Abstract

Purpose

The purpose of this research is to investigate the relationship between leadership and the party’s image and voters’ satisfaction and voters’ loyalty in the regional election of the North Konawe District, Indonesia.

Design/methodology/approach

The study design is quantitative methods (Creswell, 2010). It is an explanatory research, investigating the relationship between variables (Kothari, 2004). The study population was the voters who participated in the 2015 regional head election of North Konawe. The population in this study was 37,429 people spread over 12 districts and 135 villages, and the sample size of this study was 276 respondents, based on sample size formulation in (Bungin, 2008). The method used to analyze the data in this study is generalized structured component analysis (GSCA), which investigate comprehensively the inner model (hypothesis testing for the structural model) and the outer model (measurement model for unobservable variables). The Sobel test (under the GSCA model) was used to test whether a particular variable mediates the relationship between endogenous variables and exogenous variables.

Findings

The party’s image influences voters’ satisfaction. The party’s image will not directly influence voters’ loyalty, but it will influence voters’ loyalty with the mediating effect of voters’ satisfaction.

Research limitations/implications

The findings of this study that makes the social security program as one of the themes in the competition reinforces previous studies such as in the Philippines, Thailand, Mexico and Brazil (2012). Various jargons are often thrown around to gain votes and support from the poor. For example, the term “populist economy”, where free public health and education services are often declared in various political campaigns, both in the legislative member and regional head elections.

Practical implications

The results of this research, i.e. the influence of the party’s image for electoral interests, would reinforce the results of previous studies. Sometimes the politicians use the poverty program, which is apparently neutral, but actually for the sake of political interests (Gallego, 2015). The results of this study show that the manipulation of government programs is often done to help the politicians in mobilizing the voters. However, in practices, the voters? satisfaction and loyalty are interpreted differently. The voters do not always sell their votes because of what they receive; it could be that the voters receive the assistance by considering it as a fortune or wage in return for helping the politicians. It was proved by the results of this study that the incumbent lost the election.

Social implications

Using the party’s image in a political contest has created serious implications in the development of democracy in Indonesia. Indonesia, which has chosen democracy as a political route, is still highly vulnerable to clientelistic practices. Although procedurally Indonesia has paved the main democratic consolidation after the reform, ranging from the legislative election to the presidential election to the regional head election, the practice of money politics is still occurring widely. The problem of vote-buying is more difficult to solve because law enforcement mechanisms are not conducted properly. For example, only three days were given to prove the allegation of vote-buying. Of course, this short time makes it difficult to prove the practice of money politics at lower levels.

Originality/value

The originality of this research can be seen from the following explanation: based on the results of data processing, there are interesting things observed, with the party’s image as the exogenous variable, voters’ satisfaction as the intervening endogenous variable and voters’ loyalty as the pure endogenous variable. This means that more and more community empowerment will increase the desirability of a candidate. This is unique in itself, where with this result, it can be concluded that North Konawe communities are more affected by the nature of the aid empowerment, durable and sustainable/long-term rather than momentary relief (cash).

Abstract

Purpose

The purpose of this paper is to develop and describe a pixel‐based airborne hyperspectral remote sensing system approach for searching for missing and lost RMAF aircraft, especially the NURI helicopter that crashed in Genting‐Sempah, Malaysia on Friday 13 July 2007, ten minutes after leaving the RMAF 10th Squadron based in Sg. Besi Camp, Selangor, Malaysia. It was reported found crashed with all six air force crew onboard killed, four days later on 17 July 2007 at 13.25 hours 5 km North‐west of Genting‐Sempah‐Karak‐Highway.

