Today many people have become critically conscious of their environment. They recognise much more clearly than just a few years ago the negative effects of civilisation. A wide range of suggestions on how to get on with the job of managing the environment has been advanced. This includes reasonable and feasible recommendations as well as Utopian suggestions and unqualified statements liable to spread a panic, often completely disregarding the most basic facts of life and natural science. More often than not successful achievements are deliberately ignored or played down, or they are largely unknown — a fact which often comes to light when we discuss the subject with visitors and guests — probably also because good results don't usually make good headlines.

Abstract
It is frequently claimed that the interventionist economic policies which the Nazi government began to pursue as soon as it had come to power were ideologically motivated (cf. Barkai, 1990). There is undeniably some truth in this hypothesis – after all, an important strand in German political and economic thought, which goes back to the age of absolutism and which flourished in the post-World War I period, favored state power and state control of society (Mises, 1944b). Still, Nazi interventionism may have had stronger foundations than just ideology. It is the hypothesis of this article that it was rather grounded in the structure of the state erected by the Hitler regime. Far from being the monolithic power bloc proclaimed by its propagandists, the Third Reich was in fact composed of a plethora of political authorities, government offices, and bureaucratic departments supplemented by an increasing number of “Reich-Plenipotentiaries”, “Special Representatives”, and other satraps of Hitler who were appointed to solve specific problems and were never recalled. It is claimed here that it was the power struggles waged by these individuals and bureaucratic agencies which boosted the increasingly interventionist policies of the Nazi regime.

Outlines the ideas incorporated in “development economics” and criticizes the lack of distinction made by some writers between development and economic growth. Asks whether underdeveloped countries really need a different economic theory from Western Europe and suggests that growth (in gross national product) and development (i.e. structural change) are actually complementary processes. Reviews various theories on the causes of underdevelopment (e.g. market failure, government failure) and strategies to cure it (e.g. government intervention, private initiative, market mechanism); and cites some examples of successful positive intervention.

Talks about skilled and semi‐skilled workers, worker empowerment and the formation of teams. Notes the importance of customers in the face of increased competition. Almost all libraries collect fiction. Of course the nature, scope, and organization of the collection varies with the type of library and its clientele. In this column scholars, fans, and just plain readers of diverse fiction formats, types, and genres will explore their specialty with a view to the collection building needs of various types of libraries. In addition to lists of “good reads,” authors not to be missed, rising stars, and rediscovered geniuses, columnists will cover major critics, bibliographies, relevant journals and organizations, publishers, and trends. Each column will include a genre overview, a discussion of access to published works, and a core collection of recommended books and authors. Janice M. Bogstad leads off with a discussion of science fiction. WE seem to be immediately facing a drive for much more technical education and for many more technical colleges and schools to produce it. In the condition of the world today this is an inevitable, an indispensable, process. The reasons are loudly proclaimed and patent to every librarian, and the library must come strongly, as it always has, into the picture but perhaps now more universally and with greater intensity. Dr. Chandler, who is proceeding at a rare pace to specialize his departments, has created a new local council to unify the information work that has already been done at Liverpool. Every technical book costing over five shillings is bought, and the usual collections of periodicals and other material of technical and industrial interest are being increased and a bulletin of additions is being issued soon after the end of each month. The Technical library is one that combines lending and reference activities, telephone and postal services; in fact all the orthodox activities that have been standard in the larger towns since Glasgow began them in 1916, and possibly new and extended ones. The William Brown Library which was destroyed in Air Raids is being reconstructed and the enlarged Technical Library will be developed in it. This is one city only; every large city reports some increase in the services rendered, for example the Telex service is now available at Manchester. It is essential that public libraries everywhere realize the part they may play; if they do not, the suggestion made recently that the lending of technical books should become an activity of the Technical Colleges may become a reality.
