot help noticing here and there active signs that our work is not stagnant. The publications of libraries that reach us, and especially the revised and in many cases, their greatly improved annual reports are one encouraging sign.

Abstract

School violence can cause or exacerbate individual and collective trauma. Trauma-informed school approaches offer schools and educators guidance for how to respond. In this chapter, we provide an overview of trauma-informed school approaches and their contributions to healing individual and collective trauma. We begin this chapter by addressing the complex intersection of disability and trauma, and the unique implications of school-based violence for students with disabilities and their teachers. We then define trauma-informed care, describe current short- and long-term trauma-informed school approaches, and explain the aims of these approaches at individual and collective levels. Next, we locate trauma-informed responses to school violence in a context of systemic trauma and share considerations for disrupting the systemic conditions that perpetuate trauma and school violence. We discuss critiques of the trauma-informed care movement and conclude with recommendations for scholars pursuing research in this area.

Abstract

Purpose

This paper aims to examine the effects on firms' outcomes of a new government regulation on the private security industry that aimed to enhance the selection and training processes for armed-private security officers.

Design/methodology/approach

By using human capital theory and using a data set built from various public sources, this study analyzes the effects of a new regulation implemented in 2013–2014 in Brazil mandating psychological assessments for hiring private security armed officers. Firm-level data and a Difference-in-Differences (DiD) identification strategy are used to investigate the effects on turnover and human capital outcomes.

Findings

The study identifies substantial changes resulting from the new government regulation in private security firms. While it has led to increased turnover rates, the regulation has also facilitated firms in enhancing the human capital composition of their workforce by enabling the recruitment of more experienced personnel.

Research limitations/implications

This research informs to current debates on the effects of policy interventions on firm's outcomes by showing how regulations aimed to improve the configuration of human capital can generate win-win situations for both firms and citizens, despite the short-term trade-offs between higher turnover rates and improved human capital outcomes.

Practical implications

Refining selection and training processes can enhance the workforce in private security firms by replacing less capable professionals with more experienced ones. Insights from this study offer guidance to policymakers and industry practitioners in shaping effective business and public policies.

Social implications

This study underscores the role of training and psychological assessments in enhancing the composition of human capital in the private security industry.

Originality/value

By highlighting the role of policy interventions in establishing barriers to unskilled workers engaging in hazardous activities, this study contributes to the burgeoning literature in strategic management on the interaction between policy interventions and firm outcomes.