Design/methodology/approach

The objective is achieved by exploring the use of a very high 1 m2 spatial resolution (pixel‐based) airborne hyperspectral imaging system near real‐time data processing within two hours after landing. The UPM‐Aeroscan's AISA is a state‐of‐the‐art aircraft mounted commercial hyperspectral sensor operated for SAR development application by Forest Geospatial Information and Survey Lab (FGISL)/Aeroscan Precision (M) Sdn Bhd. in Block C3, UPM‐MTDC Tech Centre, Lebuh Silikon, Universiti Putra Malaysia. It is designed to provide a near real time, frequent, repetitive, accurate and reliable pushbroom instrument that acquires images in hundreds of registered, contiguous narrow spectral band passes such that for each element it is possible to derive a complete reflectance spectrum between the tree crowns, a damaged or slashed tree canopy and an anomaly especially metal like foreign object that penetrates into the tree crowns of a dense forest. Using an advanced Spectral Angle Mapper (SAM) digital analysis and two archives spectral signatures of flying and “parked” NURI helicopters, in addition to ground supporting data from the civilian eye‐witnesses, spectral matching of images is applied to identify and map the missing helicopter.

Findings

Despite the bad weather hampering the search and air surveillance‐to‐ground verifications, the NURI helicopter was reported found crashed with all six air force crew onboard killed, four days later based on the GPS suspected locations analysed and mapped from the UPM‐APSB's AISA airborne hyperspectral sensor data. The GPS locations given by the image were, however, not accurate for ground verifications since an old military topographical map were used. The GPS locations from the airborne image was transferred on to a Google Earth image in the Operations Room but, for ground verifications, a different set of reference topographical maps were used. However, the suspected search target sites were not that far away from the actual sighted RMAF NURI helicopter wreckage.

Originality/value

The value and contribution of this research are the successful application of operating a pixel‐based airborne hyperspectral sensor to locate missing military helicopters in SAR. It is expected that the UPM‐APSB's AISA airborne hyperspectral sensor can be of further use in future SAR for missing civilian helicopters or commercial aircraft.

Abstract

Purpose

This paper attempts to explore the concept of service quality in a health care setting.

Design/methodology/approach

This paper probes the definition of service quality from technical and functional aspects for a better understanding on how consumers evaluate the quality of health care. It adopts the conceptual model of service quality frequently used by the most researchers in the health care sector. The paper also discusses several service quality dimensions and service quality problems in order to provide a more holistic conception of hospital service quality.

Findings

The paper finds that service quality in health care is very complex as compared to other services because this sector highly involves risk.

Originality/value

The paper adds a new perspective towards understanding how the concept of service quality is adopted in a health care setting.

Abstract

Purpose

The aim of this paper is to present the latest advances in real‐time airborne hyperspectral sensing applications in identifying and mapping the likely spots to be zeroed in for the SAR operations.

Design/methodology/approach

A Sabah Air GAF Nomad N22B low altitude fixed wing aircraft equipped with an AISA airborne hyperspectral imaging system flew over the steep gradient carved by very narrow valleys, ridges, precipitous escarpments and ravines, extensively covered by thick virgin forest of the highlands. The study was carried out by an AISA sensor, which is a complete system that consists of a compact hyperspectral sensor head, miniature GPS/INS sensor for precise positioning, data acquisition unit and Caligeo post‐processing software.

Findings

These UPM‐APSB's AISA flights demonstrated that quality real‐time hyperspectral images could be pre‐processed on‐board the aircraft and become accessible to the SAR committee members for quick ground SAR within two hours after the flight. The combined geospatial information technologies were a major breakthrough in the Malaysian SAR real‐time imaging technique.

Originality/value

It is expected that future precise locations of the suspected targets can be transmitted via very high frequency radio communications and become accessible to the SAR ground members such as the commandos VAT 69. Real‐time airborne hyperspectral imaging will benefit strategic SAR and help reduce the loss of lives in future helicopter crashes in the Bario‐Ba'Kelalan areas.

Abstract

Purpose

One of the main issues that many organizations will face in the coming years is the management of increasing diversity in the workforce. The purpose of this paper is to examine the levels of individualism and collectivism of managers in two different cultural environments, that is, Malaysia and Australia.

