It discusses the use of large scale organizational change initiatives and their use in building empowered systems.

Abstract
Purpose
The purpose of this paper is to report on a study of change management practices in private sector organisations in the small island economy of Mauritius.
Design/methodology/approach
Interviews were conducted with key decision makers and individuals who had experienced the organisational change process in three private organisations from different sectors in Mauritius: a bank, a hotel and a privatised state-owned enterprise. A grounded theory approach was employed to establish the key dimensions of organisational change in this setting.
Findings
Organisational change is a multi-dimensional, multi-directional and evolutionary process strongly influenced by the contextual and historical aspects of the country. The emerging key elements of change identified in the data confirmed a range of dimensions evident in the extant literature, but also identified a largely unacknowledged factor, considered to be central to the change process in Mauritian organisations. This emerging factor was identified as partisanship.
Originality/value
This study served to confirm six dimensions evident in the extant literature on organisational change: organisational structure, organisational culture, leadership processes, individuals, knowledge management and resistance to change. A seventh dimension, and heretofore largely unacknowledged factor, considered to be central to the change process in Mauritian organisations was also identified: partisanship. The study identified this emerging key dimension as having a pervasive influence. History, culture and context have served to embed this dimension in Mauritian organisations. Evidence is presented to illustrate how the process of organisational change is undertaken in Mauritius, and identify the role of partisanship. This has the potential to be applied to other small island economies with similar historical, cultural or contextual features.

Purpose
The purpose of this paper is to introduce the IC Rating™ approach as a management consulting approach to measure intellectual capital and to report on the implementation and experience in one case study firm.
Design/methodology/approach
The paper describes the IC Rating™ model in the context of the exiting literature in the field of IC measurement and uses a case study to demonstrate its practical application.
Findings
Based on the presented case study as well as implementations in other organizations we find the IC Rating™ model a useful tool to facilitate the analysis and discussion about intellectual capital in organizations.
Practical implications
The article gives a complementary view to the most commonly used score card methods and guidelines for intangibles on how intangibles can be measured. IC Rating™ focuses on the comparability between companies and industries as well as a simplification of how to interpret intangible measures.
Originality/value
The original idea for the paper was to answer the question “Why do companies really need to measure and develop intangibles?”. The answer is “To improve company financial performance”. The IC Rating™ methodology is therefore based on the answers to two other questions: “Which parameters does an executive manager need to have insightful knowledge of, in order to make the right decisions for the future?” and “From where and whom should the executive manager receive this information?”.

Abstract
Purpose
The purpose of this paper is to examine small business owners’ informal advice-seeking from peers, with a focus on the opportunities afforded by the internet for owners to acquire assistance from other owner-managers outside their local community.
Design/methodology/approach
Over 600 owner-managers in a rural US state were surveyed about their advice-seeking during the previous year from peers in the same community, from non-local peers they had met in person, and from peers known only online. Mixed effects logistic regression analysis was used to test both main effects of business and owner characteristics on advice-seeking and interactions with type/location of peer advisors.
Findings
Most owners had received advice from peers, and one-third had received advice online from a peer whom they had never met in person. Business performance was not associated with overall use of peer advice, but did interact significantly with source; the use of online-only advisors was associated with business growth, suggesting the possible benefit of weak ties. Over two-thirds of respondents reported having used social media and/or online forums to access advice or support from other owners (both those met in person and those not), with women and younger owners more likely to rely on such tools.
Originality/value
This study shows that entrepreneurial research needs to consider peer advisors beyond local networks as potential resources for small business owners. While previous research has examined entrepreneurs’ use of social media for marketing, this study shows its utility for accessing advice.

Abstract
Purpose
The second Frankfurt Career Study was conducted in 2017 in East and West Germany to analyze the impact of motherhood on female professional advancement in the specific national context of Germany. In addition, this study aims to present a unique perspective of the similarities and dissimilarities between the Western and Eastern parts of the country.
Design/methodology/approach
The research is presented as a three-stage statistical approach based on quantitative data generated from a survey conducted among 2,130 working mothers. In the first step, the authors performed a multiple correspondence analysis to explore the relationships between important categorical variables. Using the object scores obtained in the first step, we then ran a hierarchical cluster analysis, followed by the third and last step: using the k-means clustering method to partition the survey respondents into groups.
Findings
The authors found that working mothers in Germany are distributed according to four clusters mainly described by demographics and orientation toward work. East Germany has been found as a more egalitarian context than West Germany with respect to family system arrangements. However, the upper bound of the sample in West Germany presented an atypical female breadwinner model in high-performance households.
Originality/value
The authors want to contribute to previous investigations on the topic by providing a more comprehensive view of the phenomenon, especially comparing the two different family systems and social norms from the Eastern and Western parts of the country. The authors ask whether and how career perspectives and female labor supply are influenced by drivers such as work–family conflict determinants, working mothers demographics, partner support and employer support.

Purpose – The purpose of this paper is to introduce the special issue, which brings together five papers exploring the changing anatomy of HRM at organisational level. Design/methodology/approach – This overarching paper briefly contextualises the theme and introduces the five selected empirical papers. Findings – The findings in this paper vary according to the core theme of each of the five contributions. The first paper highlights whether the mix of distributed HR activities between the HR department and internal/external agents may be understood to be less a product of contextual influences and more a matter of corporate choice. The second paper establishes that role dissonance is a very real issue for middle managers with HR responsibilities. The third paper unearths the complexities and challenges involved in changing existing HRM procedures and practices in a post‐merger scenario. The fourth paper provides an understanding of the management of human resource supply chains and outlines five, empirically derived, generic models of HR outsourcing. The final paper finds that human resource IT diffusion and take‐up is primarily fuelled by interpersonal communication and network interactions among potential adopters. Originality/value – Combined, the papers offer insights on the changing anatomy of the HRM function against the backdrop of a dynamic contemporary organisational landscape and showcase cross‐national research on the theme.

The information provided in this article is based on research on electronic collection development practices and the author's experience with electronic resources at small and large university libraries.
Findings
There are many useful electronic resources available for free because of the open access movement. Old ideas such as consortia and negotiating still help to keep costs at a manageable level for libraries.
Practical implications
Libraries will be able to maintain or reduce the costs they are spending on electronic resources, but still retain sources that fulfill their collection needs.
Originality/value
This paper combines new and old ideas and resources for electronic collection development into a short and easy‐to‐follow source.

Abstract
The school-to-prison pipeline is a term used to describe the pathway traveled by students from public schools to incarceration in secure juvenile detention and correctional programs. It begins with students who are marginalized by the education system because of their academic and behavioral issues. The pipeline leads from school failure and disciplinary exclusion to involvement with the juvenile justice system. Youth who are ethnic minorities (especially those who are African-American or Hispanic) as well as those with educational disabilities (especially those with learning and behavioral disorders) are significantly overrepresented in data sets representing key points along the pipeline (e.g., students with poor academic achievement, high rates of suspension, expulsion, and dropout) as well as their high rates of incarceration. From his personal perspective and experience with the juvenile justice system, the author attempts to explicate the pipeline, and to describe efforts to impact it positively.
