Abstract
Purpose
To provide a picture of the access and use of health services by Aboriginal British Columbians living in both reserve and off‐reserve communities.
Design/methodology/approach
This project represents a collaborative effort between the University of British Columbia and multiple Aboriginal community partners. Between June and November 2003, 267 face‐to‐face interviews were conducted with Aboriginal persons in seven rural community organizations across the province.
Findings
This paper reports on the results of a survey of 267 Aboriginal clients. It was found that a substantial number of survey respondents accessed health services provided by an Aboriginal person. Although most respondents felt that services were available, they also identified a number of concerns. These revolved around the need to travel for services, as well as a lack of access to more specialized services. A number of self‐reported barriers to service were also identified. These findings have several policy implications and will be useful to service planners.
Research limitations/implications
Several questions for additional research were identified including the need to establish an inventory of service problem areas and investigating service and benefit policy and community awareness issues.
Originality/value
This paper provides policy makers with knowledge on the rural Aboriginal population, a population that has faced long standing problems in accessing appropriate health services.

Abstract
The long controversy that has waxed furiously around the implementation of the EEC Directives on the inspection of poultry meat and hygiene standards to be observed in poultry slaughterhouses, cutting‐up premises, &c, appears to be resolved at last. (The Prayer lodged against the Regulations when they were formally laid before Parliament just before the summer recess, which meant they would have to be debated when the House reassembled, could have resulted in some delay to the early operative dates, but little chance of the main proposals being changed.) The controversy began as soon as the EEC draft directive was published and has continued from the Directive of 1971 with 1975 amendments. There has been long and painstaking study of problems by the Ministry with all interested parties; enforcement was not the least of these. The expansion and growth of the poultry meat industry in the past decade has been tremendous and the constitution of what is virtually a new service, within the framework of general food inspection, was inevitable. None will question the need for efficient inspection or improved and higher standards of hygiene, but the extent of the organization in the first and the enormous cost of structural and other alterations to premises in the second, were seen as formidable tasks, and costly. The execution and enforcement of the new Regulations is assigned to local authorities (District, Metropolitan and London Borough Councils), who are empowered to make charges for inspection, licences, etc., to recoup the full costs of administration. The Government had previously promised that the cost of this new service, which when fully operative, will be significant, would not fall upon the already over‐burdened economies of local authorities. The figure of a penny per bird is given; in those areas with very large poultry processing plants, with annual outputs counted in millions of birds, this levy should adequately cover costs of enforcing the Regulations, but there are many areas with only one of a few small concerns with annual killings of perhaps no more than 200,000 birds—this much we know from perusing annual health reports received at the offices of this Journal—and the returns from charges will certainly be inadequate to cover the cost of extra staff. The Regulations require the appointment of “official veterinary surgeons” and “poultry meat inspectors”, both new to local government.

Abstract
Presents a view of the forecast impact of e‐commerce on developments of value chains in several economic sectors, with a time horizon of 2005. Highlights the scenarios that were built and demonstrates that the impact of e‐commerce technologies on value chains may vary widely across firms and sectors, as a function of sector‐specific characteristics. Concludes that the impact of e‐commerce technologies and practices on firms in the current decade may be expected to be of the same magnitude as the impact of management techniques such as just‐in‐time, or total quality management, in the 1990s.

The London Mayoral Election of 4 May 2000 was probably the first in British electoral history when all the candidates had established a presence in cyberspace. An analysis of the 11 websites showed that politicians are beginning to realise the potential influence of the Web in political circles, both as a means of publication and also for canvassing support. Most of the web pages were well designed with a reasonable amount of content and simple levels of interactivity. Multimedia features were also evident on most sites, though in terms of currency and timeliness of information, some improvements could still be made.

Abstract
Purpose
The University of Tennessee Knoxville’s Libraries has set aside space and stocked it with treadmill desks, standing desks, cycling desks and balance chairs to encourage physical activity while using library space to promote active learning. The purpose of this paper is to assess the impact of this innovative space on library users through a study conducted by a research team using observations and short surveys to gather information about usage trends and user perceptions of this “active learning space.”
Design/methodology/approach
This study used both ethnographish observation and self-selected survey. Researcher observation notes were used to gather usage rates of the space and equipment in the space, and survey responses were coded for themes to identify user perceptions around the space.
Findings
The findings strongly suggest that users find mental and physical health value in the “active learning space” and many would find value in the expansion and improvement of the space.
Research limitations/implications
The limitations of this study include a shorter observation period compared to the survey collection period and limited demographic collection to shorten the survey instrument.
Originality/value
However, this study was able to assess how an active learning space in an academic library can influence and have a significant impact on student success.

Abstract
Purpose
The purpose of this paper is to review and synthesize the research literature on the quality of life (QoL) of both caregivers (CGs) and care recipients (CRs) with dementia after admission to long-term care facilities.
Design/methodology/approach
Four databases – AgeLine, Medline, EBSCO, and PyscINFO – were searched and the relevant literature from 2002 onwards was reviewed.
Findings
The review of 12 studies (five studies, including only family CGs; six studies including residents; one study including both family CGs and CRs) reveals a discrepancy regarding the effects of institutionalization on the CRs’ and CGs’ QoL. Among seven studies on CRs’ QoL change, some reviewed studies found a significant decline in CRs’ QoL after placement with others showing that CRs’ QoL was improved or stable. While some reports indicated that some family CGs benefited from placement, others showed that CGs merely maintained their QoL. However, family CGs in the reviewed studies were more likely to report improved QoL than were their CRs after institutionalization.
Research limitations/implications
The authors recommend that future studies should focus on understanding the individual’s adaptation to placement, dyadic changes in QoL (including mediators/moderators). They emphasize the need for a comprehensive longitudinal study with more than one wave and includes diverse groups including racial/ethnic minority CGs and CRs.
Originality/value
This study reviewed and synthesized the research literature on the QoL of both caregiver and the people with dementia they cared for after those they cared for were admitted to long-term care facilities. The conclusions drawn about influences on QoL provide guidance for identifying best practices and research.