Design/methodology/approach

Data were collected by questionnaire from middle managers in a total of 18 organisations in Malaysia and ten organisations in Australia. Individualism‐collectivism was measured using Singelis et al.'s 32‐item scale. The items in the scale are designed to measure the horizontal and vertical aspects of individualism‐collectivism. The items were answered on seven‐point scale where 1 indicates strong disagreement and 7 indicates strong agreement. In addition, the seven‐item job satisfaction measure, which is part of the Survey of Organizations questionnaire developed by the Institute for Social Research at the University of Michigan, was used.

Findings

The study reveals the existence of differences between Malaysian and Australian managers on the level of vertical individualism, horizontal collectivism, and vertical collectivism. In addition, the Australian managers appear to have a significantly higher level of job satisfaction than their counterpart in Malaysia.

Research limitations/implications

Overall, the findings of the present study suggest that there have been significant shifts in value classifications in Malaysia since Hofstede conducted his original study. This finding underscores the fact that, although a nation's work‐related values and attitudes are deep‐seated preferences for certain end states; they are subject to change over the years as external environmental changes shape a society. Therefore, researchers and practitioners should use caution before attempting to use work‐related values and attitudes to understand human behaviours in organizations.

Practical implications

The results of this study may be of interest and assistance to managers of multinational and international organizations who need to manage in global contexts and, therefore, need to understand cultural‐driven differences in personal and interpersonal work‐related conditions between and across nations.

Originality/value

The results of this study provide empirical corroboration of the theoretical perspectives of Singelis et al. on individualism‐collectivism and horizontal and vertical dimensions of individualism and collectivism respectively. In addition, they may be of interest and assistance to managers of multinational and international organizations who need to manage in global contexts and, therefore, need to understand cultural‐driven differences in work attitudes of employees between and across nations. Finally, the study's findings contribute to a growing body of research that illustrates the need to take a multidimensional approach to the study on individualism‐collectivism.

Abstract

Purpose

The purpose of this paper is to investigate patients’ views toward the perceived service quality of public and private healthcare service providers. Determinants of healthcare service quality were compared by carrying out a GAP analysis to equate perceived and expected services and examined differences in the service quality.

Design/methodology/approach

The study sample comprises 310 inpatients of public and private healthcare service providers. Self-administered questionnaires were used along a five-point Likert scale and analyzed through the Statistical Package for Social Sciences. GAP analysis was used to observe the difference between expectations and perceived service quality.

Findings

A cross-sectional study revealed significant quality gaps between the expected and perceived services of public and private healthcare service providers; conversely patients’ expectations are not fully met in both types of hospitals. Private hospitals surpassed in terms of overall perceived service quality from their counterparts. Perceived services were found better in terms of physician medical services in public sector hospitals, while rooms and housekeeping services were found better in terms of private sector hospitals.

Practical implications

The result can be used by both public and private healthcare service providers to restructure their quality management practices which could only be possible through effective management commitment, regular patients’ feedback and translucent complaint procedures.

Originality/value

The study conceptualizes the expected and perceived hospital service quality dimensions as an eight-dimensional framework. A comparison between public and private sector hospitals is made to get a better understanding about the differences in the perceived healthcare services among two sectors. Consequences of the study will aid hospital managers and policy makers to get a fuller picture of healthcare services in order to contrive enhancement practices.

Abstract

Purpose

Drawing on social identification theory, this research aims to explore an important mechanism – patients’ perceived empathy from a hospital, which is defined as caring, individualized attention provided by the hospital – that explains how service quality influences patients’ loyalty to the hospital.

Design/methodology/approach

This study adopts a structural equation modelling framework to estimate the mediation relationship between service quality and patient loyalty using two studies based on hospital employees and patients.

Findings

In Study 1, hospital staff survey data showed that service quality enhanced patients’ perceived empathy from the hospital. In Study 2, the authors confirmed and extended the findings of Study 1 by using patient survey data that suggested that patients’ empathy mediated the relationship between service quality and patients’ loyalty to the hospital.

