Abstract
Significant changes are occurring in the work place, affecting some 10 percent of the work force each year. Although not all these workers need retraining, many of them are finding that acquisition of a new skill is the key to keeping or regaining a good job. Retraining and reeducation are also important factors in U.S competitiveness. The greater the skills and better the education of the workforce, the more flexibly American businesses can adapt to intensifying world competition. Government programs and employers are, to some degree, providing retraining for adults, and workers are increasingly aware of its value. There are still unmet needs for adult training and education, however, especially among those who could benefit most — the less skilled and less educated.

The conclusion of the Cold War rivalry between the United States and former Soviet Union in the late 1980s and early 1990s created new areas of opportunity and concern for U.S. national security policy. No longer menaced by the threat of nuclear war from Soviet military might, the United States emerged from the Cold War as the world's preeminent military power. Successful developments such as this often produce elation in the pronouncements of U.S. officials as a recent Clinton administration declaration demonstrates:

Abstract
The paper takes up the challenge offered in the call for papers for this special issue to explore the notion of public relations as “ethical guardian”. The approach taken is to review some influential academic perspectives as well as practitioner perspectives that emerged throughout the 20th century. It is argued that the ethics and social responsibility have long been an intrinsic part of public relations self‐identity. The paper identifies a number of problems for the public relations occupation that arise from its historical legacy and considers the implications for professional status.
