Abstract

In the Conservative‐led coalition's recent green paper Breaking the Cycle Ken Clarke aims to justify reducing the scale and costs of imprisonment. These proposals have been met with a generally positive response from penal reform groups and academic criminologists who see them as a departure from the expansionist policies of the last two decades. Many of the reform proposals presented in the green paper are however unlikely to save the taxpayer money or increase community safety.

This article traces the development of ideas and policies linked to the shifting definitions of crime reduction, prevention and community safety. The conceptual changes are often difficult to define due to imprecision and breadth. Community safety is sufficiently broad to be concerned with a range of harms and hazards beyond crime and disorder, which may become the focus of the emerging new forms of government.

Abstract

Purpose

To assess whether a programme of “crackdown and consolidation” could lead to measurable and sustainable reductions in domestic burglary.

Design/methodology/approach

In 1998 the Home Office reducing burglary initiative was launched in England and Wales. Phase I comprised 63 projects; the evaluation of one such project based on crackdown and consolidation is considered here. The aim was to crack down on known burglary recidivists, and then consolidate any gains by engaging the local community and implementing various prevention measures. The article considers the background to the project, the history of the method and how it was applied in this instance. The plausibility of the view that this action led to reductions in offending is examined.

Findings

The project did not follow its original plan of a continuous cycle of crackdown and consolidation. However, the approach undoubtedly has the potential to work, although in this instance the consolidation served only to prolong the impact of the initial crackdown, rather than offer a sustainable solution.

Practical implications

There are financial and staffing implications of adopting a cycle of crackdown and consolidation. There also needs to be neighbourhood buy‐in – especially for the crackdown element – and early warning of changes in the burglary trend.

Originality/value

Whilst the concept of crackdown and consolidation has existed for some years, published accounts of it are limited. This article goes some way towards filling that gap by providing an evaluation of the method within an operational police setting.

Abstract

Public conveniences are well known as being problematic in terms of crime‐generation. The design of these buildings in respect of both access and internal layout can encourage misuse, including incidents of damage and criminal or anti‐social activity. Traditional policing methods have failed to control or deter such behaviour at problem locations and in spite of frequent prosecutions for a wide range of offences problems tend to persist. This paper discusses the types of problems encountered in public conveniences and makes suggestions as to how these might be overcome.

Abstract

In December 2001 the then Department of Transport, Local Government and the Regions (DTLR but now currently the Office for the Deputy Prime Minister, hereafter referred to as ODPM) issued the tender document it had promised for the review and update of 5/94 Planning Out Crime (Home Office, 1994) The specification was for good practice guidance on planning out crime to be written within 6 months. Notwithstanding this exercise, the writer contends that in the face of the research, literature, legislation and expertise in relation to designing out crime, papers issued by ODPM and the form of the tender document itself demonstrate that it remains uncommitted to many of the accepted principles of design‐against‐crime and to the cross‐cutting crime reduction obligations of the police and local authorities under the 1998 Crime and Disorder Act. The author anticipates that this lack of commitment may be evident in the forthcoming revised planning out crime guidance and suggests possible approaches to this potentially influential document.

Abstract

While there is considerable public concern over stranger‐perpetrated child sexual abuse (CSA) and abduction, much of the professional debate over this subject is characterised by quite polarised views and a dearth of reliable research‐based knowledge. In order to start addressing this situation, a major questionnaire survey was carried out among almost 2,500 children aged 9‐16 years in 26 primary and secondary schools in four types of area in north‐west England. Approximately seven per cent of children reported an attempted or completed incident. In terms of its broader messages, the research suggests that we should adopt a more balanced approach in our assessments of the seriousness of stranger CSA and abduction. The research highlights practice issues for child safety educators, the police and therapists and counsellors, relating to prevention, disclosure, reporting and re‐victimisation.

Abstract

The growing range of EEC Directives and Regulations for food products, some of which have never been subject to statutory control in this country, with compositional standards, and in particular, prescribed methods of analysis — something which has not featured in the food legislative policies here — must be causing enforcement authorities and food processors to think seriously, if as yet not furiously. Some of the prescribed methods of analysis are likely to be less adaptable to modern processing methods of foods and as Directives seem to be requiring more routine testing, there is the matter of cost. Directive requirements are to some extent negotiable — the EEC Commission allow for regional differences, e.g., in milk and bread — but it has to be remembered that EEC Regulations bind Member‐states from the date of notification by the Commission, over‐riding the national law. Although not so frequently used for food legislation, they constitute one of the losses of sovereign power, paraded by the anti‐market lobby. Regulations contain usual clauses that they “shall enter into force on the day following publication in the Official Journal of the European Communities” and that they “shall be binding in their entirety and directly applicable in all Member States”.

Abstract

Purpose

The purpose of this paper is to outline findings from research into Integrated Offender Management (IOM), an example of multi-agency working between the police, probation and drug treatment services, and how this is expected to be affected by the “Transforming Rehabilitation” (TR) changes to the probation service being introduced by the Ministry of Justice.

Design/methodology/approach

The methodological approach was realistic evaluation. The findings of this paper draw upon semi-structured interviews undertaken with IOM staff, offenders and a small number of national IOM portfolio holders. Observations of the operation of IOM in the local site have also been used.

Findings

Three underpinning mechanisms within IOM were uncovered during the research, all of which are at risk from the TR changes.

Research limitations/implications

IOM, as it currently operates, will be affected fundamentally by the TR changes, due to the disruption to stable multi-agency working. The research is limited by taking place during the planning and initial roll out of the TR changes; as a result interviewees were commenting on their expectations rather than their direct experience of the changes. However, their experience within IOM makes them well placed to assess the likely impact of TR.

Originality/value

As the TR changes are new, this paper is amongst only a small number seeking to assess their anticipated impact based on primary research.
