Abstract
Purpose
The aims of this paper are: to explore the nature of political risk insurance (PRI) contracts as a form of regulation in the context of mining projects in developing countries; to examine how PRI providers factor corporate social responsibility (CSR) policies and practices of applicants in their initial decisions to provide PRI; to examine how CSR criteria are reflected in the terms of PRI contracts; to understand how failure to exercise good CSR practices by recipients of PRI affects insurance coverage; to shed light on how good CSR practices which minimize risk to companies and communities can be or are rewarded through PRI contracts; to identify opportunities for reform.
Design/methodology/approach
This article adopts a conceptual approach through analysis of the practical effects and public policy implications associated with use of PRI contracts as a regulatory mechanism to promote good CSR practices.
Findings
PRI contracts represent a form of proactive risk management used by investors. Because of the significant regulatory effect of the CSR provisions of PRI contracts provided by state‐based agencies, there is considerable potential for and value associated with greater transparency in the implementation of such contracts.
Originality/value
This article sheds light on the regulatory dimensions associated with the CSR provisions of PRI contracts. This represents a new contribution to the literature on CSR contracts, which until this point has focused largely on the CSR aspects of supply chain contracts.

Abstract
Purpose
The purpose of this paper is to explore the concept of employee empowerment, and the implications for management control systems (MCS), as the style of management changes from a hierarchical, top‐down, style to a more lateral, bottom‐up, orientation, in which workers assume greater responsibility for situated decision‐making and self‐monitoring.
Design/methodology/approach
A longitudinal, multiple method, case study explores how empowerment is both understood and applied by management and workers. Simons “Levers of Control” framework is employed as a sensitising device to understand the implications for MCS.
Findings
The transformation strategy is largely successful in changing the long‐standing, bureaucratic, public‐sector culture, to a more devolved style in which challenge and participation is encouraged, although actual adoption patterns are uneven and developments are not always linear. By the end of the study period, there is a move back towards centralised control but, significantly, the study is able to confirm Simons' argument that the use of an appropriate mix of levers in a “loose‐tight” manner can still promote empowered working.
Research limitations/implications
The field work consists of a single case, albeit this is a large company with a number of autonomous units and, over time, each developed its own style of management control. At times, it is difficult to establish clear linkages between the empowerment initiative, operational management, actual performance and the MCS due to numerous contextual factors, hence the longitudinal nature of the project.
Originality/value
Whilst practitioner literature has made copious exhortations to empower workers, there is little empirical work on the practical application of empowerment, or the implications for MCS in the longer term. This paper finds that empowerment can, despite some academic reservations, have an honest purpose and indeed outlive its otherwise faddish tendencies.

For many years, science fiction has been perceived as “rayguns and rocket ships” boys' literature. Any number of impressionistic and statistical studies have identified the typical SF reader as male, between the ages of twelve and twenty and, in the case of adults, employed in some technical field. Yet I continually find myself having conversations with women, only to find that they, like myself, began reading science fiction between the ages of six and ten, have been reading it voraciously ever since, and were often frustrated at the absence of satisfying female characters and the presence of misogynistic elements in what they read. The stereotype of the male reader and the generally male SF environment mask both the increasing presence of women writers in the field of science fiction and the existence of a feminist dialog within some SF novels. This dialog had its beginnings in the mid‐sixties and is still going strong. It is the hope of the feminist SF community that this effacement can be counteracted.

Purpose
The purpose of this paper is to contribute a deeper understanding of how natural disasters influence entrepreneurial intentionality as an important antecedent of entrepreneurial intention. It reviews the conceptual and operational backgrounds of natural disaster research and entrepreneurship theories and formulates a distinctive conceptual approach to entrepreneurial intentions in natural disaster settings.
Design/methodology/approach
An exhaustive review of research articles published in peer-reviewed entrepreneurship journals is provided and focuses on entrepreneurship, natural disasters, and entrepreneurial opportunities.
Findings
Six propositions about the influence of natural disasters on entrepreneurial intentions in ways that are distinct to the specific circumstances of post-disaster environments.
Research limitations/implications
The paper’s findings serve as a useful foundation for future research of post-disaster entrepreneurial behavior. The propositions highlight the relationship between opportunities, self-efficacy, feasibility, desirability, fear of failure, and resilience that complement macro-level research with micro-level antecedents. Implications entail new methodological avenues for future studies of humanitarian and post-disaster entrepreneurial activities.
Practical implications
This paper suggests ways in which public policy and educational, state and community programs can be designed and executed so that entrepreneurial intentions are developed and entrepreneurial action is not hindered. Moreover, it clarifies several ways to achieve more effective action (or inaction) to serve those affected by natural disasters and minimize disaffection.
Originality/value
The study illustrates that natural disasters can and do create opportunities for entrepreneurial behavior even as they generate powerful and sweeping negative effects on socioeconomic systems. Its unique approach explores individual-level variables concerning intent and motivation that drive entrepreneurial decisions in disaster contexts.

Purpose
Climate vulnerability assessments are often operationalized by the analysis of indicators defined by the spatial boundaries of the community under study. These, however, sometimes fail to capture interdependency among communities for basic resources. This paper aims to propose a framework for characterizing vulnerability caused by interdependency by adapting a supply chain lens.
Design/methodology/approach
The paper proposes a definition for “indirect vulnerability” that recognizes the transboundary and teleconnected nature of vulnerability arising from resource networks among cities and communities. A conceptual framework using a supply chain approach is presented for climate hazards in particular. This approach is then demonstrated through a rapid appraisal of the rice, energy and water supply chains and the waste management chains of Metro Manila.
Findings
The application of the supply chain lens to assessing the indirect vulnerability of Metro Manila brings to fore issues extending beyond the decision-making boundaries of local government units. Addressing these will require vertical government coordination and horizontal inter-sectoral collaboration. Thus, this supply chain-based indirect vulnerability assessment can be complementary to traditional vulnerability assessments in providing a larger systems perspective.
Originality/value
Innovative tools are needed to make community vulnerability assessments both holistic and tractable. Existing methods in the private sector can be adapted rather than reinventing the wheel. This supply chain framework can be a useful decision support and planning tool across governance levels to comprehensively address vulnerability.