Originality/value

The results of the two studies suggested that service quality increased patients’ empathy, which in turn improved patients’ loyalty to a hospital. The results extend the customer loyalty literature by exploring the critical antecedents and mechanisms of customer loyalty in the healthcare context. The studies interpret healthcare phenomena from the service aspect of fulfilling patients’ unique needs and providing a good hospital service experience. Moreover, the authors offer an insightful approach to explaining the service quality–patient loyalty linkage in the healthcare industry. Important theoretical and managerial contributions and suggestions for future research are discussed.

Abstract

Purpose

This study explored whether the critical incident management systems (CIMS) model can predict the EMS performance in the COVID-19 context. Past research has established the significance of early detection and response (ER) in the context of Ebola virus disease (EVD), prompting a question of whether the model can also be helpful in the COVID-19 context. Consequently, the authors assessed whether ER influences the impact of communication capacity (CC), reliable information channel (RC) and environment (EN) on COVID-19 EMS performance. Assessing these relationships will advance emerging infectious disease (EID) preparedness.

Design/methodology/approach

The authors employed standardized measurement instruments of the CIMS model (CC, ER, RC and EN) to predict the performance of COVID-19 EMS using structural equation modeling (SEM) in a study of 313 participants from frontline responders.

Findings

The results show that the relationship of ER and EN with COVID-19 EMS performance is positive, while that of EN on CC is negative. The relationship between EN and COVID-19 EMS performance was insignificant. Contrary to the hypothesis, CC was negatively significant to COVID-19 EMS performance due to poor communication capacities.

Research limitations/implications

The authors acknowledge some limitations due to challenges faced in this study. First, Data collection was a significant limitation as these questionnaires were built and distributed in June 2020, but the response time was prolonged due to the recurring nature of the pandemic. The authors had wanted to implore the inputs of all stakeholders, and efforts were made to reach out to various Ministry of Health, the local CDC and related agencies in the region via repeated emails explaining the purpose of the study to no avail. The study finally used the frontline workers as the respondents. The authors used international students from various countries as the representatives to reach out to their countries' frontline workers. Second, since the study was only partially supported using the CIMS model, future studies may combine the CIMS model with other models or theories. Subsequent research reassesses this outcome in other contexts or regions. Consequently, further research can explore how CC can be improved with COVID-19 and another future EID in the region. This may improve the COVID-19 EMS performance, thereby expanding the lesson learned from the pandemic and sustaining public health EID response. Additionally, other authors may combine the CIMS model with other emergency management models or theories to establish a fully supported theoretical model in the context of COVID-19.

Practical implications

The findings have practical implications for incident managers, local CDCs, governments, international organizations and scholars. The outcome of the study might inform these stakeholders on future direction and contribution to EID preparedness. This study unfolds the impact of lessons learned in the region demonstrated by moderating early detection and responses with other constructs to achieve COVID-19 EMS performance. The findings reveal that countries that experienced the 2013–2016 Ebola outbreak, were not necessarily more prepared for an epidemic or pandemic, judging by the negative moderating impact of early detection and response. However, these experiences provide a foundation for the fight against COVID-19. There is a need for localized plans tailored to each country's situation, resources, culture and lifestyle. The localized plan will be to mitigate and prevent an unsustainable EID management system, post-epidemic fund withdrawals and governance. This plan might be more adaptable and sustainable for the local health system when international interventions are withdrawn after an epidemic. Public health EID plans must be adapted to each country's unique situation to ensure sustainability and constantly improve EID management of epidemics and pandemics in emergency response. The high to moderate importation risk in African countries shows Africa's largest window of vulnerability to be West Africa (Gilbert et al., 2020). Therefore, they should be in the spotlight for heightened assistance towards the preparedness and response for a future pandemic like COVID-19. The West African region has a low capacity to manage the health emergency to match the population capacities. The COVID-19 outbreak in West Africa undoubtedly inflicted many disruptions in most countries' economic, social and environmental circumstances. The region's unique challenges observed in this study with CC and reliable information channels as being negatively significant highlight the poor maintenance culture and weak institutions due to brain drain and inadequate training and monitoring. This outcome practically informs West African stakeholders and governments on aspects to indulge when trying to improve emergency preparedness as the outcomes from other regions might not be applicable.

Originality/value

This study explored the relevance of the CIMS model in the context of the COVID-19 pandemic, revealing different patterns of influence on COVID-19 EMS performance. In contrast to the extant literature on EVD, the authors found the moderating effects of ER in the COVID-19 context. Thus, the authors contribute to the COVID-19 EMS performance domain by developing a context-driven EMS model. The authors discuss the theoretical and practical implications.

Abstract

Purpose

The purpose of this paper is to determine the factors that may influence customers’ acceptance of Islamic home financing and identify the possible moderator, which may be relevant using the decomposed theory of planned behaviour (DTPB) in the context of Malaysia and Pakistan.

Design/methodology/approach

Literature on Islamic mortgage and DTPB is reviewed in a bid to identify the determinants that may contribute to customers’ desire to participate in Islamic home financing.

Findings

The review indicates that customers’ acceptance of Islamic home financing is not only determined by the subjective norm, attitude, perceived behavioural control but also by the added construct of awareness and decomposed variables, namely, perceived compatibility, perceived relative advantage, peers influence and self-efficacy. In the context of the current study, the country is proposed as a moderator variable that may influence the relationship for customers’ acceptance of Islamic mortgages.

Research limitations/implications

In terms of conceptualising the model, only two countries are considered, which is Malaysia and Pakistan as categorical variables or moderators incorporated in DTPB.

Originality/value

Existing literature on Islamic mortgages makes it evident that DTPB is yet to be applied in the context of studying Islamic home financing. This study extends the application of DTPB in the context of customers’ acceptance of Islamic mortgages in two countries, Malaysia and Pakistan. This paper will be a helpful resource for future researchers, academicians and managers of Islamic banks at large.

Abstract

Purpose

The paper aims to examine the impact of Shari'ah governance quality on environmental, social and governance (ESG) performance in Islamic banks.

Design/methodology/approach

The study's sample consists of 66 Islamic banks from 14 countries over 2015–2019. The research uses the Heckman model, which is a two-stage estimation method to obtain unbiased estimates, as ESG scores are only observable for 17 Islamic banks in Eikon Refinitiv database at the time of the analysis.

Findings

The analysis shows that Shari'ah governance has a beneficial role to achieve ESG performance. The analysis also shows that enhanced profiles of Shari'ah supervisory boards' (SSB) attributes are more efficient than the operational procedures to promote ESG performance. In addition, the analysis shows that enhanced SSBs' attributes strengthen the bank's corporate governance framework, while sound-designed procedures increase the bank's social activities by emphasizing their roles to ensure Shari'ah compliance. Finally, the analysis sheds light on the failure of Shari'ah governance to promote environmental performance.

Research limitations/implications

The existing databases providing companies' ESG-related information still do not offer sufficient data to conduct an international study with a larger sample of Islamic banks (IBs) having ESG scores for a more extended period.

Practical implications

The research provides policy insights to Islamic banks' stakeholders to promote social and governance performance in the Islamic finance industry through improving Shari'ah governance practices. However, raising environmental awareness is imminent among all actors implicated in the Shari'ah governance processes to help overcome the anthropogenic risks.

Originality/value

The research complements the governance-banks' ESG performance literature by examining the role of Shari'ah governance. The research also extends the literature on Islamic banks' sustainability by pointing to the Shari'ah governance failure to enhance environmental performance and thus achieve Maqasid al-Shariah regarding the environment.
